***Updated: Changes to the eBay User Agreement***

On May 15, eBay will be releasing a revised user agreement. This revision will address the obligations of buyers and sellers in transactions where a buyer has alleged receipt of a counterfeit item.

Under the revised agreement:

        • Buyers and sellers shall work in good faith during the resolution process to determine that the item is not counterfeit.
        • If buyer and seller cannot determine that the item is not counterfeit, buyers are required to send the item back to the seller. Cost of return shipping will be paid by the buyer or eBay, unless both buyer and seller have agreed otherwise.
        • Covered claims that meet the conditions and are not excluded will count as a violation by the seller of our prohibited and infringing items policy.
        • If eBay determines the buyer is not acting in good faith, eBay may restrict or eliminate their ability to return items or make future claims.
        • Sellers shall not list, advertise, or cause that item to appear for sale, barter or trade, on any eBay Inc. web site or service.

        These revisions to the user agreement are being made to:

        • Provide sellers protections against inaccurate counterfeit claims.
        • Provide buyers assurances about the authenticity of the item received.
        • Maintain integrity of the eBay marketplace.

        The new User Agreement is effective immediately for new members registering on or after today, and on June 14, 2009, for current members. You don't need to do anything to accept the new User Agreement. If you don't wish to accept it, you can follow these instructions to close your account.

        As part of the spring 2009 Update, announced on April 14, we introduced  new programs that involve some changes to eBay’s User Agreement

        eBay Purchase Protection
        The biggest change to the agreement is the addition of eBay Resolutions and the new eBay Purchase Protection policy. eBay is now going to run the purchase protection program instead of requiring buyers to go to PayPal. The new User Agreement incorporates the new policy and describes the legal parameters.

        As with earlier updates to the User Agreement, we’ve made other minor changes  to reflect eBay’s current product and service offerings and industry legal standards. You'll see references to, “eBay site, services and tools” where the old agreement simply reads, “eBay site.” These changes reflect the many new ways you can access eBay’s offerings  through other websites, wireless devices, and tools. We’ve also highlighted a few sections of the agreement, based on our interpretation of state regulations.

        The new User Agreement is effective immediately for new members registering on or after today, and on June 8, 2009, for current members. You don’t need to do anything to accept the new User Agreement. If you don't wish to accept it, you can follow these instructions to close your account.

A few weeks ago, we announced that our new item page would be rolling out to more buyers over the summer. Starting next week, we’ll be changing the view you see on your own listings.

Whenever you see your own listings, you'll see them in the new item page. This will give you an opportunity to see the new page before we start showing it to more and more buyers this summer. If you see any display issues, please let us know by clicking the "Send us your comments" link at the top right of the item description page. You can compare the new display with the previous display by clicking the "View in previous version" link in the same top right location.

The new eBay item page includes:

  • Bigger, better pictures, with photo zoom coming later this summer
  • Real-time countdown timer for Auction-style listings
  • Key information right upfront
  • Cross-merchandising: Sellers' relevant listings show up on other each other's item pages. (You can opt out of cross-merchandising with other sellers, but consider the trade-offs carefully—this is a great opportunity to boost exposure.)

A quick reminder: Now through the end of 2009, you pay only 5¢ Insertion Fees when you list books, music, movies, and video games on eBay.com in Fixed Price with product details. Your listings will show up on both the new eBay product pages and in search results. That’s double exposure for just 5¢. Plus, get Subtitle free with Fixed Price and Auction-style listings in these categories when you list with product details.

Also, as we announced back in March, Half.com sellers can now choose to have their listings show up on eBay product pages at no extra cost. Half.com listings will be displayed on eBay product pages but not in standard search results. With almost 60% of the inventory on Half.com not currently being offered on eBay, this will go a long way to delivering the selection buyers expect.

***USPS Rate Change Monday, May 11 2009***

As you probably know, United States Postal Service shipping prices and fees will change on Monday, May 11. You can find details about the new USPS rates here.

Here’s how eBay shipping solutions are affected by the USPS rate change:

Flat rate shipping
If you use flat rate shipping, review any listings you expect to ship after May 11 when the new prices are in effect, and make any necessary changes to your shipping cost.

