***2010 Second Release of Seller Updates - Important Changes for Cross-border Sellers*** |

eBay has announced changes to be implemented starting this June that will help increase sellers’ profitability by helping them to sell more efficiently
and increasing buyer satisfaction. As before, we continue to consolidate the changes into two or three releases per year so sellers have sufficient lead time
to adapt.
Here’s an overview of the second set of major changes for sellers in 2010.
Setting correct buyer expectations through more clearly defined item conditions:
- To make it easier for sellers to specify item condition, we’re introducing more descriptive values in many categories (applicable to eBay US, UK and
Germany).
- In some categories, starting on July 27, sellers are required to specify item condition in all listings (applicable to all eBay sites).
Improving buyer satisfaction and rewarding sellers for great service:
- Opening a case through the eBay or PayPal Buyer Protection program—especially when the buyer has tried and was not able to work out an issue directly
with the seller—is a clear indication of dissatisfaction. That’s why starting in September, along with low DSRs, eBay will consider buyer dispute cases for
item not received and item not as described to evaluate seller performance (applicable to eBay US and UK).
- Sellers will be able to opt out of the automated eBay Payment Reminder emails if they prefer to send their own communications instead (applicable to
eBay US).
- eBay will send a standardised Feedback Reminder email. Sellers will no longer be able to automate their own Feedback Reminder email through Selling
Manager or Selling Manager Pro (applicable to eBay US).
- Email communication between buyers and sellers will be even more secure with email addresses kept anonymous and improved documentation of email
conversations in My Messages (applicable to all eBay sites).
- To highlight the most relevant listings from sellers providing great value and service, Featured First—the listing upgrade that allows items to be
featured in the top two spots of Best Match search results—will be discontinued (applicable to eBay US).
Easier, more profitable selling:
- To help you stay on top in a dynamic marketplace, we’re introducing new functionality and tools to make it faster and easier to edit, list, and
relist in bulk—up to 5,000 listings at once (applicable to all eBay sites).
- Starting in July, when one of your product photos is selected for the eBay catalog, you'll receive five free Subtitle credits (applicable to eBay US, UK
& Germany).

Under the eBay Buyer Protection Policy, if we resolve a dispute in the buyer’s favour, we will refund the
buyer for the cost of the item and the original shipping as described in the applicable eBay Buyer Protection
Policy, and we will require the seller to reimburse us for the refund.
We have posted an updated eBay User Agreement to require sellers to provide us with a reimbursement method
on file. Key highlights as follows:
- For transactions paid with PayPal, sellers agree to allow us to remove funds from their PayPal
accounts to reimburse buyers.
- When there are insufficient funds in PayPal accounts, transactions are not paid with PayPal, or when
PayPal is not the reimbursement method of a seller, we will require another reimbursement method.
- If sellers do not provide eBay with a valid reimbursement method, we may collect amounts owed using other
collection mechanisms, including retaining collection agencies.
- We may also suspend or restrict sellers from trading on all or relevant eBay site(s) until full
reimbursement is made.

instructions on how to close your account here.
We also wish to remind sellers who list their items for sale internationally and/or otherwise offer to
make their products available to buyers in other countries that the eBay Buyer Protection Policy of the site
where the buyer buys the product will apply to that transaction.

As part of the Seller Releases announced on 27 July 2009, some new programs have been introduced on eBay
sites. We’ve posted an updated eBay User Agreement to help us implement the policy changes announced. The
new User Agreement is effective
immediately for new members registering on or after today, and on 29 September 2009, for current members.
The biggest change to the agreement covers the updated and expanded eBay Buyer Protection on eBay.com and
on other eBay sites. The expanded eBay Buyer Protection applicable to each eBay site will become the primary
avenue for buyers and sellers to resolve eBay transaction issues. With this update, eBay Buyer Protection now
offers more coverage for buyers on the relevant eBay site and provides guidance for sellers on how to avoid
adverse claim decisions. In the event a seller is at fault, the applicable eBay Buyer Protection on an eBay
site also grants eBay permission to refund amounts to buyers for an eligible claim and require sellers to
reimburse eBay for the refund. In particular, the program will:
- Apply to all transactions on the relevant eBay site, notwithstanding the country of registration
or location of a seller;
- Cover eligible claims of buyers purchasing on the relevant eBay site but not cover claims filed with
PayPal;
- Require sellers to comply with the claim resolution and appeal process and accept the sole and final
decision of eBay in a claim; and
- Allow eBay to suspend or restrict sellers from trading on the relevant eBay site until reimbursement is
fully made.

eBay Buyer Protection including its general principles, policies and process is part of the User Agreement
of ebay.com.sg and are incorporated into ebay.com.sg User Agreement by reference.
As with earlier updates to the User Agreement, we’ve made other minor changes to reflect eBay’s current
product and service offerings and industry legal standards.
By using, listing and transacting on an eBay site, you agree and accept that your use, listing and
transaction will be governed by separate User Agreement and Privacy Policy applicable to that site. The
agreement that applies on any of our domains and sub-domains is always the agreement that appears in the
footer of each eBay site.
You don't need to do anything to accept the new User Agreement. If you don't wish to accept it, please refer to the Help page for instructions on how to
close your account. We hope that these changes will be useful for you.

eBay is making some changes starting this September. In the spirit of partnership, changes that impact
your business will be consolidated into two or three major releases a year, with at least two months’ advance
notice. The full US announcement can be found here here.
Firstly, the changes that will impact our eBay Singapore sellers who sell internationally
are as follows:
1. Improved service standards
- New DSRs metric to measure the service that sellers deliver. Avoid getting low
DSRs –1s and 2s.
- New minimum standards for all sellers with new Selling Practices policy, and optional
buyer shipping insurance will no longer be allowed.
- Changes to the PowerSeller programme and introduction of the eBay Top-Rated Seller programme to
recognise the best sellers with the highest rewards.
- New Best Match considers impressions and recent sales for fixed price listings, and the new
Search Visibility tool to evaluate fixed Price and auction listings in search results.
2. Easier & more profitable selling on eBay
- Faster recourse and resolution For Unpaid Items.
- Expanded eBay dispute resolution process to better address buyer claims.
- Streamlined My Messages and post-transaction emails for improved buyer communication.
- More control over international ship-to locations; ability to upload tracking information
for more carriers.
- Faster ways to edit bulk listings, even multi-quantity listings with a sale and listing
descriptions.
Secondly, the changes that will impact our domestic eBay Singapore buyers and sellers are as
follows:
1. Increased visibility of Store listings and introduction of new store packages
- More search results options available for buyers and changes.
- Increased exposure for Store listings (or SIF listings) in the main eBay search results.
- Enhancements to Best Match, enabling a good mix of relevant fixed price and auction listings.
- Introduction of new Store packages with free insertion fees and free subscription to Selling
Manager Pro.
2. Improved service standards
- Changes to the PowerSeller programme.
- Optional buyer shipping insurance will no longer be allowed.
3. Easier & more profitable selling on eBay
- Streamlined My Messages and post-transaction emails for improved buyer
communication.
- More control over international ship-to locations.

Beginning this week, information on PowerSellers’ discount eligibility will be available on the Seller Dashboard. As mentioned earlier, there will be an automatic deduction of PowerSeller discounts from invoices every month.
For PowerSellers in the billing cycle of May 16th to June 15th (Cycle 15), automatic discounts will be applied on their June 15th invoice. For PowerSellers in the billing cycle of June 1st to June 30th (Cycle 0), automatic discounts will be applied on their June 30th invoice.
Any discounts before the above-mentioned time periods will still be credited by the manual process in early July.

