***Enhancements to Buyer Requirements Tool for Sellers***

28 February, 2006 | 07:37 PM IST

Dear Sellers,

Buyer requirements allow sellers to block buyers from bidding on or purchasing your items based on criteria such as their country of registration, their buying history on eBay, verification information and so on. Using this feature helps you minimize transactions with potentially risky buyers and have high UPI rates.

Later this week, we’re making Buyer Requirements even more effective. Now sellers will be able to review a new Buyer Requirements Activity Log. This log will show you who has been blocked in the previous 60 days by your Buyer Requirements preferences. This information helps sellers make more informed decisions about their Buyer Requirements selections. For example, sellers who discover they have blocked a large number of potential buyers from a specific country may decide to reconsider shipping to that country and unblocking those buyers.

You can also remove bidding restrictions you may have placed on individual buyers by adding those buyers to an exemption list. This will let them bid on your items in the future. You can make these changes from your Buyer Requirements Activity Log, by signing in to My eBay and going to the Buyer Requirement section under Preferences

We will inform once the feature is live and also request to post specific questions on the Thread which we have created on the discussion board

Thanks
Sharat

***Making and Receiving Payment Safely on eBay***

22 February, 2006 | 04:39 PM IST

Dear Users,

We will like to bring your attention on receiving and making safe payments on eBay.

There are number of ways you can pay and receive payments on eBay. Some such popular methods are PaisaPay, Cheque, Demand Draft etc. If payment method is cheque, demand Draft, always wait for its clearance. If Payment method is PaisaPay, always check confirmation mail in you’re My eBay.

Some of the payments options that are not safe and should be avoided by our users are Western Union Money Transfer and BIDPAY.

As stated by Western Union itself, it is a payment service that is not suitable for doing business with strangers. Click Here to learn more on Western Union Money Transfer on eBay. BIDPAY has ceased its operations and are no longer providing online money transfer services. Click Here to know more.

The above two methods are frequently used by fraudsters to trick gullible users in receiving or making payment. Kindly be advised that the above services are not safe and if you receive offers to pay/receive payment by the same, kindly do not accept the offer.

We will also request all our sellers to familiarize themselves with Safe Payment Policy

To know more about making safe payment, Click Here.

***Update on Duplicate Listing Policy***

17 February, 2006 | 05:14 PM IST

Duplicate listing of same item multiple times has been one of the major concerns amongst our community members. Many buyers are finding the experience very frustrating and this has also come out in many user studies that we have conducted. After taking feedback from the community, and also keeping in view the nascency of our market, we are reducing the number of allowed multiple listings from 10 to 5. This will help in reducing the site clutter and improving buying experience. At the same time, it will maintain the flexibility for a seller to showcase the width of inventory.

eBay will enforce this policy from March 5, 2006.

Currently we are identifying sellers doing above 10 multiple listings and post March 5 we will work to identify sellers doing above 5 multiple listings. As always, we will encourage our members to report users who might be violating the policy through the Contact Us link. From March 5 onwards, we will work to identify seller doing more than 5 listings and take action accordingly.

Do continue to give us inputs and all feedback is welcome.

Duplicate Listing Policy

Sellers may not concurrently have more than 5 listings for identical items. If a seller chooses to list in more than one category, the seller must still adhere to the multiple listings limit of 5. Sellers may not use multiple User IDs to list more than 5 identical items.

Violations of this policy may result in a range of actions, including:

-Listing cancellation
-Limits on account privileges
-Account suspension
-Forfeit of eBay fees on cancelled listings
-Loss of PowerSeller status

Spend a few minutes taking eBay's tutorial on Search and Browse Manipulation

Example of violation of this policy

Sellers who are selling individual same-model Digital Camera from Sony shall not add an additional item of insignificant value to the listing in order to "create" a unique listing:

List 5 individual same-model Sony Camera with a USB cord each
List 5 individual same-model Sony Camera with a pouch each
List 5 individual same-model Sony Camera with a package of photo paper each

These listings would be considered as 15 identical listings and shall be considered a violation of the policy

To know more about the policy, please visit our Duplicate Listing Policy Page.

