***Updated User Agreement and Privacy Policy***

Hi, I’m Scott Shipman from eBay’s Legal team. I’m here to tell you about some changes we’re making to eBay’s User Agreement and Privacy Policy, which will take effect for anyone with an existing eBay account on February 1, 2006. The new policy is effective immediately for any new registered accounts.

Why are we changing the User Agreement and Privacy Policy?

It’s been over two and a half years since we made a change to our User Agreement and Privacy Policy. Since then eBay has grown and changed considerably. We needed to make sure these agreements stay relevant to the current state of the site.

In addition, the old policies had become too long and complex over the years. Just as eBay’s other policies have been rewritten to be more concise and understandable, we’ve simplified and shortened the User Agreement and Privacy Policy to make them easier to read.

Finally, there are a couple substantive changes that we needed to make. Here is a quick summary of the main changes to the User Agreement (UA) and Privacy Policy (PP):

Late Fee Withdrawal From PayPal After 180 Days Past Due
This is a material change that we’re making to our User Agreement. For seller accounts that have balances more than 180 days overdue, eBay may collect the overdue balance owed from that seller’s PayPal account. The vast majority of our sellers settle their balances on time or before 180 days. eBay will resort to a PayPal withdrawal only after the balance has been overdue 180 days and our other collection efforts have been unsuccessful. We believe this helps level the playing field for the rest of the sellers who pay their bills. (Please note: Should eBay withdraw late fees, this will not alter the status of a seller’s PayPal account or funds remaining after the withdrawal.)

Use of Third-Party Information
This new section in the User Agreement and Privacy Policy outlines how, in addition to data from eBay, we might purchase information from third-party companies, such as about hobbies and interests, to better tailor the site according to your preferences. One point I want to make very clear: If you have opted out of receiving any of our marketing mail and email, this change will not impact you. This change merely gives us access to data that is already in the public domain and in use by other companies, so we can market to you in a more relevant way when you have your marketing preferences set to “yes.”

Shorter and More Concise Language
Previous versions of the UA and PP contained a lot of duplicate information that can be found in other areas of the site, especially within our policies. To make these documents easier to read and understand, we’ve removed most of this repeat information and tightened up the rest of the text. For example, the User Agreement used to provide information on our listing policy that allows only 10 of the same non-Store items at any one time. This has been removed since it is covered within our Multiple Listing Limits policy section.

***eBay Picture Services for About Me Pages***

To make About Me pages even more user-friendly, you will be able to use eBay Picture Services (EPS) for your About Me page in the next few days. You will be able to add up to two free images to your About Me page through EPS, which will be hosted on eBay. Uploaded images can be up to 2 megabytes in size.

We are also adding a link to the About Me Page discussion board on the About Me landing page to help you find expert assistance when building your own About Me page.

***Coming Soon: Item Condition Extended to eBay Motors Parts & Accessories***

Currently there are a number of categories on eBay where sellers can use Item Specifics to identify their item condition (e.g. New, Used, Remanufactured). Item condition is an important piece of information for buyers, and we’ve found that listings with the item condition specified are more likely to sell.

In the next few weeks we will extend the ability to list your item’s condition to listings within the eBay Motors Parts & Accessories categories.

Sellers using eBay listing tools (such as the Sell Your Item form or Turbo Lister) will be able to include this information in the next few weeks. If you utilize a 3rd party listing service (e.g., Andale, Marketworks, etc.), please contact them to verify that they will offer the item condition functionality in these categories.

***Unpaid Item Process – More Helpful Content***

Since its introduction in the summer of 2004, the Unpaid Item (UPI) Process has given buyers and sellers a way to directly communicate to resolve certain transaction issues. (Learn more about the UPI process here.)

In the next few days, we’re making a few content changes to make the process more helpful. Please note: These changes will not change the actual UPI process itself. We’re just improving some of the wording and guidance that we provide within the process.

