Hi everyone... I'm Mike Rou, Senior Manager, Global Law Enforcement Operations. My team works with law enforcement agencies around the world to pursue, apprehend, and prosecute fraudsters who may use eBay or PayPal to commit their crimes. Due to the legal nature of the work my team does, our efforts to fight these crimes often need to stay behind the scenes.
Here are some interesting facts for 2006:
- We contributed to 549 arrests since January 2006, resulting in 351 prison years for the convicted criminals involved
- We disrupted a major Tanzanian theft ring responsible for stealing $6MM in Hewlett Packard servers
- We facilitated the first case between the Chinese Immigration and Customs Enforcement and China police which involved $840,000 in counterfeit DVDs
- We trained around 200 Romanian police, judges and prosecutors on how to investigate and prosecute cyber criminals
Police Blotter
Once a case successfully closes, however, we want to make sure you hear about it. That's why we make regular updates to our Police Blotter, which you can find on eBay's Security & Resolution Center. Every 6 weeks or so, we update the Police Blotter with the latest news around our global law enforcement efforts.
An excerpt from a recent arrest story published on our Police Blotter:
"Anthony Wolter is accused of crediting his PayPal debit card with a former employer's credit card swipe machine. The case was initiated by the eBay/PayPal Fraud Investigation Team in California. The lead investigator contacted law enforcement with the case details and worked with Wells Fargo to identify the fraudulent transactions. When Mr. Wolter was approached by Detective Lake from the Tucson Police Department he fully confessed to the crime. In early January 2007, the accused pled guilty to credit card and bank fraud and was ordered to pay full restitution."

Stay Safe Online – Follow these safety tips!
I also want to remind you about some important safety tips. While we work hard to help find and prosecute criminals who threaten the safety of marketplace, ultimately, staying safe online is everyone's responsibility. Here are a few things everyone should remember:
Never pay with Western Union or Money Gram - That's
right -- never! These methods have proven to be unsafe when paying someone
you don't know. For this reason, it's against eBay's Accepted
Payments Policy for a seller to request payment via these methods.
Be suspicious of any email that requests personal information
– Be cautious of other emails that request you to click a link and submit
your financial or personal information. Do not click on any links in this
type of email if you can not verify it is authentic.
Monitor your account regularly for suspicious activity –
Prevent problems by staying alert and catching any suspicious activity early.
We recommend that you log into your eBay and PayPal accounts frequently to
ensure that all the transactions listed are legitimate.

I've been teaching at eBay Universities nationwide since 2002. I began buying on eBay back in 1998 and have built a collection of over 20,000 comic books and 1,500 DVD's. Hi everyone...I'm Geanie Lee, and I'm here to let you know about some improvements we're making to Ad Format listings.
As a little background, Ad Format brings interested buyers and sellers together without enabling the actual bidding or buying process through the site. Originally only available in our Real Estate category, early last year we added it as an option to a limited number of specially selected categories that typically require more time and communication before a deal is closed. You can see which categories support Ad Format here.
In the next few weeks, we'll be making the following improvements:
- Name Change to Classified Ads. Ad Format listings will now be called Classified Ads, and all Help and other text will be updated to reflect the change.
- More information on the item page. While listing, sellers will be able to easily add their phone number and business hours which buyers will see near the top of the item page. Sellers using Classified Ads will be able to view potential buyers who have emailed them in an improved Lead Management page accessible from the Items I'm Selling and Unsold sections of My eBay. As the internet evolves, shoppers looking for vehicles and auto parts online have more choices than ever before. As Bill Cobb said at the 2007 eBay eCommerce Forum in January, this competition raises the bar for all of us. Today, it's more important than ever that we deliver the best buying experience possible.
The eBay Motors team has done extensive research over the past year to learn more about how our buyers shop for vehicles online, and we're excited to put some of our ideas into action. The results of this work form the foundation of a newly redesigned eBay Motors site with significant new features and functions -- letting buyers research, find, and buy a vehicle, all in one place. In February we're going to start piloting these major enhancements.
Here are a few of the highlights:
- Easier To Get Started. You'll see our fresh new look as soon as you hit the new home page. To make it easier to find that vehicle you want, you can now browse for cars and trucks by type (such as sedan, convertible, etc.), or search for a particular make/model. We've also added new navigation across the eBay Motors site so that regardless of where you are, you can quickly jump right to Cars & Trucks, Parts & Accessories, Motorcycles, Powersports, Boats, or Other Vehicles.
- Integrated research at your fingertips. A revamped search results page will put helpful information at your fingertips, such as vehicle specifications, and standard and optional equipment. In addition, easy-to-use tabs at the top of the page will give you quick access to user ratings and reviews, and used car values from Kelley Blue Book.
- New Ways to Refine Your Search. You'll also see a new way to easily refine your search by factors such as price range, transmission type, exterior color, and a host of other options. You can even choose to only see vehicles close to your ZIP code, making it easier to check out vehicles near you.
- Information to Help Your Purchase Decision. On the item page, we've brought all the information the buyer needs together in one spot. When you're considering a particular vehicle listing, it's now easy to find information about shipping/transportation methods and costs, financing options, and Vehicle History Reports. We've even added a Buyer Checklist, so that you're sure to cover all the bases before purchasing your new vehicle.
What sellers need to know about our launch plan
Sellers do not have to change their listings or processes – these changes improve finding and other aspects of the buying process without requiring our sellers to make any changes on their end.
We'll be piloting these enhancements to make sure there are no disruptions to the eBay Motors marketplace. In the next few weeks, a small percentage of randomly-selected visitors will start seeing the new eBay Motors site. We're expecting to launch the site fully later in the spring.