***Increased Visibility for Shop Inventory Format Listings***

08 February, 2006 | 03:42 PM IST

Hi! I am Rajesh Iyer, Manager eBay Shops and I’m here to let you know about some important changes happening for Store Inventory Listings that will benefit the Shop Sellers. We want eBay Shops offering’s to be profitable for you as well as providing a dynamic, comprehensive, and scalable platform on which to sell. In addition to the existing benefits available to Shop owners, such as the opportunity to use the cheaper Shops format featured listings, traffic reports, email marketing options, phone support and tools for optimising your presence in search engines, we will be making changes to the eBay search facility to ensure your Shop items are found more easily by buyers.

Shortly, the Shops items will be included to the main eBay search. This means that at the end of any eBay search, all matching Shop inventory format listings will be displayed. For sellers, this means much more exposure for your Shop and Shop items – for buyers, every search will return many more qualified listings. After the change when there are relevant Shops items they will be returned and visible to potential buyers in search results 100% of the time. This change will be rolled in mid February and may take up to 1 week for the roll out to complete. Currently the Shop Items are visible only within a sellers shop.

In addition we are going to make changes to the durations available for Store Inventory listings. Right now you can choose to have your Store Inventory listings run for 30 to 120 days, or until you choose to cancel them. However, very few Store sellers decide to have their listings run for 60, 90, or 120 days, hence we are going to remove these durations.

Live listings with one of these durations will not be affected. It’s just that sellers will not be able to list new items, or re-list closed items, at one of these durations once the change is made. Of course, you will still be able to opt to run your listings for 30 days, or keep them as Good ‘Til Cancelled. Store fees remain unchanged.

Happy Selling!

Regards,
Rajesh Iyer

***Adding Verified Buyers to Buyer Requirements***

07 February, 2006 | 12:10 PM IST

Buyer requirements allow you to block buyers from bidding on or purchasing your items based on criteria such as their country of registration and their buying history on eBay (read the Buyer Requirements help page for more information). Using this feature helps you minimize transactions with potentially risky buyers.

We have now made this feature even more effective. Now you’ll be able to block bidders who haven’t gone through a mobile phone-based SMS authentication process. You can choose to apply this requirement to all bidders, or only to those with a feedback score lower than 5. Blocking bidders prevents them from bidding on your items.

We have started a discussion thread on the Community forums for users to discuss this new feature. You can access this thread by clicking here - http://forums.ebay.in/thread.jspa?threadID=500000347&start=0. You can use this thread to share with us your feedback, as well as ask us questions.

In the next few weeks, sellers will also be able to see a list of buyers they have recently blocked from bidding on their listings and make changes. Stay tuned for more information.

The eBay Team

***Update on New Policies***

03 February, 2006 | 06:20 PM IST

We are happy to announce a few policies which shall help make the site safer. These policies are:

Safe Payments Policy
Safety and convenience are at the core of eBay’s policies toward payments. This policy is designed to promote safe online shopping, and to encourage online payment methods that are safe, easy to use, reliable, and offer high levels of protection for users. The policy also attempts to preserve some flexibility for users that still prefer offline payment methods

Not permitted on eBay.in :
Sellers may not solicit buyers to mail cash. Sellers may not ask buyers to send cash through instant cash transfer services (non-bank, point-to-point cash transfers) such as Western Union. Finally, sellers may not request payment through online payment methods not specifically permitted in this policy.

Third Party Endorsements
Third-party endorsements of eBay members can create an unsafe marketplace hence this policy has been formulated. Manipulations of eBay’s reputation system (feedback system, PowerSeller program, etc.) may confuse or mislead buyers, which also can create an unsafe environment.