Some of the changes include:

  • Resolution Tips - Designed to instruct buyers and sellers on how to achieve a successful outcome, these tips will be prominently displayed at the top of the View Dispute and View Dispute: Enter Response pages.
  • Additional action links - “Relist Item” and “Second Chance Offer” links will be provided on the Dispute Closed and Dispute Closed Successfully pages to give sellers more options at the end of the process.
  • New Dropdown Options and Clarifying Text – We’ve clarified several of the dropdown selections with clearer choices. For example, “The buyer’s payment has not been received” and “The buyer’s payment has not cleared” will be two separate options, replacing one which reads, “Payment has not been received or has not yet cleared”.

***Now Available – Early Access Version of The Next Generation Sell Your Item Form***

Hello, I’m David Wygant, a Product Marketing Manager here at eBay. I’d like to update you on our progress with the development of the next generation Sell Your Item (SYI) form. As you know, we’ve been working on this with you since the beginning of the year. Our goal is to make the SYI form shorter and more efficient for both new and experienced sellers.

We’ve received a lot of good input from sellers who have helped us “kick the tires” on SYI Alpha 1 and SYI Alpha 2. We’ve incorporated much of what we’ve learned from you into the newest version of the tool that we’re releasing today. We’re getting closer to the final version of SYI 3.0, so we’re calling this version SYI: Early Access.

We encourage you to try our new SYI: Early Access version and let us know what you think. Making the Early Access version your regular listing tool will help us continue to fine-tune the form before its official release sometime in 2006. Plus, it’s a great way to get a head start in transitioning to the new form.

New features in this version of SYI include:

  • A simple 1-2-3 listing process -- fewer pages and fields help cut down on the time it takes to create a listing.
  • A “category suggestions” feature – this ensures your item is listed in the best category for maximum exposure to buyers.
  • Dynamic help and personalized tips – these provide guidance and best practices to help you create a better listing.
  • Listing preview section – see what your listing will look like when viewed by potential buyers before you submit your listing.
  • Re-usable listing templates – these make it easier for you to list additional items.

One note for eBay Motors sellers: the Motors categories won’t be available via the Search Category Selection feature for a few more weeks. In the meantime, you can still select eBay Motors categories when listing by using Browse Category Selection.

Hi, this is Matt Ackley again, Senior Director of Marketing. We just made some new enhancements to Reviews & Guides that I want to tell you about.

As a refresher, Reviews & Guides is a place where members can write reviews for certain products, or create informational how-to guides on just about any topic. It’s a great resource for buyers who want to research a type of item before making a purchase, or to simply give you a place to share your opinion with the world.

To make Reviews & Guides even more helpful, I’m pleased to let you know that now each writer of a review or guide will have what we call a User Content Page. If you find someone whose material you find really valuable, this page will let you see all the other reviews and guides they’ve written. You’ll be able to access each writer’s page from an icon next to any review or guide they write, and also from a link on their Member Profile page.

Another addition we’ve made is what we’re calling Reviewer Rankings. Since we first launched Reviews & Guides, members have been able to rate reviews by how helpful they are. Those reviews that have been voted most helpful could reach “Top Review” status. Now reviewers themselves will get a special icon according to how often their content is voted helpful. For example, you could get an icon indicating you’re a “Top 25” reviewer, or “Top 1000”. To see an example of what these icons look like, please see our Help page.

***Coming Soon: Event Catalog and File Exchange to Debut in Tickets Category***

In late November, we will be introducing two new features in the Event Tickets category: Event Catalog and File Exchange. The Event Catalog is an optional feature that will help you list your tickets more easily by pre-filling Item Specifics information for you. Simply enter the event name, venue and/or date, and the rest of the details will be provided. It can also automatically generate a map of the venue to be used as your stock photo in the listing.

File Exchange, designed for large sellers, allows sellers to list a high number of tickets at one time through a flat file that can be created from an MS Excel spreadsheet, MS Access, or other inventory software. Sellers must meet the standard File Exchange requirements in order to use this tool. For more details about this feature you can also visit the File Exchange page in Seller Central.

If you list your items through an eBay seller tool (the Sell Your Item form, Turbo Lister, Selling Manager, etc.) or the eBay API, the Event Catalog will be available in late November. If you utilize a 3rd party listing service (e.g., Vendio, Andale), please contact them to verify that they will offer the Catalog functionality in this category.

We have started threads on the Sports Cards, Memorabilia & Fanshop board, as well as on the Music & Musicians board, to provide more detail about the upcoming product features and launch.