You can edit your listings using bulk tools from Selling Manager, Selling Manager Pro, Turbo Lister, or eBay Stores. For more information on how to edit your listings, refer to Changing Your Listing and How Can I Revise My Listing? in our help section.

Calculated shipping
For listings that use the eBay Shipping Calculator, prices will automatically be updated around midnight (Pacific Standard Time) on Sunday, May 10. For more information on Calculated Shipping, visit our Shipping Calculator Help.

The new prices will also be reflected in the Research Rates calculator starting Friday night, May 8.

PayPal Label Printing Solution
New prices will be available in the PayPal Label Printing Solution after 9 pm (Pacific Standard Time) on Sunday, May 10. You can still print labels at the old prices for shipments to be posted on Monday, May 11.

The existing 5% and 8% discounts on Priority Mail International and Express Mail International will continue. If you haven’t yet taken advantage of the savings and convenience of PayPal Label Printing, there’s never been a better time to start!

eBay Stores upgrade: final reminder to check your Store!

eBay Stores has always been a great way for sellers to create their own brands on eBay. With new storefront templates and enhanced search results, the new eBay Stores format is even better—both for Stores sellers and their customers.

Most Stores sellers have chosen to upgrade and are currently benefitting from the new format and in early May, we will begin upgrading the rest of eBay Stores automatically. If you haven’t already done so, it’s important that you preview your Store and opt-in beforehand. Just go to My eBay and click “Manage My Store” in the Account menu.

For most Stores, the transition is seamless and requires no modification by the seller. If your Store has been significantly customized, you may need to make some changes. So be sure to check now, before the automatic upgrade begins.

Older search technology retiring in June

Almost all eBay buyers and sellers are now using eBay’s new search technology. We recently announced the older technology would be retired in April of this year, but the date is now extended to early June.

If you’re still using the older pages, we encourage you to give the new search a try—even if you tried it before. (Just click the “Try it now” link at the top the search page). Since it was first introduced, we received some great comments and suggestions, and we’ve used your feedback to make it even better:

  • Results are returned faster than ever
  • You see more of the items you want
  • You can now customize your preferences for the left side of the page
  • Window shopping in the snapshot view makes shopping even more fun
  • “Related searches” and “exclude in category” searches are back!

***Third Party Checkout: Clarification***

Some blogs have incorrectly reported that eBay is doing away with third party checkout. We want to clarify that this is not the case.

The facts: Beginning June 15, eBay will only allow third-party checkout services from approved providers who have updated their user interface according to a set of eBay guidelines. Our goal is to give buyers a more consistent checkout experience. These guidelines do not involve any changes to functionality that is consistent with eBay listing policies and existing legal agreements.

Some of the current third-party checkout providers may decide to begin using eBay Checkout instead of making user interface changes to their own checkout system. In this case, sellers can continue to use their services.

On behalf of eBay, let me open with two words: Thank you. We appreciate your business and the opportunity to strengthen our partnership with you. Together we can do what’s necessary to bring buyers to eBay and keep them coming back.

We also recognize the impact that major changes to eBay can have on your business. For that reason, we are grouping those changes into two or three major releases per year, with at least 60 days advance notice. 

In 2009, there will be 2 significant releases. This post announces the first release, coming the week of June 15.  The second release will be announced this summer and will go live in the early fall.

Here’s an overview of the changes launching the week of June 15. This release focuses on driving more sales and improving seller efficiency. Note there are no fee changes in this release. 

The spring release is set up to deliver three things for our sellers:

  1. Easier, more visual shopping, plus buyer incentives to drive more sales
  • New item page rolling out. New photo zoom coming later this year. Get your listings ready now.
  • New eBay product pages surfacing to more buyers. To make sure your items show up on these pages, use product details (formerly called pre-filled item information).
  • New way to list in Fixed Price lets you offer all variations of one product—e.g. color and size—in a single low-cost listing.
  • Buyer incentives and loyalty programs expanded to drive more traffic.
  1. Key information to set buyer expectations and help reduce your costs
  • New Smart FAQ answers buyers’ top 20 questions before they contact you.
  • Package tracking information available in My eBay—print labels on eBay and tracking shows up automatically, or you can upload the information.
  • Return policy and handling time required for new listings and re-listings beginning June 15. Deadline for updating your Good ‘Til Cancelled listings extended to mid-September.
  • Use Item Specifics. Now in some categories, you can customize when the available choices don’t apply to your item.
  • Category and Item Specifics changes now consolidated with the rest of updates—find out if your listings are impacted.
  1. Other updates to make selling on eBay more efficient
  • New, more efficient process for handling disputes.
  • Selling Manager FREE for all sellers—with powerful new Selling Manager and Selling Manager Pro applications.
  • Easier, faster way to pay shipping, print labels, and update buyers—right from eBay.
  • Bulk editing tools available now.

