eBay has updated the Dispute Console, renamed the Resolution Center, and made it more user-friendly for both buyers and sellers. Click here to view.

The Resolution Center’s important improvements include:

• A new Case Table, which will give you a summary view of your Open and Closed cases.
• The ability to search through your cases by User ID or item number.
• A new option to filter by Case types and statuses.
• The ability for sellers to either open an Unpaid Item Case, or to select Cancel Transaction (previously known as "mutual agreement not to complete transaction"). Although the steps for a seller to send a cancellation request to the buyer will be largely the same as before, we’ve updated the content to avoid any confusion with the Unpaid Item process.

You can access the updated Resolution Center using the same Dispute Console links within My eBay, the Site Map, and the Help system.

The new electronic-only payments policies on eBay.com are now in effect.

This means sellers listing items for sale on eBay.com will no longer be able to list an item without one of the approved electronic payment methods: PayPal or a merchant credit card account.

Additionally, prohibited payment methods, such as cheques or money orders, will no longer be displayed in the Payment Details section of the item page, and sellers will need to remove any references to cheques and/or money orders from their item descriptions.

Note: We recognise this is a busy time of year so we’ll wait until January 15, 2009, before we begin insisting on the removal of prohibited payment methods from item descriptions.

Did you know that paperless payments methods, such as PayPal, can lower item not received claims and increase the likelihood of repeat purchases by as much as 80%? Additionally, electronic payments are less likely to result in negative feedback than payments made with paper methods.¹

And remember, for buyers who use PayPal, we're backing eligible transactions with our buyer protection programme ², as a little confidence can go a long way to build buyer trust – especially over the holiday season.

So, if you haven’t already added an approved electronic payment method to your listings, what are you waiting for? Add at least one immediately – it lowers your potential risks and keeps your listings from being blocked when you try to list or relist items.

eBay has rolled out some key changes with regards to how members can email and communicate with each other.

Many of these changes are targeted to improve the buying experience by enabling sellers to quickly and easily respond to questions from prospective eBay buyers. They include:

• Allowing both sellers and buyers to answer all member questions using their existing email clients such as Outlook or other internet email applications.
• Allowing members to route these messages to a secondary email address specified solely for processing member inquiries. Members can now separate these critical, time-sensitive communications from other eBay notifications and announcements.
• Adding structured content to the subject line of member messages so that members can quickly search for a particular message or create custom routing rules to ensure a question is answered by the right person as fast as possible.

In addition to improving the member-to-member communication experience, eBay will introduce some additional changes to improve the trust and safety of member communications.

Specifically, email addresses sent through the system (ie Ask Seller a Question, Reply to Question and Contact eBay Member links on the site) will be made anonymous in emails sent before a sale takes place. This applies to members who have not recently transacted with each other. Once the item is purchased, the member’s email address will be visible. Until then, eBay will replace the sender’s email address in the “From” field with a temporary anonymous address.

A short grace period will apply before eBay begin to validate the email address a member is using to reply to member messages. This validation is a secondary security measure to prevent a fraudster from trying to gain access to your account.

eBay is introducing these changes to protect its members from opportunistic fraudsters who try to entice members into completing transactions outside of eBay. Such buyers not only risk losing their money, but also their trust in the eBay experience, and in eBay sellers. By intermediating the communications between members that have the highest exposure for abuse, eBay will be in a position to detect and stop fraudulent messages and spam.

Trusted Selling with Identity Confirmation - Progress Update
In April, eBay introduced trusted selling with identity confirmation which is designed to prevent fraudsters from gaining access to members’ accounts in order to commit fraud on eBay. It adds a new level of security by asking anyone listing an item from an “unknown” computer to confirm their identity.

The project was then implemented by noting the computers members typically use when buying and selling on eBay. Two months ago, we tested the identity confirmation process with a small population of users. The test was successful – we have seen a significant reduction in account takeovers, and it has been a smooth experience for users. We are now expanding this initiative to the entire Community, which should be completed by middle of November.

Going forward, if you list from a different computer which you usually use (such as a computer at a friend’s house or at the library), eBay will make an automated call to you to confirm if it is really you attempting to list an item. If you are not available to receive the call, you can confirm your identity via live chat with our Customer Support team.

Making Winning Bidder IDs Anonymous
Early last year, we began to anonymize bidder IDs on listings. This change was designed to protect bidders from fake Second Chance Offers and other malicious emails. It has been very successful, resulting in a 90% reduction in this type of fraud.

Today, however, the winning bidder’s ID is currently visible to everyone after the listing ends, and this continues to lead to fake checkout offers and other spam. Consequently, it also leads to unpaid items, as winning bidders who fall victim to these fake emails often send payment to someone other than the seller.

Based on the positive results we have seen by anonymizing bidder User IDs as well as our commitment to protecting all bidders from becoming targets for fraudsters, we have extended anonymized User IDs to winning bidders starting late October.

As always, the following information will still be accessible:

• Sellers will be able to view all bidder IDs on their listings.
• All members can click on the bidder ID and view the bidder’s Bid History page, which will detail the categories in which they have bid over the past 30 days.
• Feedback pages will show the same information as now – buyer and seller IDs, with comments visible to all.
