***Policy Change: Feedback Manipulation***

Today, eBay is making changes to its Feedback policies, which will enable us to take action against members when we identify a pattern of behavior consistent with Feedback Manipulation.

I will spend some time here to enable members to better understand when we will take action for artificial inflation of Feedback.

First, let me provide some background: today, the Feedback Solicitation policy focuses on prohibiting sellers from soliciting Feedback within a listing description or title. For example, a seller may have included the following language in the listing title of a very inexpensive item: "Build Your Feedback score quickly." Doing this invites members to artificially enhance their reputation (also known as Feedback padding).

As the Community has grown, we have learned that some members have become increasingly sophisticated about how they create a false reputation on eBay. Instead of soliciting via an actual listing description or title, some members will demonstrate patterns of behavior that prove to be Feedback manipulation. An example of Feedback manipulation is a member buying or selling 25 items with a Buy It Now price of 1 Re, with no shipping costs and then immediately selling more expensive items such as plasma televisions. A buyer viewing this seller’s record may assume that the seller earned the 25 Feedback by selling plasma televisions. Therefore, the seller’s reputation is not representative of their actual activity on eBay.

Feedback is the foundation of trust on eBay. Purchasing, selling or trading Feedback undermines the integrity of the Feedback system and decreases trust within the eBay marketplace. Violations of this policy may result in a range of actions including:

• Listing cancellation
• Limits on account privileges
• Account suspension
• Forfeit of eBay fees on cancelled listings
• Loss of PowerSeller status
• Feedback removal

***Introducing Feedback Disputes Mediation and Withdrawal on eBay India***

ODR India, the third party dispute resolution service, will now be able to assist our users in the resolving Feedback Disputes. ***Price Changes in Mobiles and Accessories Category***

Dear Members

To help improve the user experience of our buyers and sellers in Mobiles and Accessories Category, we are introducing a new pricing structure for this category.

Listings in Mobiles & Accessories Category will be subject to tiered Listing Fees and revised Final Value Fees. The changes are applicable starting 11:59 PM IST on the 3rd of December 2006. This revised pricing structure is only applicable to the Mobiles and Accessories Category and aims at improving the overall health of the category.

What is the New Fees Structure in the Mobiles and Accessories Category?

• Listing Fees in the Mobiles and Accessories Category will be charged on the start price or BIN price of the listing. For example, an item listed in auction with a start price less than or equal to Rs.2,500 will be charged listing fees of Rs.3/- even if the final price of the product (auction ended price) is >Rs.2,500 (Please click here to see examples)
• Final Value Fees will be charged on the End Price and is applicable to all successfully sold “Mobiles and Accessories” items (Please click here to see example)
• The Listing fee will be credited if your item does not sell successfully (including Unpaid Item) for the first time, but is successfully sold in the 1st relist instance. (Please click here to see eligibility criteria for credit)
No Gallery Fees will be charged for listings in the Mobiles and Accessories Category. Please note that sellers will need to select Gallery while creating the listing to avail the feature
• All other feature fees, such as home page featured, highlight, secondary category fees etc will remain unchanged

Which sellers will be impacted?

• All sellers listing in the Mobile and Accessories Category on eBay India
• Sellers who have listed more than 20 listings (>20 listings) in any eBay category, since their time of registration on eBay, will be charged Listing Fees on ALL future listings made by them in the Mobiles and Accessories Category (ONLY)
• Sellers who have listed 20 or fewer listings (<=20 listings) in any eBay category will not be charged the new Listing Fees in the Mobiles and Accessories category
All sellers listing in the Mobile and Accessories Category are subject to the reduced Final Value Fees structure

How does it Impact a seller in Mobiles and Accessories category?

We understand that our sellers in the Mobiles and Accessories category will need to make changes to their current business plan to accommodate the above mentioned changes. To understand the impact of the above changes on your business, we will encourage you to check the Managing Your eBay Business Strategy. It can help you arrive at important metrics that will help you determine your new listing strategy.

***eBay Browser Support Changes – Members are requested to upgrade to latest browser versions***

eBay is dedicated to providing the Community with the most efficient and reliable online marketplace possible. As technology advances and your needs get more complex, it’s our job to make sure we're delivering features and other site updates that are state-of-the-art in terms of safety, stability, and usability.

A key element to provide quality updates, rich user experience and safe trading experience is the browser that is used by members. Fortunately, today over 95% of our members use up-to-date browsers to access the Internet, including the more current versions of Internet Explorer, Firefox, and Safari. However, the remaining 5% are still using antiquated browser software or non-standard browsers that have very low usage. Supporting this software has an increasing number of direct and indirect costs to eBay and the Community. And, these browsers can cause safety issues (e.g. when they’re not updated with the latest security technology).

In keeping with overall industry trends, we're going to adopt new web browser support guidelines for the new features that we develop. For the Community, this means that going forward, members using certain outdated versions of browsers, or browsers with very low adoption rates, may experience site issues or errors as we introduce new features or make other site changes. (Read our Web Browser Recommendations for Using eBay Help page to see a list of browsers and versions we recommend.)

Instituting these guidelines will provide several benefits for members and eBay alike:

--Using current browser technology means that you have the latest browser security features that help protect you and the whole Community against phishing and other types of internet fraud.

--You will receive the optimum site experience. Using old browsers can cause performance issues or other errors or problems on the site.

--Streamlining which browsers we support will enable eBay to respond more rapidly to deliver features that better meet the Community’s needs.

Upgrade Early for the Optimum Experience

We want to make sure we offer members the support they need to upgrade their browsers before they encounter a site issue. In the next few days, we will start providing education and on-site help when members sign in with browsers that will not be supported in the future. For more information about browsers we support, please see our Web Browser Recommendations for Using eBay Help page.

Please note this important point: There will be no immediate change for members using browsers that aren't on our recommended browser list. While our guidelines are in effect, members may still use unsupported browsers. Members who wish to make their Feedback profiles private can still do so – however, they will only be able to bid on items and must cancel their existing listings.