When you list an item in these categories, eBay can automatically fill in product details and even add a stock photo. Using product details is a best practice because it saves you time, makes it easier for you to list an item, and increases your exposure to buyers who are using standard search engines or online shopping comparison sites to find specific products on eBay. Product details will be available for more than 500 products in the Ellipticals and Digital Picture Frame categories.

***Security Update: Conficker worm, passwords, and protecting your e-mail account ***

Hi everyone…this is John Canfield, Senior Director of eBay’s Fraud Prevention Policy team. We are constantly working to keep eBay safe, and you also play an important role in your own online security. 

You may have heard on the news that April 1 is a day of potential issues with a worm known as Conficker.  The worm can be transmitted via infected USB drives, websites, or networks if a computer does not have the latest security updates. We have confirmed that visiting the eBay site alone will not expose your system to this worm, but having a secure computer is an important step to transacting safely on the web, so we encourage you to visit Microsoft’s page for protecting yourself against Conficker.

Strong passwords are also important to your online security. We recently introduced a new feature that makes it easy to strengthen your password. On the Change Password page, as you type in your new password, you’ll see feedback based on four criteria for how easy or difficult it is to guess. Your new password will be allowed only when you have passed each of the four criteria.

We also recommend that you have a secure password for your email account. Make sure you do not have the same username for your eBay and your e-mail accounts, and never use the same password across both accounts. This is important because fraudsters target e-mail accounts for takeover, and if they succeed, they have easier access to your other online accounts using Forgot My Password.

***Beta launch of eBay Bucks rewards program ***

Loyal buyers come to eBay for amazing deals. Now we’re adding a new reason for them to check eBay first. This week, on April 1, we’re launching a beta version of eBay Bucks, a new program that rewards buyers for their eBay purchases 

During the beta, eBay Bucks will only be available to randomly selected eBay customers who receive an invitation via email and in their My Messages inbox in My eBay. Here’s how it works: those who get the invitation and enroll in the program will earn 2% in eBay Bucks on all qualifying purchases. After the end of every calendar quarter, participants will receive an eBay Bucks certificate and will have 30 days to spend it on eBay. The eligible period for earning during the beta is April 1 through June 30. Beta participants will receive their first eBay Bucks certificate on or about July 9.

During this beta, we’ll be listening carefully to customer reaction to inform plans for extending the program to more customers.

This applies to both Auction-style and Fixed Price listings.

You can now create reports showing how your DSRs vary by category, buyer location, date range, shipping service and more. Find out which types of listings result in low or high DSRs, and see if recent changes to your selling practices impact your ratings.

Starting this week, we will be displaying all listings in search according to their Best Match sort order, even when they’re from the same seller. Since July of last year, we’ve been showing a maximum of 10 listings per page, whether Fixed Price or Auction-style, from any one seller. Now that a track record of recent sales is a key factor in the sort order for Fixed Price, most sellers are consolidating their listings into fewer low-cost multi-quantity listings. This has proven to be the right strategy for sellers and a great shopping experience for buyers.

As a reminder: To get the best position for Fixed Price listings, we encourage sellers to focus on the following:

      • Create effective, accurate listings with distinct and descriptive titles.
      • Use the long duration (30-day or Good ‘Till Cancelled) multi-quantity format whenever appropriate.
      • Offer free shipping.

Auction-style listings continue to be the best deal on eBay for low starting prices and they get a boost in exposure with time ending soonest.

From now through the end of 2009, pay only 5¢ Insertion Fees when you list books, music, movies, and video games on eBay.com in Fixed Price with product details. Your listings will show up on both the new eBay product pages and in search results. That’s double exposure for just 5¢. Plus, get Subtitle free with Fixed Price and Auction-style listings in these categories when you list with product details.

