***Important Shipping Update: USPS Rate Change Monday, May 12 2008***

Hello...As many folks know, United States Postal Service Shipping Prices and Fees will be changing Monday, May 12. More details about the new rates are available from USPS here.

A few of the key changes are highlighted below. But first, here's how eBay's shipping solutions are affected:

  • Flat rate shipping
    Sellers using flat rate shipping should review any listings they expect to ship after the new prices are in effect and make any necessary changes to the shipping cost. You can edit your listings with bulk tools available from My eBay, Selling Manager, Selling Manager Pro, Turbo Lister, and eBay Stores. (For more information on editing items, please read Changing Your Listing and How Can I Revise My Listing in our Help system.)

  • Calculated shipping
    For listings that use the eBay Shipping Calculator, prices will automatically be updated on Friday, May 9 around midnight Pacific Time. As a result, listings with calculated shipping that are paid for via Checkout after Friday, May 9 will have the new price applied. This timing recognizes that items paid for after Friday are not likely to be shipped on or before Monday, given it can take a few days for payments to clear. For more information on Calculated Shipping, visit our Frequently Asked Questions.

    The new prices will also be reflected in the Research Rates calculator starting Friday night.

  • PayPal Label Printing Solution
    New prices will be available in the PayPal Label Printing Solution after 9 pm Pacific Time on Sunday, May 11. Sellers are reminded that through Sunday evening they can print labels at the old prices for shipments to be posted on Monday, May 12.

  • New discounts in PayPal Label Printing
    Once the new prices are in effect, new Commercial Base Price reductions will be available in the PayPal Label Solution for Priority Mail and Express Mail. For Priority Mail, commercial base prices will be 1 to 11% lower than retail prices and are based on zone and weight, and 2.2% on average lower than today's Priority Mail prices. For Express Mail, the commercial base prices are 3% lower than the retail prices.

    The existing 5% and 8% discounts on Priority Mail International and Express Mail International will continue.

    If you are not already benefiting from the savings and convenience of PayPal Label Printing, there’s never been a better time to start!

Below are a few highlights of changes that impact some of the most common USPS services:

  • Rates for Parcel Post, First Class Mail, Priority Mail and insurance are increasing slightly.

  • The standard Priority Mail Flat Rate Box is increasing to $9.80 ($9.30 in the label printing solution) regardless of weight or destination. International prices for this service are increasing.

  • The new Large Priority Mail Flat Rate Box will remain at $12.95 regardless of weight to domestic addresses.

  • Express Mail is moving to zone-based pricing, in addition to weight. Close zones may experience a decrease in pricing, while further zones will experience an increase.

  • First Class International is moving to shape-based pricing.

Sellers who ship with USPS should take time to familiarize themselves with the USPS rate changes announced and review their listings as appropriate.

While this rate change is less significant than the one last year, we realize that any changes to shipping can cause added work for our sellers. With this in mind, we're doing what we can to help sellers make a smooth transition.

***New Changes Coming to My eBay Beta***

Hi...This is Renée from eBay’s Product Management team. I want to thank everyone who has tried out the New My eBay since last August. We launched in Beta so members could try it out and give us feedback, and we really appreciate all the input you've sent us over the last few months. I'm here to tell you about another round of improvements, which are a direct result of your feedback, that will be coming in the next few days:

        • We're going back to "grouping" items. We're bringing an idea from the "classic" version of My eBay into the beta version. Items on overview pages such as Summary and All Buying will be grouped into traditional sections of Watching, Bidding, Won, etc., instead of being lumped together and sorted by Time.

        • Your favorite pages are returning. The Summary page will replace My eBay Today, and the All Selling page makes a comeback.

        • It's easier to scan items. We've made some cosmetic changes to make it easier to quickly scan the status of your items. You can also sort by column if you'd like.

        • More pictures. We're now showing pictures for every item across all sections, including Won and Selling.

        • No more horizontal scrolling. We've changed the setup of the page so that those of you with your monitor resolution at 1024 x 768 won’t have to horizontally scroll any longer.

As you can see by the list above, the differences between the current beta and the upcoming release are visually very different. Please - keep using the "Send Comments" link within the Beta to share your feedback!

Because this is a big change, it'll take some time to roll it out across the site. It's possible some of you may see the new and older versions of the Beta interchangeably until it's fully rolled out.