Not permitted under this policy

  1. Seal that endorses a seller, for example “Trusted seller” or “Reliable seller”
  2. Seal that manipulates eBay feedback, for example "100% positive feedback in authentic watches"

Item Location Misrepresentation
Most sellers in India represent the item location correctly and it’s a simple and straight forward policy which is as follows "Sellers must accurately represent the location from which their item will be shipped in the item location field".

We request our sellers to have a look at the policy pages by clicking on the above links.

Sellers can discuss the above policies on the discussion thread we created for Policy Violation Consequences - http://forums.ebay.in/thread.jspa?threadID=600000290&start=0

***A Message from Sharat Digumarti – Trust & Safety Team***

03 February, 2006 | 05:16 PM IST

Hello… This is Sharat Digumarti, and I manage a team responsible for Trust & Safety at eBay India. Over the past few months, we have heard a lot of feedback from our sellers on the policies of the site, as well as the consequences of violating these policies. I want to give everyone a quick update of what we have achieved so far to address these issues, as well as share some of our plans for 2006.

Making policies easy to understand
Did you know we have over 100 policies? These policies are designed to keep the eBay marketplace healthy and to maintain a safe place to buy and sell. We recognized that some of our policies were hard to understand, even for me. So last year, we spent several months rewriting our policy pages in straightforward language to make policies easier to understand. Now each page includes: a clear statement of the policy and why we have it; examples that illustrate what is and isn’t allowed; and a list of the possible consequences of violating the policy. (To learn more, please visit our Policy Hub page.)

Educating members about policies
Understanding eBay’s policies helps members to be more effective buyers and sellers. Last year we focused on creating educational materials on the site designed to help members understand and comply with our policies. We now have five online tutorials available for Intellectual Property & VeRO, Shill Bidding, Fee Circumvention, Feedback, and Search & Browse Manipulation.
These new tutorials only take a few minutes to complete, stepping members through the details they need to know in order to stay in compliance. They can also be used as effective training materials for sellers who may have other people who help them run their businesses and who need to understand the rules. In 2006, we will also be launching a new comprehensive Marketplace Policy tutorial that covers all our biggest policy areas.

Enforcing policy violation consequences and mitigation
The vast majority of sellers and PowerSellers on eBay are good people who comply with eBay’s policies in the overall interest of the marketplace. Our job has been twofold:
1) to create more ways to educate sellers who may unintentionally violate the rules, and
2) to put new consequences in place that effectively penalize the "bad apples" – those few sellers who intentionally violate the rules.

We’ll be adding more consequences in 2006. These include:

  • Restricting repeat policy violators’ ability to sell for a period of time – Depending on how often a seller has violated our policies in a 90-day period, they may be required to complete a 15-minute tutorial or they could be restricted from listing new items for up to 3 days.
  • Retaining eBay fees when cancelling a repeat violator’s listings for List Practices violations – If a seller repeatedly violates policies in a 90-day period despite previously having taken a tutorial on those policies, we are going to keep their listing and feature fees on subsequent listing cancellations for policy violations. We feel strongly that this is a level-playing field issue and that we need to create a financial penalty for these sellers who cannot be rehabilitated through education alone.

Making it easy to detect policy violations
One of the most important ways we learn about listings that violate our policies is through reports from other Community members. You have told us that the process for reporting suspicious activity has been too cumbersome. So to make it easier for members to send us these reports, later in 2006, every item page will have a "Report this Item" link at the bottom of the page. This link will by pass the Contact Us flow and take you to a list of possible reasons why a listing needs to be brought to our attention. It will save you valuable time and help us review the listing quickly.

We have started a discussion thread on the Community forums for users to discuss these changes. You can access this thread by clicking here - http://forums.ebay.in/thread.jspa?threadID=600000290. You can use this thread to share with us your feedback on these areas, as well as ask us questions.

Finally, I want to add a note here to thank our members who do report suspicious activity on the site. We need – and truly appreciate – your help in keeping the marketplace safe.

Thanks,
Sharat Digumarti