We are pleased to announce that beginning in June 2009, the process of handling PowerSeller discounts will be an automated process for cross-border sellers.
As part of the new process, PowerSellers in Singapore who sell internationally on eBay.com, eBay.co.uk and eBay.de will be aligned with the discount programme from only one eBay site, as long as they have met the eligibility criteria as outlined by each country’s programme and have listed and sold on the respective site. The qualifying criteria and discounts can be found in the following links:

Germany PowerSeller Incentive Programme
We understand that some PowerSellers may feel that moving forward they are unable to enjoy discounts from several international sites. However, this new process is aimed at improving efficiency and ensuring that our PowerSellers continue to enjoy great discount benefits.
Below are the changes that PowerSellers can expect to see in June:
1. Monthly Automatic Discount Process
All PowerSeller discounts will be deducted automatically from invoices on a monthly basis. It is a big improvement from the current quarterly manual process. PowerSellers will only need to pay the discounted seller fees instead of having to pay the full amount first and wait for a refund at the end of the quarter.
2. Discount Details in Seller Dashboard
The Seller Dashboard will provide discount details such as the site that currently offers the discount as well as its eligibility requirements. This way, PowerSellers can easily keep track of the discount benefits they are entitled to.
3. Flexibility to Choose & Change the Discount Site
PowerSellers can decide which site they prefer to receive discounts from and have it changed by comparing their sales volume on different sites. If you registered as a PowerSeller before April 2009, we will set your default discount site based on your billing record in the past few months. You will receive an email from us telling you what your default site is in early May 2009. If you would like to make any changes, please contact your Account Manager or email our Customer Support at seasupport@ebay.com.

eBay Stores has always been a great way for sellers to create their own brands on eBay. With new storefront templates and enhanced search results, the new eBay Stores format is even better—both for Stores sellers and their customers.
eBay Stores Upgrade: final reminder to check your Store
Most Stores sellers have chosen to upgrade and are currently benefitting from the new format and in early May, we will begin upgrading the rest of eBay Stores automatically. If you haven’t already done so, it’s important that you preview your Store and opt-in beforehand. Just go to My eBay and click “Manage My Store” in the Account menu.
For most Stores, the transition is seamless and requires no modification by the seller. If your Store has been significantly customized, you may need to make some changes. So be sure to check now, before the automatic upgrade begins.

Older search technology retiring in June
Almost all eBay buyers and sellers are now using eBay’s new search technology. If you’re still using the older pages, we encourage you to give the new search a try—even if you tried it before. We received valuable feedback from the community and have already incorporated many suggestions:

New Store templates:
Sharp, professional designs and merchandising features to help you attract and retain more buyers.
Enhanced search results:
- Searches within your Store will include titles, categories, item specifics, and even similar keywords for more relevant results.
- Shoppers will enjoy a more consistent, streamlined buying experience throughout the eBay site.
From now till end of March 2009, you can preview how your Store will look in the new eBay Stores Experience. If you like what you see, you can opt in to the new experience right away. After March, all Stores will be automatically upgraded.

eBay will be introducing Feedback Revision in the week of October 21st.
Feedback Revision will enable buyers to change a Feedback rating, comment and Detailed Seller Ratings (DSRs). While the Feedback revision process is initiated by a seller, buyers have the option to accept or decline a request. Buyers will have 10 days to respond and non-response will result in the Feedback remaining. Only one request can be made per transaction.
Sellers should only send a Feedback Revision request to the buyer once they have addressed, to the buyer’s satisfaction, the cause for the negative or neutral Feedback. They may also send a request if the buyer accidently left incorrect Feedback in the first place.
Sellers will have a limit of 5 requests per 1000 Feedback earned within a 12 month period. On average, sellers receive 8 negative Feedbacks per 1000 Feedback earned, so the 5 per 1000 limit will enable sellers to address the occasional mistake, while at the same time not enable sellers with greater than average negative Feedback to "cleanse their record."
We will monitor system use and make adjustments as required.
Onsite Buyer Messaging about “Free Shipping” During the Feedback flow
Free Shipping is a great way for sellers to improve their DSRs and attract more buyers. To enhance the accuracy of Feedback left on these transactions, buyers will be reminded that the seller offered Free Shipping on the transaction as they are leaving Feedback for the seller.
In July, we also introduced messaging to remind buyers when their transaction was an international transaction.
Since Feedback is often left days or even weeks after payment is made, providing these reminders should increase the accuracy of buyer Feedback and help ensure sellers who do cross-border business or who offer Free Shipping receive appropriate DSRs for Shipping time and Shipping & Handling cost.

The new electronic-only payments policies on eBay.com are now in effect.
This means sellers listing items for sale on eBay.com will no longer be able to list an item without one of the approved electronic payment methods: PayPal or a merchant credit card account.
Additionally, prohibited payment methods, such as cheques or money orders, will no longer be displayed in the Payment Details section of the item page, and sellers will need to remove any references to cheques and/or money orders from their item descriptions.
Note: We recognise this is a busy time of year so we’ll wait until January 15, 2009, before we begin insisting on the removal of prohibited payment methods from item descriptions.
Why paperless payments? It’s simple and enables safer selling on eBay.com
Did you know that paperless payments methods, such as PayPal, can lower item not received claims and increase the likelihood of repeat purchases by as much as 80%? Additionally, electronic payments are less likely to result in negative feedback than payments made with paper methods.1
And remember, for buyers who use PayPal, we're backing eligible transactions with our buyer protection programme 2, as a little confidence can go a long way to build buyer trust – especially over the holiday season.
So, if you haven’t already added an approved electronic payment method to your listings, what are you waiting for? Add at least one immediately – it lowers your potential risks and keeps your listings from being blocked when you try to list or relist items.

eBay has rolled out some key changes with regards to how members can email and communicate with each other.
Many of these changes are targeted to improve the buying experience by enabling sellers to quickly and easily respond to questions from prospective eBay buyers. They include:
- Allowing both sellers and buyers to answer all member questions using their existing email clients such as Outlook or other internet email applications.
- Allowing members to route these messages to a secondary email address specified solely for processing member inquiries. Members can now separate these critical, time-sensitive communications from other eBay notifications and announcements.
- Adding structured content to the subject line of member messages so that members can quickly search for a particular message or create custom routing rules to ensure a question is answered by the right person as fast as possible.
In addition to improving the member-to-member communication experience, eBay will introduce some additional changes to improve the trust and safety of member communications.
Specifically, email addresses sent through the system (ie Ask Seller a Question, Reply to Question and Contact eBay Member links on the site) will be made anonymous in emails sent before a sale takes place. This applies to members who have not recently transacted with each other. Once the item is purchased, the member’s email address will be visible. Until then, eBay will replace the sender’s email address in the “From” field with a temporary anonymous address.
A short grace period will apply before eBay begin to validate the email address a member is using to reply to member messages. This validation is a secondary security measure to prevent a fraudster from trying to gain access to your account.
eBay is introducing these changes to protect its members from opportunistic fraudsters who try to entice members into completing transactions outside of eBay. Such buyers not only risk losing their money, but also their trust in the eBay experience, and in eBay sellers. By intermediating the communications between members that have the highest exposure for abuse, eBay will be in a position to detect and stop fraudulent messages and spam.

