***Delay to International Safe Payment Requirements on eBay.com.au!***

Hello everyone,

Please note changes scheduled to take place on eBay.com.au on July 15, 2008 for new international safe payment requirements have been postponed.

Originally, eBay Australia announced that items listed for sale on ebay.com.au on or after July 15, 2008 would require sellers to only offer PayPal or pay on pick up on their listings. These new safe payment requirements are being postponed until the review process with the Australian Competition and Consumer Commission (ACCC). As previously announced, eBay.com.au is continuing to work with the ACCC to achieve an outcome that benefits buyers and sellers.

Important: Policies announced on by eBay Australia on May 21st, 2008 regarding accepted payment methods still apply. This means PayPal is required on all items listed for sale on eBay.com.au. Other payment methods (i.e. bank deposit, cheque/money order) are permitted and may be offered on items listed for sale on eBay Australia until further notice. Also, as previously communicated, any listings that do not comply with eBay’s Accepted Payments Policy will be removed.

Note: A small number of categories are excluded from these changes. Learn more about these exclusions.

***Update on Seller Non-Performance Policy***

Dear Sellers,

Over the past few months we have been making various changes on the site to improve the buyer and seller experience to make eBay the most preferred online shopping destination for shoppers.

While the vast majority of eBay sellers deliver consistently positive experiences to buyers, a very small minority just 1% of sellers currently cause fully 35% of bad buying experiences. This small minority not only damages their own reputations, but also indirectly damages all of the good sellers who benefit from a strong and vital eBay marketplace. To address this problem and in light of the current Feedback changes, we have updated our Seller Non-Performance policy to reduce seller’s buyer dissatisfaction rate. The changes are –

  1. We will now be looking at 30 days of seller’s past performance against 90 days of past performance and calculate the bad buyer experience.
  2. We would now look beyond INR or SNAD reports and consider other factors of seller performance as well which are necessary to provide a great buyer experience such as Seller Communication, Shipping time and charges.
  3. We understand that at times only a few bad transactions may impact a seller’s performance record hence we will now have a minimum number of bad transactions considering the Great Buyer experience the seller has been providing.

We believe that the initiative to crack down on bad buyer experience in this way will benefit the whole of eBay India, and especially the most of our good sellers.

***Important Update on International Safe Payment Requirements on eBay.com.au***

In Mid May, we announced on June 17th all items sold on ebay.com.au will require sellers to only offer PayPal or pay on pick up on their listings. No other payment methods will be permitted. However, a ruling last week by the Australian Competition and Consumer Commission’s (ACCC) will delay the removal of other payment methods from ebay.com.au until mid July.

eBay Australia intends to work with the ACCC in order to continue to provide buyers and sellers a more secure way to trade with confidence on ebay.com.au. To learn more or to read the media statement released by ebay.com.au, click here.

What does this mean for you?
From 15 July 2008, the only payment methods sellers may offer on eBay.com.au will be PayPal and pay on pick up.

Current policies regarding accepted payment methods do still apply. This means PayPal is required on all listings on eBay.com.au. Other payment methods (i.e. bank deposit, cheque/money order) may also be offered until 15 July 2008. As previously communicated any listings that do not comply with eBay’s Accepted Payments Policy will be removed.

***Listing Policy Clarifications: Apple iPhone 3G Pre-Sales and Post-Launch Sales***

Dear Members,

Here are a few listing policy clarifications that we shall be implementing with immediate effect:

Apple iPhone 3G Pre-Sales are prohibited. This highly-anticipated device will be in high demand after the release. Prior to the release of similar high-demand electronics, we saw a high number of well-intentioned sellers unable to meet their pre-sale obligations to buyers due to restricted supply, as well as an increase in fraudulent listings for these items. To prevent similar problems with the iPhone 3G, eBay is prohibiting all pre-sales of this device.

Criteria for Apple iPhone 3G Post-Launch Sales. In order to continue to ensure protection for our Community after these items are made available by the manufacturer, the following requirements have been put in place for the sale of the iPhone 3G:

  • The listing must include a unique photograph of the item or items
  • Your User ID must be clearly displayed within the photograph (watermarks will not be accepted).
  • To ensure buyer protection, PaisaPay must be the only accepted form of payment

***Updates to eBay Picture Hosting***

Dear Sellers,

We are pleased to announce that eBay picture hosting, our popular service that many sellers use to upload pictures to their listings, will be updated soon. The changes make uploading pictures easier and more reliable, and improve the quality of your listing images.

Some of the changes you’ll see include:

  • improved resizing and compression for uploaded pictures
  • less interference from security filters, such as pop-blockers
  • the ability to upload pictures from external applications, such as camera phones.

If you use eBay picture hosting in the Sell Your Item (SYI) form, here’s how you will be affected:

Basic uploader: If you use the default Basic uploader, within the next few weeks you’ll be upgraded to the Standard uploader automatically if you already have the latest version of Adobe Flash installed. Use the Standard uploader to upload multiple pictures at the same time, as well as see detailed progress information during uploads.

Enhanced uploader: If you use the current Enhanced uploader (for Internet Explorer only), you’ll need to download and install an updated version from eBay starting this week. Unless your Internet Explorer settings allow automatic updates of installed ActiveX controls, you will be prompted to download and install the update when you upload your pictures. (You must install the new ActiveX to continue using the Enhanced uploader.)

***Updation on PaisaPay policy for International Shipment of low-value items!***

Dear Seller

We are pleased to announce an update on the PaisaPay Seller-Refund Claim Policy which specifically addresses seller concerns on shipping low-value items outside India through India Post.

Key Highlight:

PaisaPay will now accept a valid Proof of Dispatch of India Post for items less than Rs 2500 as a Proof of Delivery (Please read below for the key Guidelines associated with this change).

Key Guidelines:

Exceptional cases where Proof of Dispatch will be accepted as a Proof of Delivery:

  1. Total Order amount (including multiple items & shipping cost) should be less than Rs 2,500
  2. Delivery should be outside India.
  3. A valid Proof of Dispatch of India Post should be provided within 5 days of the INR claim being raised by the buyer.
  4. The shipping charges in the transaction should be lesser than an online track-able courier service (Eg Speed Post charges Rs 450 for an International Shipment).
  5. The number of transactions, where the above exceptions can be made, should not exceed 4 times a month.