***Second Chance Offer Enhancements in Certain Business & Industrial Categories***

In the next few days, we will make some changes to the Second Chance Offer feature in several Business & Industrial categories for capital equipment. When an item in one of these categories ends without the Reserve price being met, sellers will be able to send a Second Chance Offer with the price set at any amount below the Reserve Price, even if it’s higher than the non-winning bidder’s final bid amount.

For example, if the highest bid on a skid steer is $4,000, but the Reserve of $5,000 is not met, the seller could make a Second Chance Offer to the high bidder at a price of $4,500 instead of going all the way down to $4,000.

This feature will be available in the following categories, as well as their subcategories:

  • Agriculture & Forestry > Tractors & Farm Machinery
  • Construction > Heavy Equipment, Trailers
  • Food Service & Retail > Concession Trailers & Carts
  • Healthcare, Lab & Life Science > Imaging & Aesthetics Equipment

Hi…I'm Greg Isaacs, Director of the eBay Developers Program, here again to tell you about some exciting changes to the program that should encourage and accelerate innovation across the eBay Platform. Membership in the eBay Developers Program is now free for all members, regardless of program level, and so are application certifications. In addition, developers using the unified schema (the schema defines the format of the data sent to and received from eBay) will also receive free API calls, while members using the legacy schema will continue to pay at their existing rates.

Please note that as of January 1, 2006, eBay will require the use of the unified schema to pass standard application certification, and as of June 1, 2006, calls made on the legacy schema will cease to function.

This should remove a major barrier for any software developers who are interested in innovating and growing businesses on the eBay Platform, but are unsure about the costs. ***RSS Technology Expanded to eBay Stores***

Hi, I'm Arturo Zacarias, a senior product manager for Platform and New Technologies. We understand that members are always looking for ways to stay on top of the information that is most important to them. RSS (  ), which is essentially short for "Really Simple Syndication" (some people prefer to call it "Rich Site Summary"), is a technology that makes it easy to see updated headlines from websites or pages that you like. This year we have been working to incorporate this technology for members to utilize on eBay.

You may have already seen this option on the eBay Discussion Boards, as well as on this Announcement Board, and now we are pleased to announce that we've expanded this RSS technology further on the site. eBay Stores sellers are now able to set up a "feed" that will send out a regularly updated summary of the most recently-listed items in their Store to people who subscribe to it. This can be a great way for your customers to keep informed about your new listings.

If you're a Store owner who is interested in providing listings via RSS feeds, go to "Manage My Store > Listing Feeds (within Store Marketing)". Click on "Distribute your listings via RSS" and click "Apply". The RSS button should appear on the lower left hand side of your Store.

To subscribe to a RSS feed, you'll need an RSS reader or aggregator to gather and view the updates. Several free and commercial RSS readers are available, and some examples can be seen here (provided by dmoz.org). Once you have an RSS reader, simply go to the bottom of any RSS-enabled page you are interested in, click on the RSS button, copy the URL from the page that opens, and paste it into your reader to display the content in RSS.

We are working to add RSS to other areas as well in the coming months, so stay tuned.

Back at eBay Live! 2005, we announced a number of changes to eBay's Feedback that we believe will address some of the top concerns members have had with the feedback system. This September, we launched the first change -- removing all feedback from users who are indefinitely suspended within 90 days of registration (read the announcement). The response from the Community to this change has been very positive, and I'm pleased to get back to you with another update on our progress.

Here are two more upcoming changes:


  1. Launching next week -- Requiring new members to complete a tutorial before leaving neutral or negative feedback.
    Starting next week, on eBay.com we will begin requiring members who have 10 or less feedback to complete a brief tutorial before leaving their first neutral or negative feedback. The tutorial will educate new members about the feedback system as well as ensure that they are aware of the various communication tools available to them prior to leaving feedback for their trading partner.