Trusted Selling with Identity Confirmation - Progress Update
In April, eBay introduced trusted selling with identity confirmation which is designed to prevent fraudsters from gaining access to members’ accounts in order to commit fraud on eBay. It adds a new level of security by asking anyone listing an item from an “unknown” computer to confirm their identity.
The project was then implemented by noting the computers members typically use when buying and selling on eBay. Two months ago, we tested the identity confirmation process with a small population of users. The test was successful – we have seen a significant reduction in account takeovers, and it has been a smooth experience for users. We are now expanding this initiative to the entire Community, which should be completed by middle of November.
Going forward, if you list from a different computer which you usually use (such as a computer at a friend’s house or at the library), eBay will make an automated call to you to confirm if it is really you attempting to list an item. If you are not available to receive the call, you can confirm your identity via live chat with our Customer Support team.
Making Winning Bidder IDs Anonymous
Early last year, we began to anonymize bidder IDs on listings. This change was designed to protect bidders from fake Second Chance Offers and other malicious emails. It has been very successful, resulting in a 90% reduction in this type of fraud.
Today, however, the winning bidder’s ID is currently visible to everyone after the listing ends, and this continues to lead to fake checkout offers and other spam. Consequently, it also leads to unpaid items, as winning bidders who fall victim to these fake emails often send payment to someone other than the seller.
Based on the positive results we have seen by anonymizing bidder User IDs as well as our commitment to protecting all bidders from becoming targets for fraudsters, we have extended anonymized User IDs to winning bidders starting late October.
As always, the following information will still be accessible:
- Sellers will be able to view all bidder IDs on their listings.
- All members can click on the bidder ID and view the bidder’s Bid History page, which will detail the categories in which they have bid over the past 30 days.
- Feedback pages will show the same information as now – buyer and seller IDs, with comments visible to all.

As part of the ongoing efforts to simplify the site and remove features that have very low usage, eBay will be removing the Bid Assistant tool (which allowed buyers to bid on multiple similar items in succession) in the next few weeks.
The removal plan
Starting in late September, the links to Bid Assistant will be removed from item pages and from My eBay, and buyers will no longer be able to create new groups of items within the tool. If you have used the Bid Assistant tool recently, or will be using it in late September, here is how you will be affected:
- If you have an active Bid Assistant group in late September: You will still see the link to Bid Assistant in My eBay, and will be able to view your groups of items within the tool. The Bid Assistant tool will also continue to bid on the items within each group as scheduled. However, you will not be able to add or remove items from a group, or alter your maximum bids. Since these groups will essentially be “locked” by late September, please make sure that you do not change anything within your Bid Assistant groups beforehand.
- If you have a closed Bid Assistant group in late September: You will still be able to view your closed groups via the link in My eBay.
The Bid Assistant tool will then be removed from the site entirely in late September.

Starting in late October, 2008, eBay.com will be moving to an electronic checkout process with 100% electronic payments.
What does this mean if I am selling items on eBay.com?
Paper methods of payments such as money orders and cheques will no longer be accepted on eBay.com. Only electronic forms of payment will be permitted - either PayPal or merchant credit card accounts.
This means that sellers listing items for sale on eBay.com will be able to offer secure bank transfers and credit/debit card payments though PayPal or offer credit card payments through their own merchant accounts. Additionally, both payment solutions have been integrated into the checkout process on eBay.com.
Why is eBay making these changes?
Moving to an electronic checkout process offers buyers and sellers a faster, more reliable, and better experience. Sellers will get paid quicker and be able to ship items faster. Buyers can receive their purchases faster.
And remember, for your buyers who use PayPal, we're backing eligible transactions with our buyer protection programme1, as a little confidence can go a long way to build trust and reliability.

eBay has made an important announcement regarding changes to pricing, shipping and seller standards. More details can be found here.
Here are the key highlights of the changes:
Listing fixed price items is more affordable than ever
We are changing our pricing to reduce your upfront cost to sell and align with your success. On September 16, the listing fee for all items sold via the Fixed Price format will be lowered to a flat fee of only 35 cents, for up to 30 day duration. This represents a 70 percent reduction in listing fees on Fixed Price items. There will also be a special rate of only 5 cents for Buy It Now™ Fixed Price listings in the Media category (Books, DVDs & Movies, Music and Video Games) running till end of year.
There will be no changes to Auction-style listings, which, when combined with a low start price, remain the most cost-efficient way to offer many kinds of items.
Free shipping incentives in all categories, plus shipping charge limits in Media
From October 1 till year end, sellers who offer free shipping will receive the option to use the Subtitle feature for free. Eligible PowerSellers will also stand to receive double Final Value Fee discounts.
In addition to shipping incentives, there will be limits to shipping and handling charges for the Media category. Media sellers will need to offer at least one shipping option within the specified limit. With this move, we are ensuring that buyers encounter fewer excessive shipping charges, which is the number one reason they leave the site.
Updated seller standards – minimum DSRs
There will be a new minimum Detailed Seller Rating (DSR) requirement to further improve the customer experience for everyone on eBay. From November 1, sellers will need to have a minimum 4.3 across all four DSR categories, over the prior 30 day or 12 month period depending on volume, in order to continue selling on the site.
Today, only a small fraction of sellers fall below this threshold, yet they are responsible for a high percentage of customer complaints, which hurts you and our marketplace overall. We encourage all sellers, whose scores fall below the 4.3 threshold, to adjust their business models and/or work on improving their DSR scores in the next 2 months.

Earlier on, we made an announcement on several modifications we are making to Feedback and the changes that will be implemented on eBay.com.sg from May 21, 2008.
There have been early indications that we're getting a lot of things right, as evidenced by more sellers improving their Detailed Seller Ratings (DSRs) and fewer top buyers reporting bad experiences. Many of our community members believed that the changes were for the better, but there have also been concerns about Feedback. Open, constructive discussion about what's working and what's not is a strength of our Community, and essential to the collective good of eBay. When we get something wrong, we want to make it right. And when you have ideas that benefit the collective good, we want to make them happen. To that end, we are making the following changes based on your input.
Recalculating Feedback percentages without neutrals
Effective in late August, neutrals will no longer be counted as part of the Feedback percentage. This means we will be recalculating Feedback percentages retroactively for users worldwide. In the interim, no one will lose their PowerSeller status as a result of neutrals being included in their Feedback percentage.
Helping you resolve disputes and satisfy buyers
A new process will be rolled out to help you resolve disputes with buyers, even after the buyer has left negative feedback. Everybody makes mistakes – buyers and sellers alike, and buyers should have a mechanism to change Feedback if they make a mistake or if the seller rectifies an issue in a timely manner. Unlike with our previous Mutual Feedback Withdrawal system, this new process will enable buyers to change their Feedback of the seller, not just withdraw the rating. More details of this new process will be provided at a later date.
This is part of our overall effort to improve the customer experience, especially for sellers. In fact, we're already making progress in addressing one of your biggest pain points – removing negative and neutral feedback left by buyers who violate our policies. For example, since we debuted the new Feedback system in May, we have removed more than 60 percent of the negative/neutral feedback left by buyers in an unpaid item (UPI) process. Looking ahead, you will see us continue to take the steps needed to protect your reputation on eBay. In the meantime, you can also protect yourself by following some well-defined best practices in using Feedback.
Finally, we're also working to resolve other important issues that eBay sellers have raised over the past several months. We hope what we have shared with you today demonstrates our commitment to listening and responding quickly with solutions. We want to make eBay a great place for you to do business, but it's going to take all of us – together – to get it right for the collective good.