Our upcoming test
I'd also like to let you know about a test we'll be running. In the next several weeks, we're going to opt a small number of members into the new My eBay. At the same time, another small number of members won't be given access to it.

By creating these two groups, we can compare what's working well and what isn't between the current version of My eBay and the Beta version. If you're already using the Beta, don't worry – you won't be part of this test, and you will be able to keep it using it as normal.

***Join the eBay Foundation Community Gives Campaign!***

Hi everyone... This is Bill Barmeier, Vice President of eBay's Global Citizenship team. In addition to my role as VP, I serve as the board chair of eBay Foundation, the primary vehicle through which eBay makes charitable contributions to help local communities. While the Foundation has traditionally supported charities on its own, I'm very pleased to announce today the launch of the eBay Foundation "Community Gives" campaign, which offers you, our Community, a way to participate in our giving efforts.

The Community Gives campaign helps create good in the world by inspiring people to contribute together to causes that matter. To this end, the eBay Foundation is donating $1 million to three worthy nonprofit organizations – to be split equally among them – and is asking the eBay Community to join in. For each Community member who contributes to one of the nonprofits during the campaign, the Foundation will donate an additional dollar, up to $100,000. Imagine what we can do when we all give together!

In deciding which nonprofit organizations to support in the campaign, eBay Foundation worked with active Community members in eBay's Voices of the Community program to set appropriate selection criteria. After identifying a number of nonprofits that met the criteria deemed most important by our Community members, the Foundation evaluated them further, reviewing their history and accomplishments, their fiscal responsibility and strength, their impact on the causes they address, and their rankings based on public charity standards.

From this review, eBay Foundation selected the three nonprofit organizations to be supported in the Community Gives campaign -- First Book, Best Friends Animal Society and Oxfam. The Foundation then worked with these nonprofits to identify specific projects to fund, as this ensures that our dollars will truly make a tangible difference. Through these projects, we will help:

  • First Book provide new books so that hundreds of thousands of low-income children can discover the magic of reading,
  • Best Friends Animal Society build a puppy care center so that hundreds of abused and injured puppies can have a chance to find loving permanent homes, and
  • Oxfam supply access to clean, safe water to alleviate poverty for tens of thousands of people in Ethiopia and Zambia.

Donate today; eBay and PayPal fees waived!

***A Message from Rob Chesney - 3 Millionth Vehicle Sold on eBay Motors!***

Hi everyone...this is Rob Chesney, VP of eBay Motors. A passenger vehicle sells every 56 seconds on eBay Motors so it's no surprise that we're celebrating a major milestone. We just announced that the 3 millionth vehicle was sold on eBay Motors! The landmark vehicle is a 2002 Ford F-250 pickup purchased by Patricia Weidler of Otego, NY, which will be used to help her husband Dan start his own construction business. The couple bought the car from David Pelis of Pelis Auto Sales in Northampton, Mass., who has been selling on eBay Motors since April of 2000. As part of our celebration of this momentous occasion, we've reimbursed the Weidlers' for the cost of the pickup, and have also included $3,000 in parts and accessories.

Hi everyone...As of December 31, 2008, eBay will no longer offer eBay Live Auctions. As we work to improve the buying and selling experiences which you've heard our leaders talk about – including significant investments in Trust & Safety and customer support – we need to make sure our resources are aligned with our priorities. In the case of Live Auctions, maintaining and improving this platform falls outside our immediate focus, and will, therefore, be retired at the end of the year.

Many members may not be aware of Live Auctions – these are differentiated listings linked to physical or virtual auction houses, and moderated by a live auctioneer. Furthermore, these listings are not subject to a specific end time; Live Auctions conclude when there are no further bids.

Before I continue, let's be clear: eBay will continue to offer auction-style listings which constitute the majority of items on eBay.com.

Over the years, eBay partnered with a very small number of service providers who in turn worked directly with the live auction houses to supply merchandise and auctioneers for eBay Live Auctions. In addition, several hundred sellers list their items directly using the Live Auction format.

This announcement will represent a significant change for the small number of partners, buyers, and sellers involved with Live Auctions, which is why we're giving eight months notice. We've been in touch with each of our service provider partners, and between now and the end of this year, we'll continue to work with our Live Auction partners and sellers to ensure a smooth and seamless termination of this aspect of our business.