    In addition, we'll be updating the current page that all members see prior to leaving neutral or negative feedback. The updated page will emphasize the importance of communicating with your trading partner on eBay prior to leaving feedback. It will also urge members to make sure they have given their trading partner enough time to fulfill their obligations. (This change will be introduced to all other eBay sites in early December.)
  2. Launching in December -- Removing feedback ratings (not comments) left by buyers who don't participate in the Unpaid Item process on eBay for an item.
    In December, we will begin automatically removing feedback ratings left by buyers who do not participate in the Unpaid Item process on eBay for an item. This means the rating (whether positive or negative) will no longer affect the recipient's feedback score, although the feedback comment itself will remain. An administrative note from eBay will be added to the comment, indicating that the feedback rating was removed because the member did not participate in the Unpaid Item process on eBay. (This change will go into effect on all eBay sites at the same time.)

We'll update our Announcement Board as these changes roll out, to keep you informed. Please also join us for our next workshop on feedback changes which will be held on Monday, December 5th at 1.00 pm PT. During this event, the Trust and Safety team and I will be giving you more details about the Feedback changes and answering your questions. We hope you can join us.

As today, listings that are eligible for the STSA program will display a “Free 1 month/1,000 mile Service Agreement” link on the View Item page when the listing ends with a successful buyer.

eBay Motors continues to offer the Vehicle Purchase Protection program, which covers buyers against fraud and misrepresentation for up to $20,000, and applies to most vehicles sold on eBay Motors. These new buyers will not be required to open a PayPal account on the first two PayPal transactions, but they will still be subject to PayPal limits and fraud checks.  They will be required to open a PayPal account on their third PayPal transaction in order to complete future purchases with PayPal on eBay.

Our goal in streamlining the checkout process for new eBay buyers is to provide the best new user experience and drive more completed sales for sellers just in time for the holiday shopping season.  Please note that these changes will be transparent to sellers.

***Enhancements to Selling Manager and Selling Manager Pro Summary Pages***

This week, we will be launching some enhancements to the summary page of Selling Manager and Selling Manager Pro. These enhancements include:

  • New Modules — We're adding two new modules – a "search" module that allows you to quickly access your information and an "at-a-glance" module that lets you easily get an overview of the state of your business.
  • Improved look and feel — The new summary page makes it much easier for you to organize workflow and information based on your preferences and business processes. You can move information that’s most useful and relevant to you to the top of the page.
  • Added customization features — From the summary page, you can customize the information you want to see in different modules, such as adding or deleting specific filters and links. For example, if you don’t use Inventory in Selling Manager Pro, you can simply choose not to view the Inventory module in your summary view.
  • Print options — You will now have the ability to easily print the summary page for your records.

***Want It Now Enhancements***

Hi, it’s Susan Kim again with eBay’s Product Marketing team. In September I let you know you could create Favorite Searches of Want It Now posts. I had also mentioned that even more changes were coming, so, as promised, I’m back to give you details about the latest enhancements we’ve made to Want It Now, which will launch in the next week.

For Buyers
To give sellers more information about what you are looking for, you’ll soon be able to add a picture to your Want It Now post description. Additionally, if you want to add more detail to your Want It Now post after you’ve already created it, you'll be able to go back and edit your post.

For Sellers
You’ll soon be able to anonymously ask a question about a Want It Now post to get more information about the wanted item from the buyer. And to expand your buyer base even further, you'll be able to search through and respond to Want It Now posts from other countries.

This month's lead story is about how eBay sellers make their voice heard in Washington, D.C. It's written by eBay seller rocket-auctions, who was part of a team of sellers that went to the capital to let lawmakers know how legislative moves could affect the lives of thousands of eBay sellers.

After the devastation caused by hurricanes Katrina and Rita, an eBay team traveled to the affected areas with relief supplies. Read about how eBay employees extended a helping hand for hurricane relief.

To help buyers easily find items they might be interested in, the My eBay At A Glance modules found on the eBay Home Page and on the Buy Hub include a Personalized Picks section. Currently, this area provides a quick link to your Personalized Picks page within My eBay. Soon, however, we will display more information in this section, depending on where you are on eBay.

  • If you are on the Home Page, the My eBay At A Glance module will display a few searches related to your last shopping activity.
  • If you are on the Buy Hub, you will see item pages, categories and searches related to your most recent bidding activity.

If you would prefer that this additional information not be displayed, you can opt out within your Preferences section of My eBay.