We will be making changes to the eBay User Agreement and eBay Privacy Policy effective immediately for new members and on August 13, 2008 for existing members. Below is a quick summary of the changes:
Why are we changing the User Agreement and Privacy Policy?
It’s been many years since we drafted our User Agreement and Privacy Policy. In that time, eBay has grown and changed considerably.
Over the years, our policies had become long and complex. We’ve made great progress rewriting all of eBay’s site policies to be easier to read and understand, and it was time to do the same to the User Agreement and Privacy Policy. The changes we’ve made here simplify and shorten the User Agreement and Privacy Policy; we’ve taken out language that was repeated in both documents or covered in other relevant policies. And we’ve summarized what’s left so that it’s easier to navigate the policies and find the information you seek.
We are always aware of the need to ensure that these agreements stay relevant to the current state of eBay’s sites and services. So there are also several substantive changes we needed to make. The changes are highlighted as follows:
Changes to the User Agreement
Changes to our User Agreement help us keep our legal documents consistent with the way our sites and services are evolving to better meet the needs of our user community. Here are some important ones to note:
- New Catalog Services. The agreement’s Content and Liability sections have been revised to accommodate new features that may give sellers catalogs of content and product descriptions, so they can easily include complete and up-to-date product information for the items they list.
- Late Fee Withdrawal From PayPal After 180 Days Past Due. The vast majority of our sellers settle their balances on time or before 180 days. eBay will resort to a PayPal withdrawal only after the balance has been overdue for 180 days and our other collection efforts have been unsuccessful. We believe this helps level the playing field for the rest of the sellers who pay their bills. Should eBay withdraw late fees, this will not alter the status of a seller’s PayPal account or funds remaining after the withdrawal.
- Revised Dispute Resolution. We’ve updated our dispute resolution processes, to provide a balanced, low-cost forum for the resolution of disputes on eBay that is consistent across our global eBay platforms.
Changes to the Privacy Policy.
The new Privacy Policy, like the old one, outlines the broad categories of information we collect from you, how we use this information, and what your options are with respect to the information we collect. In addition to the streamlined format, you'll notice a few substantive changes to the policy that allow us to offer new services, better tailor the services we provide, and help make our site safer.
- Combating Fraud. We're increasing our efforts to combat fraud on the site with a variety of programmes. We've made some changes that allow us to address "Ask a Question" and "My Messages" spam and other malicious activities using our message systems, or to better authenticate you if you’re using an unfamiliar computer to prevent fraudsters from abusing your account. We're also making sure our disclosures about cooperating with law enforcement allow us to respond to increasingly sophisticated fraudsters and criminals.
- Streamlining Services. We've heard your comments about how many steps it takes to complete a transaction or get customer support where multiple eBay companies are involved. We’ve made some changes to our Disclosure section that will help make your experience across all eBay platforms as seamless as we can make it. These changes will allow our Customer Support team to help you with questions that span our companies, and streamline your use of the services provided by multiple members of the eBay corporate family. Some of our new programs also mean you'll see eBay services and content in a lot of places (not just on the site), so we've made some changes to clarify where our policies apply.
Customizing Your eBay Experience. Recently, there have been several reports concerning a French court ruling in a lawsuit against eBay. Every year, millions have been invested into combating the problem of counterfeits. In 2007 alone, across all eBay sites around the world, we removed over 2 million potentially counterfeit listings, and we suspended over 50,000 sellers whom we believed may have been attempting to sell fake goods. Details of our anti-counterfeit policy can be found here.
Through the Verified Rights Owner (VeRO) Programme, our efforts to remove counterfeits from our site – often before anyone is able to see them, let alone buy them – are recognised by 18,000 manufacturers whom we successfully work with to combat counterfeiters.
While recognising the importance of fighting counterfeits, we do not agree with overly broad attempts to protect uncompetitive commercial practices of authentic items at the expense of consumer choice. This threatens the livelihood of our law-abiding sellers and the ability of our buyers to get great deals. Overzealous implementation of restrictive sales practices are anti-competitive and give you, our buyers and sellers, a bad deal. This is recognized by European Union policy-makers who are seeking to create a better framework for online sales to promote e-commerce in Europe.
For sellers: Be certain that your item is authentic
Sellers who list items that are popular targets for counterfeiters must be certain that their items are authentic. Sellers should not purchase from unknown distributors and should beware of prices too good to be true, or of suspiciously large volumes of available items.
Also, please know eBay has a variety of safeguards in place to protect the marketplace from counterfeits, and occasionally good sellers with legitimate items will be slowed down by these restrictions. We recognize this can be inconvenient for some sellers, and we appreciate your continued support in this very important matter.
eBay will continue to fight against counterfeits, but we will not accept outdated attempts to restrict unfairly the Internet to the detriment of our Community. We will continue to fight for consumer value through e-commerce, and we will be appealing the ruling in France.

Please note changes scheduled to take place on eBay.com.au on July 15, 2008 for new international safe payment requirements have been postponed.
Originally, eBay Australia announced that items listed for sale on eBay.com.au on or after July 15, 2008 would require sellers to only offer PayPal or pay on pick up on their listings. These new safe payment requirements are being postponed until the review process with the Australian Competition and Consumer Commission (ACCC). As previously announced, eBay.com.au is continuing to work with the ACCC to achieve an outcome that benefits buyers and sellers.
Important: Policies announced on by eBay Australia on May 21st, 2008 regarding accepted payment methods still apply. This means PayPal is required on all items listed for sale on eBay.com.au. Other payment methods (i.e. bank deposit, cheque / money order) are permitted and may be offered on items listed for sale on eBay Australia until further notice. Also, as previously communicated, any listings that do not comply with eBay’s Accepted Payments Policy will be removed.

In mid May, we announced on June 17th that all items sold on ebay.com.au will require sellers to only offer PayPal or pay on pick up on their listings. No other payment methods will be permitted. However, a ruling last week by the Australian Competition and Consumer Commission (ACCC) will delay the removal of other payment methods from ebay.com.au until mid July.
eBay Australia intends to work with the ACCC in order to continue to provide buyers and sellers a more secure way to trade with confidence on ebay.com.au. To learn more or to read the media statement released by ebay.com.au, click here.
What does this mean for you?
From 15 July 2008, the only payment methods sellers may offer on eBay.com.au will be PayPal and pay on pick up.
Current policies regarding accepted payment methods do still apply. This means PayPal is required on all listings on eBay.com.au. In an effort to continue to improve trust & safety for both buyers and sellers in the marketplace, we would like to update you on a number of changes that will be happening internationally.
What changes are being made?
Many of our eBay international sites will require sellers listing items for sale overseas (sites other than ebay.com.sg, ebay.com.my, or ebay.ph) to offer PayPal on their listings as one of their safe modes of payment:
- In mid March, ebay.com began requiring sellers to offer PayPal or a merchant credit card as one of the safe payment options to buyers for:
- Items listed in categories with higher rates of buyer complaints
- New sellers with less than 100 feedback
- For sellers with higher than 5% buyer dissatisfaction rates

- In late March, eBay UK also began requiring items listed on ebay.co.uk to offer PayPal on listings for all sellers who have a feedback score of less than 100 (regardless of feedback percentage) and for items in specific categories. Learn more

- On 3rd June, ebay.co.uk will require PayPal to be offered on all listings for all sellers. Learn more

In January 2008, eBay announced changes to Seller standards and incentives. The original announcement can be found here.
Previously sellers were only required to meet the following criteria to be awarded the PowerSeller status - consistent sales volume, 98% total positive Feedback, eBay marketplace policy compliance and an account in good financial standing.
New Criteria for PowerSellers
Starting this July, all Singapore registered sellers who sell domestically or internationally, will also need to meet a new criteria – detailed seller rating (DSRs) of 4.5 or higher in all four DSRs: item as described, communication, shipping time, and shipping and handling charges, to be designated as a PowerSeller (or remain in the programme).