We’re extending this promotion as part of our commitment to make eBay a top destination for books, music, movies and DVDs and video games. The goal: give today’s buyers the deals and selection they demand, and give sellers the pricing and exposure they need to succeed.

Also, starting in May, Half.com sellers will be able to choose to have their listings show up on eBay product pages at no extra cost. With almost 60% of the inventory on Half.com not currently being offered on eBay, this will go a long way to delivering the selection buyers expect.

Also in May, we will be launching an all-out consumer marketing campaign to bring buyers in these categories to eBay—and to your listings.

The response from buyers and sellers continues to be fantastic, so we’re extending the promotional incentives we introduced last October through the end of June for sellers who offer free shipping:

        • PowerSellers: Get double Final Value Fee discounts on all Fixed Price and Auction-style items with free shipping sold through June 30, 2009.
        • All sellers: Get a free Subtitle upgrade on Auction-style and Fixed Price items listed with free shipping through June 30, 2009.

Get your eBay invoice in a new summary format
Starting this month, you can choose to get your eBay invoice in a new easy-to-read summary format or in the current detailed format.

The new summary invoice gives you an at-a-glance look at your billing activity instead of detailing individual transactions. This format includes total amounts for each type of discount, credit or fee.

Plus, you can now have your billing-related emails sent to a separate email address.

It's easy to get started with these new options. Just go to My eBay to set your preferences and select the invoice format that’s right for you.

Dutch Auction format discontinued
In mid May, we will discontinue Dutch Auctions, a little-used listing format in which sellers offer multiple-quantity items for sale in one Auction-style listing. This format – often confusing to both buyers and sellers – comprises only a small fraction of all Auction-style listings on eBay.

If you now list with the Dutch Auction format, you’ll have until mid May to convert those listings to another format, such as single-item Auction-style or multi-quantity Fixed Price. Dutch Auction listings that are live when the format is discontinued will be allowed to run to their conclusion, and Good ‘Til Cancelled Dutch Auctions will reset to a quantity of one when relisted.

Although we are retiring this one particular auction format, I want to emphasize that eBay remains committed to Auction-style listings. We value the format, and will continue to support other forms of Auction-style listings going forward.

Hi everyone...This is Jeff King, Senior Director of Finding. Last year we introduced new search technology that makes it faster and easier to find just what you’re looking for on eBay. In a nutshell, it looks at a multitude of details in listings to deliver more of the results you want. It makes it easy to browse and narrow your selection, and lets you choose how you want to see the results. With the new auto-complete feature it even "anticipates" what you're typing in the search box. Get a closer look and some great tips for searching.

The response from the Community to the new finding has been great—today the vast majority of eBay buyers and sellers are using it. Some of you have sent great ideas for making it even better. We've incorporated a lot of these suggestions already and in the coming months we’ll be introducing more new features and enhancements to make it even faster and easier.

Sellers: Use product details!
For sellers, we’re continuing to expand opportunities to use product details in listings. Be sure to use them--it's one of the best ways to boost your exposure in the new search.

Retiring the older technology
Until now, buyers and sellers have been able to choose not to use the new search engine. With more than 90% of you now on board, we’ll be retiring the older technology in April of 2009. If you are one of the few who’s opted out, you’ll see some reminder messages during your searches.

    ***Changes to Pre-filled Item Information ***

    Hi Everyone,

    This is Mike Maffeo from the Seller Team. I'm here to tell you about some changes to the listing process for categories that offer pre-filled item information.

    When you list an item in these categories, eBay can automatically fill in product details and even add a stock photo. Taking advantage of this feature is a best practice because it saves you time, makes it easier for you to list an item, and increases your exposure to buyers who are using standard search engines or online shopping comparison sites to find specific products on eBay.     There are two changes that will affect listings in all categories that offer the option of pre-filled item information:
    1) The term "pre-filled item information" is changing to "product details".
    2) If you use Bulk Revise to edit multiple listings at one time, you can now add product details to your listings automatically in these categories.

    A few additional changes apply only to listings in the Blenders, DVD Players, and Vacuums categories: eBay is making it easier to add product details when you relist an item. During the relisting process, you will be taken to the “find your product page” where you can add product details if your original listing did not use them. This change also applies to when you relist more than one listing at a time with Selling Manager. You always have the ability to skip this step and continue on with the relist process without adding product details.