Hi, I'm Albert Lee. In the next few days, we'll be launching Customized Question Subjects, which will make it easier for sellers to manage buyer questions about their listings.
Currently, when a buyer uses the Ask Seller a Question feature on the item page to send you an email, they have to select a standard subject such as "General question about this item" or "Question about shipping for this item." Starting in the next few days, sellers will be able to create up to 9 additional customized subjects, so you can more easily categorize and sort the types of questions your buyers are asking.
For example, if you offer a Return Policy and want to easily identify questions about it, you could create a "Return Policy Question" subject that buyers could select.
Outside of this customized subject line, the email sellers receive will look exactly the same as it does today. If a seller decides not to create any custom subjects, buyers will see the same default choices they do today.
To customize your question subjects, follow these steps:
- Go to your Preferences in My eBay.
- In the Selling Preferences section, click on "Show" next to "Ask Seller a Question."
- Click "Edit" next to the "Customize the question types that buyers can choose from."

Hi everyone. As you know, our "IT" campaign was highly successful in driving buyers to the site during the busy holiday season. Of course, it's our job to drive buyers to the site throughout the year, so while the tinsel and lights were being put away, we were busy getting the word out that "whatever it is, you can get IT on eBay." Here are a few recent marketing highlights I wanted to share with you.
More TV Commercials
The holidays may be over, but our TV campaign rolls on! Our "IT" commercials have been running for the past month on primetime shows such as CSI: Miami, Desperate Housewives and Ugly Betty. By next week, they will have reached about three-quarters of our target audience an average of 6 times.

Get the Gift You Really Wanted
A recent survey we conducted revealed that 57% of Americans receive unwanted gifts for the holidays. (After all, how many fondue sets does one household really need?) According to our findings, 40% of these people consider selling these extra gifts on eBay to help offset holiday expenses. It was a nice boost to have our survey mentioned on NBC's popular TODAY show.
In addition, we sent out 800,000 mailers in late December and early January, reminding sellers and buyers to think of eBay first for those gifts they didn't want or can't use. eBay makes it easy -- sell what you received, and buy what you really wanted instead.
Back-To-School with Half.com
The New Year means back-to-school time for second-semester students. For Half.com, this is a particularly important season, so we've been focused on building awareness about Half.com within the college market.
Back-to-school advertisements ran in over 100 college newspapers around the country. What's more, eBay partnered with Facebook to reach over 6 million of their users with ads for Half.com.
We even did some in-person promotion, handing out much-needed coffee to students during finals week at campuses such as Columbia, Temple, Penn State, UConn, and Rutgers. Thousands of students got the message that "Half.com is a great place to get great deals on textbooks" along with their dose of caffeine.
These marketing efforts were coupled with an online back-to-school Half.com sweepstakes, also held last month. The campaign worked to drive excitement about Half.com and raise awareness. Over 1,500 prizes were awarded, ranging from a home theater and Xbox 360 package, to Apple iPods and Half.com gift certificates.
CES in Las Vegas
Finally, last month staff from eBay, PayPal and Skype participated in the Consumer Electronics Show (known commonly as CES) held in Las Vegas. eBay and PayPal hosted a number of eBay University seminars and seller meetings to educate and network with people. Our colleagues at Skype had the chance to show off some of their new hardware devices -- they made a big splash with the introduction of their new desktop phones that enable you to use Skype without a PC.
We're keeping busy to drive demand for eBay. I'll be back with more news in a few weeks.