Feedback Changes – Impact on PowerSeller Status
Some sellers may have seen their positive Feedback percentage drop since the introduction of the recent Feedback changes.
To help those who have fallen below the 98% threshold improve their Feedback score to above 98%, eBay will provide a grace period from now till July 20th in which these accounts will retain PowerSeller status. After this date, PowerSellers who no longer meet the 98% threshold will not be eligible for the PowerSeller status and benefits.
Incentives for PowerSellers
PowerSellers in Singapore who sell internationally on eBay.com, eBay.co.uk and eBay.de will enjoy the same pricing benefits as qualified PowerSellers in the US, UK and Germany, as long as they meet the criteria for eligibility as outlined by each country's programme. In January 2008, eBay announced some bold changes to how Feedback on our site works. The original announcement can be found here.
Over the last several months, eBay has had many conversations with our users – both buyers and sellers – and we’ve had the opportunity to consider ways we can address some of the top concerns we’ve heard. Based on the input received, the following are some additional modifications we’re making:
- Content will be added in the “Leave Feedback” flow for buyers who are in a cross-border transaction which reminds them that international transactions usually take longer to complete.
- The interstitial page that buyers see before leaving negative or neutral Feedback have been improved; the updated page offers a stronger message to buyers about the need to communicate with the seller, to allow enough time for the transaction to complete and to keep Feedback factual.
Specific to eBay.com.sg, the following will be implemented starting on May 21, 2008:
- Sellers may only leave positive feedback for buyers.
- Negative and neutral Feedback will be removed if a member becomes suspended.
- Members can leave Feedback up to 60 days after a transaction (down from 90).
- Feedback will be removed when a buyer fails to respond to the unpaid item process.
- Members will receive credit for weekly repeat Feedback.
- Positive Feedback Percentage will be based on the last 12 months of activity (neutral Feedback will be included in the calculation).
- The PowerSeller Program will use the same calculation method described above to determine eligibility for the PS Program for the Positive Feedback percentage requirement of 98% positive.
- In addition to expanding the 3-day block to 7 days, a new Buyer Requirement will be introduced allowing sellers to block buyers who have been reported by other sellers for eBay buying policy violations (such as Feedback abuse or email threats).
- The scope of the existing Buyer Requirement for unpaid items will be expanded so that it supports more comprehensive blocking of buyers who have a history of non-payment.
- The process that sellers use to report buyers for policy violations will be improved.
These changes represent a huge investment in transforming the way Feedback works, so that it better serves today’s marketplace. Ultimately, the goal is to restore trust and transparency and improve the buying experience, while offering needed checks and balances to ensure our sellers provide excellent service benefits.
All aspects of the new Feedback system and responses from the marketplaces will be studied carefully. eBay will make improvements when appropriate.

We are pleased to announce the launch of a new feature that will enable sellers to correct listings that have been removed due to policy violations.
Most listing violations are unintentional, yet because the listings are completely removed from the site, sellers are unable to make the required corrections and relist quickly. Instead, sellers have to recreate the listing. However, a few policies are excluded such as severe banned items (e.g firearms, narcotics, etc…) and VeRO violations for potentially counterfeit items.
Starting today, listings removed for policy violation will be saved in the ‘Unsold’ section of My eBay with a clear indication that the listing was cancelled. Sellers will receive a note in My Messages explaining why the listing was removed and the policy that it violated. Sellers can then edit the listing and relist the item accordingly (or delete it).
Of course, sellers should ensure that their revised listing is now in compliance with the law and all eBay policies.

The New PayPal Logo
As part of our overall redesign, we’re excited to let you know that later this month, PayPal will be introducing a new logo.
Our current logo has served us well over the years. However, based on research and discussions with consumers and merchants throughout the world, we believe the time is right to take an evolutionary step in our look. You’ll see this reflected in a new PayPal logo. You can see the new logo here.
Also, you’ll see an immediate change of the new logo on the PayPal and eBay websites and in our emails in the next few weeks.
Please note if you’re a seller and you've integrated PayPal automatically on your eBay listings, you do not need to take any steps to update the logo. However, if you’ve manually inserted PayPal logos or buttons on your eBay listings, you’ll need to update the logo and buttons in a few weeks with the new ones. They will be available either in our logo center or in the auction tools section upon account login.

 We recently launched Detailed Seller Ratings (DSRs) to give buyers more information about the kind of service they can expect from a seller. DSRs add transparency to the marketplace by giving buyers a sense of how accurately sellers describe their items, what their postage times are like, whether previous buyers have felt their postage & handling charges are fair, and how they handle communication during the transaction. The majority of our sellers deliver a great buyer experience, and now it’s even easier for them to differentiate themselves from those that do not perform as well.
New enforcement of eBay’s Seller Non-Performance Policy
There are currently two types of input from buyers which we use to measure a seller’s buyer dissatisfaction rate: the percentage of negative and neutral feedback they’ve received and the percentage of Item Not Received complaints filed against them.
Sellers who have demonstrated buyer dissatisfaction rates greater than 5% within a 90-day window are now subject to temporary 14-day restrictions in the form of selling sanctions or reduced listing volume. Sellers with dissatisfaction rates that are 10% or greater are now subject to indefinite restrictions until they improve their buyer dissatisfaction rates to less than 5%. In both cases, sellers are given instructions on how to resolve their open disputes and take other recommended actions to in order to regain their full selling privileges. (Please read the Seller Non-Performance policy and our Frequently Asked Questions for more information.)
More about Feedback and DSRs
Some of you have asked why neutral feedback ratings have become a part of measuring buyer dissatisfaction. Through our quantitative research as well as many conversations with community members, we have found that neutral feedback is most often an expression of deep buyer dissatisfaction. Therefore, leaving it out of the calculation would mask a significant part of the issue. Ultimately, only positive feedback is an indication of satisfied customers.
Detailed Seller Ratings are not used in our buyer dissatisfaction calculations currently, however, as we gain experience and data, DSRs look very promising. We expect them to eventually become an additional input in our calculation of buyer dissatisfaction. We will keep you updated on adding DSRs as part of our calculations, and how they will impact a dissatisfaction rate.
Helping sellers improve their satisfaction rates and become successful is goal #1
Please know that our goal in restricting or sanctioning sellers is always to drive them to resolve their business challenges, improve their satisfaction rates, and remain in the marketplace as successful sellers. Our communication to impacted sellers spells out specific actions they should take to improve their rates, such as settling any open buyer dispute issues, refunding buyers when appropriate, asking for mutual feedback withdrawal when disputes have been resolved, etc.
Please remember that this new enforcement impacts the bottom 1% of current sellers, who cause 35% of the negative buying experiences on the site. The vast majority our sellers provide great buyer experiences by following these and other best practices:
They accurately represent the condition, size, and quality of the item directly in the listing.
They accept payment for an item at the end of a successful sale.
After payment is received, they promptly ship the item with proper packaging.
They proactively and professionally communicate with the buyer throughout the transaction.
We’ve talked to a lot of sellers and other members about this effort, and it’s clear that many members understand the need for this enforcement and are supportive of these efforts. The whole marketplace, and especially the 99% of our good sellers, will benefit by cracking down on bad buyer experiences in this way.

