To ensure that PayPal continues to offer the best possible products and services to our customers, PayPal will be performing system maintenance on 30 June from 7.30 am until 7.40 am. During this time, customers (sellers and buyers) may receive an error message that prevents them from logging into or using their PayPal accounts. We've recently been testing a new design of the completed listing page, and we're now ready to introduce this new design permanently, starting from this week.

When a listing has ended, you'll now see an overview of key details about the listing. From there, you can access further details (such as the item description), as well find alternative active listings from the same seller and similar items from other sellers.

The text ads are like the ones shown at the bottom of search results pages, and will be shown on listings from private sellers.

US eBay Top-rated seller programme – tracking requirement date extended

As we announced earlier in the year, the US eBay Top-rated seller programme is going through a number of changes which might affect you if you’re selling on eBay.com.

In addition to meeting the current criteria for eBay Top-rated Seller status, one of the new requirements introduced as part of these changes was for sellers to upload tracking information for >90% of their listings..

We are now extending the time for implementing the tracking upload requirement by one month. From 20 July, sellers aiming for eBay Top-rated seller status in the US will be required to upload tracking within their stated handling time on 90% or more of US transactions.

Other changes previously announced from 1 June mean that only those eBay Top-rated seller listings offering a 14-day or better returns policy with a money-back option and 1-day handling time will qualify for the greatest average boost in visibility for fixed priced listings in Best Match search. The timing for these requirements has not changed.

Currently, in order for eBay to recognise sellers’ returns policies, they need to be entered as a separate field in the listing flow. This field is, at present, only available on the .com site so in order for UK or IE sellers to meet this requirement, listings need to be made directly on the eBay.com site, which we appreciate is not a perfect solution. We’re working on a solution for EU sellers to specify returns policies in a structured way so that they can qualify for  the maximum search boost while still listing from .co.uk or .ie.

What you need to do to qualify for maximum visibility as an eBay Top-rated seller on eBay.com:

  • Upload tracking information >90% of your sold items as of July 20.
  • List directly onto the .com site to specify your returns policies from June 1.
  • List with a 1 day handling time from June 1.

What you need to do to qualify for a boosted visibility as an eBay Top-rated seller on eBay.com:

  • Upload tracking information >90% of your sold items as of July 20.
  • Meet eTRS requirements

Both of the above groups will retain eBay Top-rated Seller badging.

Evaluation periods for tracking requirement:

  • The July evaluation will look at transactions from 1 June to 30 June to determine if you meet the standard.
  • The August evaluation will look at the period of 1 June to 31 July. The September evaluation will look at 1 June to 31 August.
  • October onwards we will look back at the previous three months

Uploading tracking will be a requirement of the US eBay Top-rated Seller program. From 20 July, if a UK seller cannot meet the 90% tracking requirement their US eBay Top-rated seller status will be at risk. We’re aware of the challenge this presents for EU Sellers in relation to international selling. We’ll be in touch to inform you of any future developments to further clarify this situation.

We’d like to clarify some confusion relating to the announcement below:

  • This update only applies to Private Sellers, Business Seller fees remain unchanged.
  • The change means that from 10 July 2012 Final Value fees for private sellers will capped at a maximum of £75. This means that should you sell an item for under £750 (as a final price) your final value fee will be 10% of that sale price. If your item sells for over £750 you will be charged a maximum final value fee of £75
  • This change only refers to the final value fee imposed after an item is sold. Listing fees remain unchanged.
  • This change does not apply to motors listings, property or classifieds.

***London 2012 Olympic/Paralympic games – Delays to deliveries***

Prepare your business for the Olympic Road Network restrictions
Between mid-July and mid-September, the Olympic Road Network (ORN) restrictions will be in effect in London, the surrounding area and in other regions where the games are taking place which could affect your deliveries. There may also be restrictions during the Olympic Torch Relay. To avoid disruptions to your business, we recommend that you plan ahead by monitoring and managing stock levels, so you do not fall short from delayed deliveries.

Keep informed about potential disruptions
Transport for London (TFL) has a useful site which includes a guide for businesses, detailing where potential issues regarding deliveries and collections may occur during the Olympic Games. TFL are also running a series of workshops for freight operators and their customers to help them prepare for potential disruption. Most of the major carriers have information about their plans during this period (see below).

Managing buyers’ expectations
If you’re likely to be affected by the road restrictions, we recommend you edit your listings to include a statement that there could be delays in dispatch. For example, ‘Due to road restrictions during the Olympic Games, there may be delays to delivery times. We’ll do our best to keep you informed.’

Delivery times and effect on Detailed Seller Ratings
We don’t want sellers to be unfairly impacted as a result of the disruption to the road network. We will be monitoring Dispatch time Detailed Seller Ratings (DSRs) during this time and if we see a significant increase in the number of low DSRs which can be attributed to the ORN, we will automatically de-score the low DSRs for these transactions at a later date, in advance of your evaluation cycle.

Proposed delivery surcharge
We are aware that a small number of carriers are proposing a surcharge of £1 for deliveries to affected areas. We can confirm that Parcelforce will not be applying this surcharge during the period for labels bought via the eBay / PayPal label flows. As this proposed surcharge is being planned by a small number of carriers we will not be adjusting shipping cost caps during the period and advise sellers to contact their carrier for more information.