    When you relist items that do not have product details in the Vacuums and DVD Players categories, eBay will occasionally recommend products that match the information in your listing. You can reject or accept the eBay recommendation and continue with relisting.

    These changes are part of eBay’s ongoing effort to make it easier for you to list your items – and for buyers to find them.

    Hello everyone...I’d like to share some news regarding fee changes for eBay-hosted pictures that we’re making in the Collectibles, Art, Antiques and Pottery & Glass categories. The first eBay-hosted picture in an item is already free.

    Effective February 18, 2009, we are making all additional pictures, Picture Pack and Gallery Plus FREE for listings in all four categories on the US site (www.ebay.com). This includes all formats and all durations.

    eBay is committed to providing a great experience to its users. Buyers in these categories have asked for more photos to help them decide which items to compare and which item to purchase. We believe that more free photos will allow sellers to provide buyers the visual details they need to make these decisions, lower buyer questions, and increase seller sales.

    By the way, we're also working on improving the visual shopping experience for buyers with new ways to browse and view multiple, large pictures, which should further increase the benefits of free pictures for both sellers and buyers.     • Enhanced Control Over Your Experience. Sort from newest to oldest, change the number of threads appearing on a board hub page, or automatically “quote” an earlier post.  The upgrade provides more ways you can tailor your experience, so that you get what you need fast.

    US Discussion Boards Unavailable from 4 p.m. to Midnight PT on Tuesday, February 3rd
    In order to add these new upgrades, eBay Discussion Boards will be taken offline on Tuesday, Feb. 3rd from approximately 4 p.m. Pacific time to midnight. Once we’re back online, I hope you’ll go in and check out all the new features.

    Hello everyone...Using up to date anti-virus software AND keeping your system up to date is the best way to protect your computers against exploits and viruses.
    An internet worm is currently infecting unprotected PC's. In October of last year, Microsoft released a critical patch to protect against this worm. Once a computer is infected with this worm, it could steal your usernames and passwords, or alter your browsing experience in dangerous ways.

    The best way to keep safe from vulnerabilities is to keep your system up-to-date with the latest security patches. Microsoft provides an automatic update feature for Windows we recommend you enable. You can also run a one-time scan to ensure you have the latest security patches by going to the Microsoft Update page.

    In addition to activating auto-update on Windows and other systems, we recommend:

    * Having a recent version of anti-virus, firewall, and anti-spyware software with up-to-date signatures
    * Heeding all security warnings - never run un-trusted software or click on unexpected attachments.

    We are also aware some users are experiencing issues with the load time of My eBay and we're working to correct this.

    We'd like to remind our members to make sure your shipping costs reflect the new carrier rates announced in January by USPS® and UPS. The new rates are now in effect, and we have updated the rates in the shipping calculator and PayPal Shipping Labels.

    Also, new from USPS: a smaller Priority Mail flat-rate box for the same rate as a flat-rate envelope. The new box will be available in listing flows starting in late January.

With this in mind, we’re excited to let you know about our launch of a new eBay Stores Experience.  Improvements include new storefront templates and enhancements to Stores search results. These changes will improve the look of your Store, while enhancing your customers’ shopping experience.

    New Store templates: Sharp, professional designs and merchandising features to help you attract and retain more buyers.

    Enhanced search results:

    • Searches within your Store will include titles, categories, item specifics, and even similar keywords for more relevant results.
    • Shoppers will enjoy a more consistent, streamlined buying experience throughout the eBay site.

    Any time between now and the end of March 2009, you can preview how your Store will look in the new eBay Stores Experience.  If you like what you see, you can opt in to the new experience right away.  After March, all Stores will be automatically upgraded.

    Note to Store Sellers:  We strongly encourage you to preview your eBay Store soon, especially if it is heavily customized.  We’ve worked hard to ensure that most eBay Stores will upgrade seamlessly, with little or no modifications required by sellers.  Some heavily-customized Stores may require more manual modifications, however.     Hello everyone…We hope you enjoyed the holidays.  My team and I are looking forward to kicking things off in 2009. I’d like to provide you with a few important selling-related updates and reminders you should be aware of as you prepare your listings for the new year.