Site-wide Search. The new home pages include the ability to search the entire PayPal site for information you need.
Improved content. New users, in particular, told us they wanted clearer, more concise content on our home page. We took this input to heart, and we think the new designs showcase better content.

 Here are some improvements we’re making to seller invoices for you to watch out for.
Additional security for invoice emails
The next invoice email you receive will contain only a text summary of your invoice information, including the amount due and your payment method on file. To see your full invoice details, you’ll need to log in to your eBay account.
Teaching sellers to log into their accounts from a safe URL is an important step in helping members stay safe from malicious links and buttons in spoof emails.
Enhanced reporting
Now you’ll have more flexibility when analysing your invoices. You’ll be able to download your invoice into an easy to view, non-editable, HTML file. You can also download your invoice transaction level details in to a CSV file, enabling you to easily sort and analyse your invoiced transactions using any application that supports the CSV format, such as Microsoft Excel. We’re also adding additional reports, such as new subtotals by fee or item, to help you track the fees you’ve paid.
To check your invoice, go to “My Seller Account” within My eBay and select “View Invoice”.

 We wanted to let you know about an update to the Feedback system, Feedback 2.0, which we introduced in April to eBay.com.sg and other countries.
We have changed the way Detailed Seller Ratings are displayed. Detailed Seller Ratings are the anonymous star ratings that buyers leave for sellers. Currently, the system displays the Detailed Seller Ratings to the nearest ½ star. Later today, the system will be updated to display Detailed Seller Ratings to the nearest 1/10 (one-tenth) star. We believe this update provides members with more specific information.
The results we’ve seen so far indicate that there is a good take up of the new Feedback features, and no negative impact to bidding and listing. While some members were initially concerned about the changes, we’ve received an increasing number of positive comments, from both buyers and sellers.
The positive results mean that we are extending the new Feedback system to eBay.com and other sites around the world.
We appreciate the input and support we’ve received from our members. These changes help ensure that eBay’s Feedback system continues to be a credible measure of trust in the eBay marketplace.

 In early March, we introduced changes to the eBay Feedback system in eight pilot markets worldwide (Australia, Belgium, France, India, Ireland, Italy, Poland and the United Kingdom). During the past eight weeks we have evaluated the adoption rate, the impact on bidding and listing, and overall Community reaction in these markets.
Results have been positive. We’re seeing a high adoption rate of the new features in Feedback, and there has been no negative impact to bidding and listing. I’m also pleased that, while some members in these communities were initially concerned about these changes, since the launch we’ve received an increasing number of positive comments, both from buyers and sellers.
Based on these results, we’re pleased to announce that we will be launching these added features to the Feedback system on eBay.com and all other sites around the world during the week of April 30th 2007:
Detailed Seller Ratings – In addition to the current positive, negative or neutral comment, buyers will be able to rate their sellers on specific aspects of a transaction -- Item Description, Communication, Postage time and Postage & Handling Charges. Scores are based on a conventional 1 to 5 scale, with 1 being the lowest and 5 the being the highest rating. The average score for each rating will be displayed on the seller's Feedback Profile page.
Item Title and Price – To give buyers more information while they are evaluating the reputation of a seller, the transaction's item title and selling price will display beneath each Feedback comment on the Feedback Profile page for 90 days.
As a reminder, Detailed Seller Ratings and the other changes do not replace the current Feedback system, rather they augment it. This additional information will enable our best sellers to differentiate themselves from other sellers and enable buyers to make more informed decisions prior to purchasing.

 One of the important areas on the eBay Web site is the site header - the bar at the top of almost every eBay page with the Buy, Sell, and other links. We’ve been working on the header to make it easier to search for items and to navigate around the site.
Here are the key changes that will be introduced in the next few days:
- Quick access to eBay categories -- A new “categories” link will be included in the header. When you hover over it with your mouse, a full list of eBay categories will be displayed, letting you quickly go right to the one that interests you.
- Bigger Search Box Front & Centre -- One thing we’ve heard consistently through our research is that members want a bigger, more obvious search box. This enlarged search box will be available in the middle of the header, directly below your name when you are signed in.
- Quick links -- The standard Buy, Sell, My eBay, Community, and Help links will be moved over to the upper right-hand corner. Similar to the categories link, when you hover over these links, a short list of related links will be displayed. For example, if you hover over the Community button, you’ll see links to the Discussion Boards, Answer Centre, etc.
- A Fresh New Look -- Last but not least, we felt it was time to give the header a fresh new look. We hope you like what you see and find the navigational tools overall more useful.

 eBay has been working on a new project to enhance the current reputation system. Feedback 2.0 adds a new dimension to eBay’s premier online reputation system, allowing buyers to rate transactions based on item description, communication, postage time, and postage & handling charges.
In addition to the current positive, negative or neutral comment, buyers can rate sellers on these specific transaction aspects based on a 1 to 5 scale, with 1 being the lowest and 5 being the highest rating. The average of all ratings is displayed on the seller’s Feedback Profile page.
What’s more, the transaction’s item title and price will be visible below the Feedback comment on the Feedback Profile page for a period of 90 days.
eBay has launched Feedback 2.0 in eight pilot markets, including Australia, Belgium, France, India, Ireland, Italy, Poland and the United Kingdom. If all goes well, Feedback 2.0 may launch in Singapore and globally in April/May this year.

 Since eBay began in 1995, it's been our job to balance the need for openness and transparency in the marketplace with the need to protect our Community of members from the threats that have appeared as the Internet has flourished. As the Community has grown to the size of a large country today, we've had to take measures to protect our members that also reduce transparency.
The User IDs of members – plus their member information such as feedback and previous bidding and/or buying activity – have always been freely available to anyone visiting the site. Members have been able to access this information from the item page, bid history page, and Advanced Search by Bidder feature. Unfortunately, while bid history and contact information about trading colleagues are helpful when evaluating a transaction, and provide a level of trust within the transaction, bad guys can use this information for potentially harmful purposes.
One way they use this information is to send unwanted commercial spam, spoof emails, and fake Second Chance Offer emails. While legitimate Second Chance Offer emails are a great tool on eBay that give sellers the ability to offer another buyer an additional item they may have available, fake Second Chance Offers and other types of solicitations sent by bad guys generally lure the targeted member off the eBay Web site and collect payment through an unsafe payment method, such as wire transfer, all while providing the false impression that eBay endorses the transaction.
As our Community knows, the problem of spam, spoof and fake Second Chance Offer emails has not gone away. In fact, despite industry leading efforts to educate the Community about online safety (eBay Toolbar, tutorials and safety messaging), partnering with law enforcement and industry groups, and investments in technology that make the site more safe, we've seen this problem grow. Increasingly, sellers and buyers have turned to us for a solution.
Introducing the Safeguarding Member IDs (SMI) Project
The SMI project is a new approach to auction-style listings that offers more privacy for our members through changing how bidding information is displayed. Following intensive development and review as well as Community input, we believe the SMI project provides the Community with enough information about the bidders involved in an auction-style listing for them to feel confident in placing a bid – without revealing actual User IDs. We’ve implemented this new system on listings with a winning bid of US$200 (or S$300) or greater, which is where we believe it can have the greatest positive impact. The bid information for listings where the bid is lower than US$200 (or S$300) will display as it has previously.
Here's what has changed:
- On the bid history page for each listing, we have replaced member User IDs with aliases (such as Bidder 1, Bidder 2 and Bidder 3) in the order of their bids placed. For each bidder involved in a listing, we display the number of bids in unique categories that they've placed, a range that their feedback score falls within (i.e. 10-49, for instance), their percentage of positive feedback, their length of time as an eBay member, and the number of bids they've placed on the item. At the end of a listing, the winning bidder's User ID is displayed on the item page. Please note: Sellers will still be able to access bidder information on their listings through the Bid History page and the My eBay selling table.
- In My eBay, members will no longer have access to the winning bidder column from bid and watch tables.
- On the item page, you'll only be able to see the winning bidder’s ID if you are the signed-in seller of the item or the signed-in winning bidder.
- Through the Advanced Search by Bidder link, we'll only show completed listings within the last 30 days.
Future enhancements are being designed that will provide even more transaction data about the bidders and seller involved in a transaction. We'll continue to update the community on these changes as these plans become finalised.
This project launched at the end of January, 2007. Be assured that we will continue to monitor the sites where SMI has launched to ensure that increased shill bidding does not become an unintended consequence of SMI. We hope these stronger measures will ensure our members can continue to feel safe when transacting on eBay.

