***Message from Matt Halprin – New Listing Restrictions on Gun Parts***

Hello everyone…In mid-August, we will be updating our Firearms, Weapons and Knives Policy to place more restrictions around gun-related items. Once these changes take effect, we will prohibit listings of any firearm part that is required for the firing of a gun. This includes items like bullet tips, brass casings and shells, barrels, slides, cylinders, magazines, firing pins, trigger assemblies, etc. Please read the Firearms, Weapons and Knives Policy for more details on our current policy.

As you may know, eBay does not allow the listing of any items which are regulated by individual states or the federal government; however, there are still a large number of firearm-related parts that are legal and are widely available in retail stores. These items have also historically been allowed on eBay.

After learning that some items purchased on eBay may have been used in the tragedy at Virginia Tech in April 2007, we felt that revisiting our policies was not only necessary, but the right thing to do. After much consideration, the Trust & Safety policy team – along with our executive leaders at eBay Inc. – have made the decision to further restrict more of these items than federal and state regulations require.

This new update continues to encourage safety among our community members and brings our policies in the U.S. and Canada in closer alignment with our existing policies in other markets around the globe.

***From the Global Law Enforcement Team - Read Our Latest Success Stories on eBay's Police Blotter***

Hi everyone... I'm Mike Rou, Senior Manager for eBay's Global Law Enforcement Operations, and I’m back to give you another update on some of the criminal cases we've helped law enforcement successfully apprehend and convict. My team works with law enforcement agencies around the world to pursue, apprehend, and prosecute online criminals.

Here are some interesting facts for April – June 2007:

        • Our casework during April, May and June led to the arrest of 97 criminals located throughout the US and Europe.
        • These suspects are suspected of committing over $1.2 million in crimes, both online and off.
        • In May, we saw the conviction of a career criminal who received a sentence of 32 years for selling stolen items online.

Visit our Police Blotter for new stories
Here are some recent cases my team was instrumental in helping solve, leading to the convictions of the criminals:

  • Ezra Dweck and EMH Group agreed to pay $475,000 in restitution and penalties for allegedly bidding on their own auctions to drive up the price. According to the New York Attorney General's office, employees of EMH Group placed more than 232,000 bids worth some $US5 million over about a one-year period. eBay Investigators brought the case to the attention of the attorney general's office and helped in the investigation over several months.
  • Cooperation between Boise Police Detectives, retailers, and eBay resulted in search warrants, arrests, and the recovery of $20,000 in stolen property. Suspects Robert Baltezore and Charleen Souci had allegedly been shoplifting from numerous retail stores to then re-sell the items on eBay at discounted prices. Crime Prevention specialists, detectives, retailers, and eBay worked together to identify the suspects. Charges filed were conspiracy to commit burglary and grand theft.

You'll find similar stories by going to our Police Blotter, which you can find on eBay's Security & Resolution Center. We can only release the details of a case once law enforcement makes an arrest, so these stories, which are updated every six weeks or so, are just a sample of the many cases we are involved in. Finally, I'll put in my quarterly safety plug! Like Mom always said, "An ounce of prevention is worth a pound of cure." The best way to fight fraud is to be a smart, safe internet user, not only on eBay, but also while using other websites, email, or any part of the internet. eBay and PayPal are committed to helping you with the right tools and education.

Here are some exciting new safety resources from PayPal and eBay that we hope you'll use:

  • PayPal's Phishing Challenge – Test your knowledge by taking the Fight Phishing Challenge! Learn what to look for and how to avoid a scam.
  • PayPal's Security Key – Announced at eBay Live! in Boston, this security token adds an extra layer of security that helps to protect you when you sign in to your PayPal and eBay accounts. Find out more in our Security Key Overview.
  • eBay's Marketplace Safety Tips – Read our tips for staying safe online with updated information on phishing, safe payments and more.

One more thing – recently the San Jose Mercury News, a leading local newspaper, ran a story on busting an internet fraud ring in the San Francisco Bay Area. We worked closely with the police to crack the case. You can watch a video of us talking about it on this Chatter Blog story.

***Making it Easier to Watch Items in My eBay***

Hi everyone, I'm Subha Shetty with eBay's Buyer Experience team, with some good news for buyers who watch items in My eBay.

Currently, here's how it works. Let's say you're searching for an item and, on the search results page, you see a few items that look interesting. You click on one of them to read the complete description. It does look interesting, so you decide to watch it in My eBay by clicking the "Watch this item" link on the item page. The page refreshes to display a message saying that you're watching it in My eBay. Now, if you want to go back to the search results page to find more items to watch, you have to click your browser's Back button twice – once to go back to the original item page, and once more to get to your search results. Many buyers have said they'd like to return to search results faster, so we're changing how this works.

In the next few days, when you click the "Watch this item" link on an item page, instead of the entire page refreshing, it will quickly change to display a confirmation that you're watching the item in My eBay. And after that, you can get back to the search results page with only one click on your browser's Back button. Result? You get a faster confirmation that you're watching an item, and no additional clicks to return to your search results.

Note: the "Back to list of items" link at the top left of the item page will continue to work as before – it's an alternate way of getting back to the search results without using the browser Back button.

We originally planned to add our new features and changes last week. However, we found some issues with a few of the new tools that we are working to correct before making the switch to the new platform. In the meantime, the current eBay Groups platform is still available. We're now hoping to have the new eBay Groups platform ready to go in the next week or so.

As I mentioned in my last post, we'll need to take eBay Groups offline to put in the new upgrades. I'll be back with another update when we have the exact date and time. The date and time will also be available on your Group's homepage once we have it.

