***Shipping Message: What eBay Is Doing to Prepare for the USPS Rate and Service Changes on May 14, 2007***

Hi everyone. This is Kristina Klausen with eBay's Shipping team. As many of you know, the U.S. Postal Service has announced changes to their rates and services that will take effect on May 14. If you plan on selling in May, I encourage you to learn about the changes and make any necessary adjustments to your listings to make the transition as smooth as possible for you and your potential buyers. You can learn more at the eBay Shipping Center, our eBay FAQ on the subject and the USPS Web site.

Some of the USPS changes that may impact you include:

Domestic Shipments

  1. USPS rates are changing for items shipped within the U.S.
  2. USPS Priority Mail dimensional weight rates will now apply for certain large packages shipped to select zones within the U.S.
  3. First Class Mail rates are changing based on package type (envelope, package, etc.).

International Shipments

  1. As part of a rebranding effort, some services for shipments outside the U.S. are being removed, and others are being added.
  2. International Flat Rate Boxes are being introduced, with flat rate pricing to Canada, Mexico, and other countries.

What We're Doing To Help
Shipping is a crucial element of any eBay transaction, and we're working hard to make this rate change transition as smooth as possible for both sellers and buyers. Here are some of the resources we'll have available for you in early May:

  • Rate Change Information in the Shipping Center - To help sellers determine what USPS changes may impact them and what their options are, we're updating the eBay Shipping Center. You'll find detailed information about how the rate change may impact you and how you can prepare. This will be a great resource for you to use to adjust the shipping services you offer, if necessary.

  • Updated "Research Rates" Tool in the Sell Your Item form - You'll be able to research the new rates and services during the listing process in the new Sell Your Item form. Starting in early May, you'll be able to click on the "See new rates" link in the Research Rates tool to see the future rate for that service.

  • Bulk editing for current listings - To save you time, we're enhancing the Mass Listing Editor so you can edit shipping details on listings that are eligible to be revised with new rates and services in bulk. If you use Turbo Lister, you can also edit your shipping details in bulk. This new functionality will be available in both tools in early May.

  • eBay's Shipping Calculator updated in early May - If you use the Shipping Calculator, the new rates will update automatically in early May to accommodate the majority of items likely to ship after the new rates take effect. For you and your buyers, the Shipping Calculator takes much of the work out of accommodating the USPS changes. You can read more about the timing of the changes at the eBay Shipping Center.

  • PayPal Shipping Labels updated on May 14 - PayPal shipping labels will calculate the new shipping rates to coincide with the USPS changes. This means all shipping labels printed on PayPal after May 14 will reflect the new rates and services.

  • Discount for international USPS shipping labels printed with PayPal - Beginning on May 14, the following discounts will automatically be applied to USPS international labels printed with PayPal:

    • Priority Mail International – 5%
    • Express Mail International – 8%

Monday, April 23 at 1 p.m. Pacific time - We'll review the changes to the USPS domestic services, as well as options for sellers who will be impacted.

Thursday, April 26 at 1 p.m. Pacific time - We'll cover the international changes in detail, including discontinued services and new services being offered.