 I’m Rob Chesnut, Senior Vice President in charge of Trust & Safety for eBay. I work with our teams worldwide to ensure our community of users everywhere feel safe and confident when buying and selling on eBay. It’s no secret that this is a bigger challenge today than it was a decade ago when eBay was small. Times have changed from when eBay was a small Community and we could rely on transparency on the site to keep the marketplace healthy. We’ve gone from being like a small town, where we knew our neighbors and it was safe to leave the doors and windows open, to a large city, where security is a more serious issue.
Over time, online criminals who target sites like eBay and PayPal have grown in number and sophistication. As the Internet continues to evolve, there are also many more online shopping choices for buyers. This competition means our buyers' expectations are growing.
To keep pace with the changing of the Internet, we’re evolving eBay’s Trust & Safety philosophy. Where we’ve historically put an emphasis on transparency and free choice for buyers on eBay, we’re now more actively protecting our buyers from fraud and other bad experiences on our site.
My team has been working on solutions that address these two priorities worldwide:
Take a new, more proactive approach towards Trust & Safety to protect our members from fraud.
Improve the buyer experience on the site by holding sellers to higher minimum standards.
A More Proactive Approach to Trust & Safety
In Singapore, we recently restricted members with private Feedback profiles from listing new items, a move which we hope will help to maintain a safe and well-lit marketplace.
Aside from visible changes like these, we’ve been working on others. One issue we’ve fought on eBay is counterfeits -- these are illegal and not welcome on eBay. We’ve cooperated with Rights Owners around the world through our VeRO programme to remove counterfeit listings for years, but recently we put stricter measures in place. For some items reportedly favoured by counterfeiters, we’ve started requiring additional seller verification, we’ve eliminated the ability to list these items with 1 or 3-day auction durations, and we’ve put in additional restrictions for people selling these items cross-border.
These efforts appear to working with minimal disruption to our legitimate sellers, and, going forward, we’ll be considering similar projects. We’re continuing to balance transparency and convenience with the need to keep our Community safe.
Holding sellers to higher minimum standards
It’s a fact that the majority of bad buyer experiences result from circumstances controlled by sellers. Buyers are less likely to return to the site after having a frustrating experience -- like finding the postage & handling charges are excessive, receiving an item that is not as described, or experiencing poor customer service during a transaction with a seller.
It’s clear we have a shared responsibility with our sellers to make sure our buyers have satisfactory experiences. Historically, eBay’s philosophy has been to allow practically anyone to sell, with few restrictions. Going forward, we’ll apply higher minimum standards for selling on the site. These changes will improve the marketplace for the vast majority of sellers who deliver a good customer experience.
Here are some ways we’re addressing this issue:
Private Feedback-- Last fall we eliminated the ability for sellers to make their feedback private. This was important, as it eliminated the ability for sellers with poor track records to hide their negative reputations from prospective buyers.
Cross-Border Trade Requirements-- We’ve also implemented new requirements for sellers who want to sell cross-border. To list outside one's home registration site, sellers must establish their identity by becoming PayPal Verified (sellers with established track records will not be affected by this requirement.) (Read our FAQs for more details.)
Feedback 2.0-- eBay pioneered online reputation systems with the feedback system back in the ‘90s. Although debated for its merits, the fact is, it’s a great system, but it needs to keep pace with our marketplace. In the first half of 2007, we’ll be launching Feedback 2.0 in pilot markets.. Feedback 2.0 will add to the current system, allowing buyers to rate transactions on item description, communication, shipping time, and postage & handling charges. The average of each of the Detailed Seller Ratings is displayed on the seller’s Feedback Profile page. It’s a system that rewards sellers by recognising and spotlighting the things they do to ensure customer satisfaction. We’ll share more about Feedback 2.0 soon, so stay tuned.
Finally, I want to thank our Community for your help and support in keeping the site safe. We receive reports every day of suspicious activity from conscientious buyers and sellers, and each one helps us to investigate and take action to stop negative activity where appropriate. We appreciate everyone’s contribution in making eBay a great to buy and sell.

 On the evening of 26 December, an earthquake off the southern coast of Taiwan damaged several undersea cables shared by international telecommunications companies. This has resulted in widespread disruption to Internet connectivity, hitting Singapore, Malaysia, the Philippines, China, South Korea, Japan, Hong Kong, Taiwan and even Australia.
We understand that local telecom operators are working to resolve the disruptions and re-routing affected Internet traffic through other cables. This will allow for continued, albeit slower, Internet connectivity over the next few days.
If you are involved in a transaction with a member within Asia, particularly around the Southeast Asia region, we encourage you to be patient with these members who may be unable to process payments and access the Internet due to Internet connection disruption. If you are concerned about a purchase or sale, open the channels of communication with your buyer or seller in the first instance. Do bear in mind that it may take some time for them to respond to your e-mails.
We appreciate your understanding and seek your patience as telecommunication traffic gets restored.

 While over 95% of our members today use up to date browsers like Internet Explorer, Firefox and Safari to access the Internet, the remaining 5% are still using antiquated browser software or non-standard browsers that have very low usage. Supporting this software has an increasing number of direct and indirect costs to eBay and the Community, and can cause safety issues (eg: when they’re not updated with the latest security technology).
In keeping with overall industry trends, we're going to adopt new Web browser support guidelines for the new features that we develop. For the Community, this means that members using certain outdated versions of browsers, or browsers with very low adoption rates, may experience site issues or errors as we introduce new features or make other site changes. (Read our Web Browser Recommendations for Using eBay Help page to see a list of browsers and versions we recommend.)
Instituting these guidelines will provide several benefits for members and eBay alike:
- Using current browser technology means that you have the latest browser security features that help protect you and the whole Community against phishing and other types of Internet fraud.
- You will receive the optimum site experience. Using old browsers can cause performance issues or other errors or problems on the site.
- Streamlining which browsers we support will enable eBay to respond more rapidly to deliver features that better meet the Community’s needs.
Upgrade Early for the Optimum Experience
We want to make sure we offer members the support they need to upgrade their browsers before they encounter a site issue. For more information about browsers we support, please see our Web Browser Recommendations for Using eBay Help page.
Please note: There will be no immediate change for members using browsers that aren't on our recommended browser list. While our guidelines are in effect now, members may still use unsupported browsers. However, over time, if you are using a browser that isn’t on our recommended list, you could experience errors and other issues.