Hello…I’m John Canfield, Senior Director for Trust & Safety policy management. My team specializes in working to keep the site safe and protected against fraud. Much of the company’s work around safety happens behind the scenes, but some of our efforts are also public-facing. Masking and protecting our Community’s identities on all bidder IDs on auction-style listings, the PayPal Security Key, our work with Yahoo and other domains to block email from unauthenticated addresses, and encouraging safer payments – each of these address a particular aspect of security and is making a dramatic difference in the overall security and safety of the marketplace and consumers’ confidence in shopping online. Our technologies – those that exist today, as well as those that we are designing for tomorrow – are helping to make the internet safer every day.

I’d like to tell you about a new safety initiative that launches on April 14th.

Trusted Selling with Identity Confirmation
One of the ways criminals attempt to defraud people on eBay is by gaining access to member accounts with well-established reputations which they then use to set up listings in that person’s name. They gain this access often through a phishing email that convinces an unsuspecting member to click a link and enter their User ID and password.

To protect the Community against this type of fraud, beginning today, eBay will start noting which computers members typically use to conduct their buying and selling activity. After our data collection phase, sometime in June eBay will begin verifying our sellers when they list an item to ensure they are logging in from the same machines they have successfully used previously – usually a home or business computer.

If you are a seller, and you attempt to list an item from a different computer – for example, from a PC you are borrowing in a hotel or library – eBay will make an automated call to the phone number you have registered with us to confirm it is really you. We may also prompt you to verify your identity in other ways.

Initially, this identity confirmation process will only be applied to selling, although we may be extending this to other high-visibility activity in the future.

Sellers, please update your registered phone numbers
Now more than ever, having a current phone number on file with eBay is vital to the safety of the Community and to your business. A wrong or outdated phone number may delay your ability to list items or respond to your customers, if eBay cannot verify your identity.

Have a cell phone? Registering it could save you time and money
If you carry a mobile phone, we encourage you to add this number as a secondary phone number in your registration details, so that we can reach you when you are away from your business or residence where you normally use your trusted computer. Your secondary number will not be shared with other members and will be treated in accordance with our Privacy Policy.

What’s New
The eBay Partner Network will be run owned and operated by eBay, instead of using a third-party provider to handle logistics and payouts. What if I’m already an affiliate?

  • Plush insect toys due to a choking hazard.

BOOKS
Following a new sitewide policy, we've removed the categories for Magazine Subscriptions.

BUSINESS & INDUSTRIAL
Look for improved groupings, including new high-level sections for the Fuel & Energy and Retail & Services industries. We're also creating three separate sections for Packing & Shipping, Printing & Graphic Arts, and Office.

CELL PHONES & PDAs
Many categories are being removed to eliminate redundancy between categories and Item Specifics. If you sell in this area, please look over the changes by following the link above and take advantage of Item Specifics on your listings.

COINS & PAPER MONEY
We're updating year categories for US State Quarters and Presidential Dollar coins.

CONSUMER ELECTRONICS
We're moving the DJ Gear and Stage Lighting section into Consumer Electronics. These categories were previously located under Musical Instruments.

HEALTH & BEAUTY
We're making extensive changes, including the removal of many categories that sort inventory by brand name.

HOME & GARDEN
The category structure will present a cleaner look with these new high-level groupings: Inside the Home, Tools & Home Improvement, Yard, Garden & Outdoor Living, Pet Supplies, and Wedding & Party Supplies.

MUSICAL INSTRUMENTS
We're adding more instrument categories, improving groupings, and removing brand categories.

SPORTING GOODS
We're adding a category for Climbing Holds under Climbing & Caving, and Disc Golf is moving to Outdoor Sports. In the Equestrian section, look for new Jewelry & Accessories categories in both the English and Western styles.

SPORTS MEM, CARDS & FAN SHOP
We're updating year categories in Cards.

TOYS & HOBBIES
Look for a new Pokemon TFG category in Miniatures, War Games. Control Line & Freeflight will be a high-level category under the newly-renamed Radio Control & Control Line section.

Earlier this month, we made Best Match the default sort order on the site (see Jamie Iannone's original announcement below for more details). In the next few days we will be making an update to our backend technology. After we make this update, some buyers who have used the "Customize Display" link on search results to change their default sort order may find that it's been changed back to Best Match.

To change your sort order (such as to "Time: Ending Soonest"), simply use the Sort By drop-down menu at the top of the search results, or use the "Customize Display" link to create a new permanent default.