    Update to Feedback Removal Policy – Customs Fees
    Many of our cross-border sellers have asked for help when they receive a negative/neutral Feedback rating because they wouldn’t mark an item as “gift” in order to sidestep customs fees. eBay will now remove Feedback if a) the listing meets the Customs Requirements below and b) the seller receives a negative or neutral Feedback comment which references customs delays or customs fees.

    The following text, or very similar wording, must be included in the listing and be:

    • In the format below
    • In a font size no smaller than the majority of the other text in the item description
    • Prominently displayed (in the upper half of the description, free-standing, etc.)

    International Buyers – Please Note:

    • Import duties, taxes and charges are not included in the item price or shipping charges. These charges are the buyer’s responsibility.
    • Please check with your country’s customs office to determine what these additional costs will be prior to bidding/buying.”

    In addition, sellers may wish to include additional helpful statements for their buyers, such as:

    • “These charges are normally collected by the delivering freight (shipping) company or when you pick the item up – do not confuse them for additional shipping charges.”
    • “We do not mark merchandise values below value or mark items as ‘gifts’ - US and International government regulations prohibit such behavior.”

    New Approved Payment Methods -- Moneybookers and Paymate  
    In February, we’ll be adding two new electronic payment methods to the permitted payments list in the Accepted Payments Policy: Moneybookers and Paymate. These are established payment methods that increase the safe choices available to our buyers and sellers, which currently include PayPal, credit and debit card payment to a seller’s merchant account, Propay or Pay on Pick-up. To learn more about these new payment methods, visit www.moneybookers.com/partners/us/ebay and www.paymate.com/eBay.  Please note, Propay also plans to open up its payment service to all levels of Powersellers starting January 22.  For more information about Propay, go to www.Propay.com/eBay

    Better integration for Internet Merchant Accounts
    For sellers who currently accept payments to an Internet merchant account, we‘re improving the checkout experience to make payments more convenient and secure for you and your buyers.  Buyers will be able to pay sellers directly to their Internet merchant account by entering their credit card information in eBay’s secure checkout instead of sending information via phone or email. You will need to sign up for a Payflow Gateway account in March to connect your Internet merchant account to eBay.  This service will be available to sellers with an Internet merchant account at no additional cost. For more details on these changes and how to take advantage of this new service, please read our Frequently Asked Questions.
     

    Seller Checklist – Listing update reminders
    Finally, be sure to review our Seller Checklist  at www.ebay.com/checklists for details on these important updates you’ll want to make to your listings:

    1) Book, Music, DVDs & Movies and Video Game listings with shipping charges over the maximums in the item descriptions should now be removed.
    2) References to checks and/or money orders, or any other payment method not permitted on eBay.com, should be removed from item descriptions by January 15. 
    3) If you are shipping globally, add customs “disclaimer” text to your description to protect your Feedback.
    4) A return policy and handling time must be specified in your listings by mid-March.

    The U.S. Consumer Product Safety Commission (CPSC) recently issued a recall for the following items:

    • Regal Lager recalls Phil & Teds strollers due to fall hazard
    • Xtreme Toy Zone recalls toy dinosaurs due to violation of the Lead Paint Standard
    • Evenflo recalls Majestic High Chairs due to fall/choking hazard
    • Aloha 808 Trading recalls Children's Jewelry due to violation of the Lead Paint Standard

    eBay takes recalled items very seriously, and we work closely with the Consumer Product Safety Commission on these issues.     Hi everyone – this is Brian Burke with eBay's Policy team. Effective January 1, 2009 we will no longer permit the sale of ivory on the site with two exceptions:

          • Pianos with ivory keys will be permitted
          • Wood furniture with ivory inlays will be permitted as long as the item was created before 1900.

    The best way to keep safe from vulnerabilities is to keep your system up-to-date with the latest security patches. Microsoft provides an automatic update feature for Windows that we recommend you enable. You can also run a one-time scan to ensure you have the latest security patches by going to the Microsoft Update page.

    In addition to activating auto-update on Windows and other systems, we recommend:

    • Having a recent version of anti-virus, firewall, and anti-spyware software with up-to-date signatures
    • Heeding all security warnings – never run un-trusted software or click on unexpected attachments.