 We are pleased to announce that PayPal has expanded. More markets and more currencies are now available when you buy and sell using PayPal as your online payment method. There are now a total of 103 markets and 17 currencies to help you to trade more efficiently and securely around the world or in your own neighborhood.
New Currencies
Now, you can pay, send, receive and hold funds in Singapore Dollars and 16 other worldwide currencies. The new currencies are the Singapore Dollar, Hong Kong Dollar, New Zealand Dollar, Swedish Krona, Swiss Franc, Danish Krone, Norwegian Krone, Czech Koruna, Hungarian Forint, and Polish Zloty. These new currencies add to those already available to PayPal users, including US Dollars, Australian Dollars, Euros, Pounds Sterling, Canadian Dollars, Japanese Yen and Chinese RMB1.
New Markets
Additionally, we are pleased to announce the launch of PayPal in 48 new markets, including countries such as the Philippines, Indonesia, Vietnam, Brunei, United Arab Emirates, and Jordan. Residents in the 48 new markets can now sign up and use PayPal to send money online locally or globally, providing you access to even more buyers, if you’re selling items internationally. Hi, this is Matt Halprin again, and I manage the Global Trust and Safety Policy team at eBay. One of my team's core responsibilities is to help you better understand how to stay safe when buying and selling online. With the busy holiday season upon us, we think it’s an important time to remind everyone of the safe practices and good judgment that you should use all year round.
All of us at eBay are committed to preserving the safety of our marketplace and rely on you, the community, to help in this regard. As the internet has evolved and grown so have the trading opportunities for all of us. Unfortunately, this success has also attracted a number of bad players who prey on unsuspecting internet users. We don’t want that to happen to you.
Below are important safety tips that can help keep your accounts and personal information more secure and help guard against fraud, including spoof (also called phishing) emails and websites, and fake second chance offers.
- Never pay with Western Union or Money Gram. - eBay strongly encourages its members to avoid using instant cash wire transfer services such as Western Union or MoneyGram. It's against eBay’s Accepted Payments Policy for a seller to request payment via these methods as they've proven to be unsafe when paying someone the buyer doesn't know.
- Check My Messages to verify the authenticity of eBay emails. - Any email eBay sends you about your account or requesting personal information will also be in My Messages. Before responding to an eBay email asking for information about your account or requesting personal information, verify it's authentic by checking My Messages. If it's not in My Messages, it's a fake email. If you receive a suspicious email that looks like it's from eBay or PayPal, please forward it to spoof@ebay.com or spoof@paypal.com. We will respond (usually within minutes) to tell you whether or not the email is authentic.
- Always Verify Second Chance Offers. - Sending fake Second Chance Offers is a common trick used by fraudsters. If you receive an email with a Second Chance Offer for an item you recently bid on, please check your My Messages inbox (located in My eBay) on the eBay site to make sure the offer is authentic. If it appears in My Messages with the title 'eBay Second Chance Offer for Item...', it's authentic. If the Second Chance Offer does not appear in My Messages, or appears with a different title, it is not legitimate and should be ignored. Help us fight this, by reporting these fakes to spoof@ebay.com.
- Download the eBay Toolbar and the PayPal SafetyBar. - The eBay Toolbar includes Account Guard which indicates when you are on a legitimate eBay or PayPal site, and alerts you when you are on a known fraudulent site. PayPal's SafetyBar detects fraudulent emails in your email program and puts them in the spam folder.
- Monitor your account regularly for suspicious activity. - Prevent problems by staying alert and catching any suspicious activity early. We recommend that you log into your eBay and PayPal accounts frequently to ensure that all the transactions listed are legitimate.
- Be suspicious of any email that requests personal information. - Be cautious of other emails that request you to click a link and submit your financial or personal information. If in doubt, call or contact the institution first to verify the authenticity of the email. Do not click on any links in this type of email if you can not verify it is authentic. Only enter your financial information on secure websites. Check that a website is secure by looking for the closed lock symbol near the bottom of your browser window. And, of course, use a payment method such as PayPal, which lets you pay without sharing your financial information with the person receiving your money. PayPal also covers you 100% against unauthorized money sent from your account.

These changes will be rolled out week of 14 August 2006. Here are some of the main changes to look out for:

A long-standing demand for a Tickets category has been fulfilled! Look out for it under Everything Else.
- Computers & Networking, Consumer Electronics
We’ve broken Electronics & Computers down into two categories to make way for a host of new sub-categories such as Air Purifers, Clocks, CD Players, Hard Drives, Webcams and much more.

- Stamps
- Toys & Hobbies
- Mobile & Home Phones
- Clothing, Shoes & Accessories
We’ve made many refinements within almost every sub-category in the categories mentioned above, so start exploring the additions. Shopping and selling on eBay has never been easier!

 Over the past year PayPal has been closely monitoring seller feedback and is happy to announce two new enhancements to our Dispute Resolution Process and Chargeback Coverage - both designed to help lower your risks and costs associated with buyer claims and credit card chargebacks.
New Dispute Resolution Process
Recently, we launched a new Dispute Resolution Process in the Resolution Center to help facilitate communication between buyers and sellers. Our internal research shows that the majority of claims result from miscommunication, especially relating to ‘item not received’ claims. With the new PayPal Dispute Resolution process, buyers and sellers post messages to each other, working together to solve transaction problems before they escalate to claims. New Chargeback Coverage Through PayPal’s Resolution Center
As of 20 July, 2006, if you amicably resolve a dispute or win a claim through PayPal’s Dispute Resolution Process, you're protected against any chargeback the buyer may file at a later time with their credit card company for that transaction. You must honour agreements made with the buyer during the dispute resolution process to be covered. If the chargeback comes in before the dispute or claim is resolved, you will not be covered.

I'm pleased to announce that the eBay Singapore site just got bigger and better! eBay Singapore now offers a completely new experience for both our buyers and sellers and is designed to benefit our local community of users.
You'll notice right away that the upgraded site has a brand new look, additional features and greater functionality. The Community Hub is also sporting a new look.
Buying and Selling just got easier and faster! This makes a better marketplace for all of us and buying and selling on eBay Singapore is still FREE!
The site’s improvements mirror the changing needs of our Singapore users. In addition to Advanced Search for buyers, the new site also includes Guides and the eBay Toolbar. Sellers can now open their own eBay Store, and leverage Seller Manager tools. All users will benefit from the full My eBay experience and user-friendly Sell Your Item page as well.

 eBay Live!, the annual gathering of thousands of eBay users from around the U.S. and the world, has sold out and on Tuesday (May 30) registration was closed two weeks ahead of schedule. Taking place in Las Vegas June 13-15 at Mandalay Bay Hotel and Convention Center, eBay Live! hosts more than 130 exhibitors and 173 classes, panels and forums that provide strategies and advice on using eBay. eBay Live! classes are geared towards the full range of experience levels – from those who have never bought or sold on the site to people who run full-time businesses selling on eBay.
This year registrations have hit a record of nearly 15,000 attendees!
If you're coming to eBay Live! next week, you have a lot to look forward to. There will be many classes, countless networking opportunities, the Keynote address where Meg Whitman and Bill will share the latest eBay news, the Pinks Lounge, personal selling sessions...the list goes on and on. And of course we'll finish the celebration off with our Gala party, featuring Huey Lewis & the News.