We expect this to be a one-time update, and apologize for the inconvenience.

Hello everyone...This is Jamie Iannone, VP of Buyer Experience on eBay. As most buyers and sellers know, eBay's Best Match sort option is an important Finding innovation that helps buyers find relevant items quickly and easily. Best Match has been a sort option on eBay.com for over a year, and it has been the default sort in other international markets, such as France and Germany.

Since its launch, our data show that Best Match has a better buyer conversion than any of our other sort methods. As our executives announced during the eCommerce Forum in January, starting this week Best Match will be the default sort method site-wide.

I'd like to give you more details about Best Match and the recent improvements we’ve made to it.

How Best Match works
Best Match sorts the listings you see based on a concept called "relevance." A particular listing's relevance is based, in part, on past successful buyer behavior for similar items. Essentially, buyers 'vote' on relevance every time they search and buy an item, because these activities provide valuable input into the relevance system.

In other words, if buyers running a particular search often end up viewing, bidding on, or buying a certain type of item more often, this will be factored into our relevance calculations. These types of items might then display higher on the page in subsequent searches.

Customizing your default sort order
Please note that if you prefer to use a different sort order (such as "Time: Ending Soonest"), you are welcome to change it by using the Sort By drop-down menu at the top of the search results, or by using the "Customize Display" to create a new permanent default.

If you have customized your sort order previously using the "Customize Display" link (found to the right of the Sort By drop-down), you will need to reset your preferences after this change goes into effect. We apologize for this inconvenience.

Adding Seller Performance factors to Best Match
In addition to sorting based on relevance, Best Match will also sort based on sellers who provide great buying experiences and the small percentage of sellers that don't. Making greater use of Detailed Seller Ratings and sellers' overall rate of buyer dissatisfaction enables us to reward great sellers on the site with increased listing exposure, and reduce negative buying experiences from sellers with high rates of buyer dissatisfaction.

This is part of the new seller rewards and standards that were announced in January.

Effective now: Reducing bad buying experiences with Best Match
When Best Match is made the new default this week, sellers with buyer dissatisfaction rates greater than 5% in the last 30 days will experience decreased exposure for their listings in search results. This affects only a small percentage of all sellers and listings, but will make a big difference for our buyers.

In addition, to reduce the negative impact of excessive Shipping & Handling on the buying experience, sellers with the lowest Detailed Seller Ratings for Shipping & Handling Charges will also see a decrease in the exposure that their listings receive in search results.

Coming soon: More Exposure for Great sellers
In several weeks, sellers with Detailed Seller Ratings of 4.6 and above within the last 30 days will get higher visibility on average in search results than sellers who have lower rates of customer satisfaction.

In summary
With Best Match as the new default for search and browse, buyers will find the items they are looking for more quickly and easily. Adding Seller Performance and Excessive Shipping factors to Best Match increases the probability that they will have a positive experience during the transaction – combined, these two benefits of Best Match greatly improve the overall buying experience.

Remember, too, that only a very small percentage of sellers will experience a decrease in the exposure of their listings. The end result will be a benefit to the whole Community, including both our good sellers and our buyers.

The U.S. Consumer Product Safety Commission (CPSC) recently issued a recall for the following items:

  • Imaginarium multi-sided activity centers and jungle activity centers due to a choking hazard.

  • Children's sunglasses due to a lead paint hazard.

  • Boys' hooded sweatshirts due to a strangulation hazard.

  • Hooded youth sweatshirts and jackets due to a strangulation hazard.

eBay takes recalled items very seriously, and we work closely with the Consumer Product Safety Commission on these issues. We encourage buyers and sellers to visit http://www.cpsc.gov (see the Recent Recalls section) for more details about the products and model numbers included in this recall. ***Now Available -- Automation Rules in Selling Manager***

Hi everyone...this is Gui Bastos from eBay's Selling Tools team. For some time now, Selling Manager Pro subscribers have been taking advantage of automation rules to efficiently manage their listing activities. These let you set up certain tasks to happen automatically.

I'm happy to announce that we've now added two automation rules to Selling Manager as well. You can set these automation rules in Selling Manager to:

        • Relist an item once if doesn't sell
        • Relist an item continuously until it sells

To assign an automation rule to an active listing, simply go to the Active Listing view in Selling Manager, select the items for which you want to set an automation rule, and then click "Assign Automation Rule."