Hi everyone...For almost four years, thousands of members have made lasting friendships and business connections through eBay Groups. Whether you're a buyer looking for other Superman collectors to share your interests with, or an eBay seller in Seattle wanting to network with other locals in the Pacific Northwest, eBay Groups can help.

New features and options coming soon
And now eBay Groups will be getting a facelift! We're adding a number of new features and options that let you personalize your Groups and make it easier for you to connect with others. Many of these changes come at the request of our Group members themselves, so I'm pleased to give you the rundown on a few key highlights:

  • New Personalization and Design Options. We've added personalized touches everywhere. You'll see more information about the Groups relevant to you on the Groups Hub page, and you can customize your own profile with avatars and signature files. In addition, you'll have more choices for the color (or "skin") of your Group, and you can even create your own individual Group icon.

  • Easier Communication through Email and Skype. The ability to email individual members within your Group gets much easier -- simply click on their avatar and choose the "mail" option from the drop-down menu. You can also create an address book of members you write to frequently so you can send a note to several of them at once. What's more, Skype will be integrated into Groups so you can contact others by phone, or through the instant messaging client.

  • Enhanced Search. Each Group will be able to specify five "tags" – essentially keywords that describe what your Group is all about. Prospective members can search terms that match these tags to help them find relevant Groups more easily.

  • New Features for Group Leaders. Group Leaders will be able to add multiple discussion boards to their Group, plus feature specific members, posts, and photos on their Group's home page. You may also choose to open your Group as read-only to non-members to give them a feel for your community's personality (non-members will have to join to actually participate). Finally, you'll have the option of receiving an alert email whenever a member leaves your Group.

eBay Groups Unavailable from 7 a.m. PT to 3 p.m PT on June 27
In order to add these new upgrades, eBay Groups will be taken offline from approximately 7 a.m. Pacific time to 3 p.m. on Wednesday, June 27. Once they are back online, I hope you'll go in and check out all the new features. Enjoy!

***News from Rob Chesney: An Update on eBay Motors***

Hi everyone – I'm back with an update on our redesigned eBay Motors site. Based on our analysis of how buyers are shopping for vehicles in the ever-evolving online world, our aim is to provide buyers with a one-stop shop where they can easily research, find and buy a vehicle, as well as parts and accessories, all in one place. We revamped much of the site, starting right at the beginning with a new homepage design. Other major innovations included new ways to find relevant listings, much tighter integration of top-notch research, and more information to help buyers make a purchasing decision. To see a walk-through of these changes, see our tutorial.

To make sure that these enhancements didn't disrupt the eBay Motors marketplace, we began slowly testing them earlier this year. Only a small number of randomly-selected visitors were opted into the new experience, and we gathered their feedback.

Thank you for your feedback
We received a ton of incredibly valuable feedback during this initial testing phase. Through email and survey responses, along with comments on the eBay Motors discussion board, participants in the test group let us know what they liked and what they didn't. For example, buyers really appreciated the watch this item option in listings, as well as the new research content. On the other hand, many buyers made some great suggestions that we think will make the searching process more straightforward. Though we originally planned to fully launch the site this spring, we decided that it was important to incorporate the initial feedback we received into another round of testing first.

Entering the second phase of testing
Now, we're ready to end our first phase of testing and begin our second round. What this means is that everyone currently seeing the new eBay Motors site will start to see the original version again beginning next week. If you were part of our original test and have any last questions and feedback to share, please send it to us at motorspreview@ebay.com.

Next, a small percentage of newly randomly-selected buyers will again see the new eBay Motors site, including all the changes we made during the first phase. This time, however, each buyer will see one of three slightly different versions of the site we want to test. We expect this testing to last for several weeks and, as always, we will keep you up-to-date on our progress.

As before, sellers don't need to make any changes on their end – we're testing improvements to the buying experience without changing anything for sellers. We will also be watching these tests very carefully and will be able to make immediate changes if necessary.

***Simplifying the PayPal Promotional Financing Program***

Hi everyone...I'm Jen Wehrmaker. Over three years ago, we introduced PayPal Promotional Financing, a program that makes PayPal purchases more affordable by offering buyers the option of low monthly payments.

Financing makes it more likely higher-priced listings will close successfully. While shoppers get more spending power, sellers, of course, still get the full payment up front. (The monthly payments are made to the credit issuer, GE Money, not the seller).

What's changing
We’re going to simplify the program. Starting the week of July 9th the more popular standard buyer financing offer will automatically appear - free of charge - on listings that are currently selling for $50 or more and are from U.S.-based sellers who qualify for PayPal Buyer Protection.

Other financing options will be removed from the site, and sellers will no longer be able to select them during the listing process.

What sellers need to know
If you currently offer one of the more advanced financing offers (such as "6 months deferred interest for total purchases over $199") to your buyers on your listings, they will be automatically removed in the next few days – no work is required on your part. Whereas our standard option has shown a positive effect on sales, these options have had very low adoption by buyers.

Just in case you have a buyer who won an item that offered these other financing options, he or she will still be able to take advantage of them during the checkout process until August 6th, even if the offer is no longer displayed on the item page.

These changes are designed to celebrate what makes eBay a unique destination and to bring out the joy of winning. For example, Bill mentioned that right now we're testing a number of variations of the eBay.com home page to make it more useful and inviting. Or maybe you've seen how my colleague Blair has blogged about how we're making My eBay even better. And Jeff King recently told you about some important Finding tests going on, as well as the Playground, an area where you can go kick the tires on some of our new designs yourself.

(By the way, if you log in and suddenly see a new experience, don't adjust your screen. This means you are part of a test, and the particular test you're in will likely be over in a couple weeks. The data we collect from your use of the new design shows us how you interact with the page, which is extremely helpful for us – it shows us where to go from there!)
