***Electronics: Listing with a matching product extended to more categories on eBay.co.uk and eBay.ie***

We already mandate the use of catalogues in a number of categories. Since 23/08 the mandate has been extended to the following categories:

    • Televisions
    • In Computers:
      • iPads, Tablets & eReaders
      • Apple Laptops
      • Apple Desktops
      • Printers
      • Routers
      • Hard Drives
      • Monitors

We will start reporting items that are not compliant of this mandate, and listings may be taken down if a seller receives several warnings.

Category Changes
From Monday 22nd August 2011, the category ‘Mobile Phones without Contract’ will be renamed ‘Mobile and Smart Phones’.

In addition to this, the categories ‘Mobile Phones with Contract’ and ‘Pay as You Go Phones’ will be removed as separate categories and will be combined into the newly named category ‘Mobile and Smart Phones’.

Fee Changes
All current listings which were previously created in the ‘Mobile Phones with Contract’ and ‘Pay as You Go Phones’ categories will be moved into the new category ‘Mobile and Smart Phones’ on 22nd August 2011. You will pay the same fees on these current listings as before the category changes.

Listings created after the removal of these two categories on 22 August 2011, and renewed listings (including GTC renewals) will have the new pricing and fees for the ‘Mobile and Smart Phones’ category applied to them.  The ‘Mobile and Smart Phones’ category will have the same pricing as ‘Mobile and Home Phones’ category, which has an insertion fee and final value fee.  This means that fees will decrease in some cases, but will increase for others.

Private Sellers, please see details of the fees for ‘Mobile and Home Phones’ (under ‘All Categories’) that will apply to listings in the ‘Mobile and Smart Phone’ category after 22 August 2011.

Business Sellers, please see details of the fees for ‘Mobile and Home Phones’ fees (under ‘All Categories’) that will apply to listings in the ‘Mobile and Smart Phone’ category after 22 August 2011.

On 20th and 21st August, private sellers will not pay an insertion fee* when they list items at any starting price in an eligible category using the auction format on eBay.ie.

Sellers whose accounts meet eBay’s minimum seller performance standards are eligible for this promotion.

Items are eligible for this promotion if they are listed with the eBay Quick sell or Advanced sell (Sell Your Item) forms. Items listed using professional tools, such as Turbo Lister and Sales Manager Pro, are excluded. All other eBay selling fees apply.

***Site test: new functionality in search results pages***

From 18 August 2011, we’ll be testing enhanced versions of the search results pages on a limited number of visitors.

For any item of interest, a user can click anywhere within the listing (except on the item title or image) and bring up a large panel on the right of the page that contains added details like: a bigger picture, more pictures (if the seller has provided them), condition, item specifics, seller feedback, item location, returns information and an option to view the item’s description in another panel. In one of the versions, where the search results page itself contains all the ‘must see’ information on an item, buyers can even choose to buy from the search results page if they like what they see.

This test will run for several weeks and we’d love to get your feedback on these improvements. You can send comments via a link provided directly on the top of the preview pane.

Depending on the feedback and results, we may consider making this a permanent change to the search results pages.

*******UK BUSINESS SELLERS’ RETURNS POLICY – OFT ADVICE*******

N.B. the advice below does not apply to private sellers – only to UK business sellers. 

Trading Standards have asked us to bring to business sellers’ attention sections 3.41 to 3.44 of the following OFT advice on consumers’ right of return under the Distance Selling Regulations (DSRs).  They note that many business sellers use language in their returns policy such as “do not accept returns due to hygiene” and “no returns due to hygiene”.  

However, the OFT advice states that while a business may require that a consumer does not break a hygiene seal on an item, and consumers have a duty under the DSRs to take reasonable care of the goods throughout the cancellation period, the definition of “reasonable care” depends on a number of factors: “It may be reasonable for the supplier to stipulate what they consider to be reasonable care, such as not removing hygiene seals on garments or only trying out shoes indoors. But these stipulations cannot restrict a consumer’s reasonable opportunity to inspect and assess the product. Consumers have the right to cancel even if they fail to take reasonable care of the goods; however the DSRs do give suppliers a right of action against consumers for breach of the statutory duty to take reasonable care.”

Streamlining after-sales emails
From late August, we’re making it easier to manage emails sent to buyers after a transaction, keeping them better informed and helping you to save time.               

Giving you space to write better item titles
In September, the number of characters available for your item title will increase from 55 to 80 characters.         

Add tracking information to reduce buyer questions
From late August 2011, we’re making changes relating to postage options to help reduce unnecessary buyer questions.

In the week beginning 22 August 2011, we’re introducing changes to help make it easier and quicker for buyers to find your items, helping you to increase sales.

Rewarding top quality service: Increased stability for eBay Top-rated sellers
From 20 October, we’ll be introducing greater stability for eBay Top-rated sellers. eBay Top-rated sellers will get a grace period to bring their performance back up to standard without losing their status and benefits if they fall to Above Standard.

eBay Buyer Protection cases: incentive for early resolution
From 31 August 2011, if a buyer opens an eBay Buyer Protection case without first contacting you via My eBay messages and you resolve it to the buyer’s satisfaction, within 3 working days, the case may be excluded from your seller performance evaluation.

We’re also reducing the time before a buyer can refer a case to eBay from 10 to 8 calendar days. Many cases are already resolved within 8 calendar days and this change should not affect the majority of sellers.

Giving you space to write better item titles
In September, the number of characters available for your item title will increase from 55 to 80 characters.

Specify postage costs to US, Canada and Australia
From late August 2011, if you specify the postage costs to the US, Canada and Australia, you may appear in the standard search results of those countries’ eBay sites, helping you to reach millions more international customers.
