Due to their high visibility, we want to make sure that listings being promoted on the home page maintain the credibility of the marketplace and do not harm the eBay brand.
Effective immediately, eBay reserves the right to remove any Home Page Featured listing that we determine at our discretion may hurt the credibility of the marketplace or harm the eBay brand, even if the listing otherwise complies with eBay policy. Specific prohibitions include listings that make certain claims about health, body, weight or beauty products (such as weight loss products that make specific claims, breast enlargement supplements, etc.).

Hi… I'm Brian Burke, Senior Marketplace Policy Manager for Feedback.
eBay's feedback system is a powerful way for perfect strangers to have the confidence and trust to trade with each other on eBay. Like other areas of the eBay marketplace, the feedback system has continually evolved to keep up with the changing needs of the Community.
Today, at eBay Live! 2005, Bill Cobb, President of eBay North America, announced a number of changes we will be making to the feedback system later this year.
These changes include:
- Neutralizing feedback left by members who don't participate in issue resolution processes. We believe that members unwilling to participate in processes designed to help resolve issues, such as the Unpaid Item process or the Item Not Received process, shouldn't be able to impact another member's reputation. After this change is implemented, if a member leaves feedback for a transaction and does not participate in these processes, eBay will neutralize their feedback. This means the rating (whether positive or negative) will not affect the recipient's feedback score. While the feedback comment itself will remain, it will include an administrative note from eBay indicating that the feedback doesn't count towards the member's total score.
- Removing feedback from users who are indefinitely suspended within 90 days of registration. We believe that members who are indefinitely suspended within 90 days of registering on eBay were never truly members of the Community, and so their feedback comments and ratings should not count. We will automatically remove feedback (positive, neutral, and negative) left by such users.
- Requiring new members to complete a tutorial before leaving neutral or negative feedback. This change will require all new users (members with a feedback score of less than 10) to complete a short tutorial before leaving neutral or negative feedback. We hope that the tutorial will educate new members about the feedback system as well as ensure that they are aware of the various communication tools available to them prior to leaving feedback for their trading partner.
Since we will now be addressing member non participation within the eBay issue resolution system, we will align eBay-approved certified dispute resolution services' feedback withdrawal systems with eBay's and only accept mutual feedback withdrawal when both members agree to the withdrawal. This will take affect when we introduce the process for neutralizing feedback from members unwilling to participate in issue resolution processes.
I've written an article in the July issue of eBay online newsletter, The Chatter, detailing these upcoming changes and the philosophy and history behind the feedback system. Hi … This is Matt Halprin, Vice President, Global Marketplace Policy Management, and I'm at the eBay Live! conference in San Jose. I've just shared some news with attendees at the event that I'd like to share with the rest of the Community.
We know we've had some work to do to make our policies easier to understand. At the same time, we are working to make our enforcement efforts more consistent, fair, and effective. In 2005, we've been making progress in these areas, and there are several changes coming later this year that we want you to know about:
More Policy Tutorials – Earlier this year we moved over 100 policy pages into a new, more clear and easy to understand template. We also launched our VeRO Tutorial, an effective education tool members can use to learn about our policies. In September, we will launch 5 more 5-10 minute online tutorials for several policy groups including Fee Circumvention, Search & Browse Manipulation (e.g. key word spam), Shill Bidding, Feedback, and Overall Marketplace Policy.
“Report This Item” Link on View Item page – You told us that reporting questionable items was too difficult, so later this summer, every View Item page will have a "Report this Item" link at the bottom of the page. This feature has been live in Australia since May and has been received favorably by the Australian Community.
New Enforcement Consequences and Mitigation – Later this summer, we will be adding three new consequence guidelines that that we believe will both create a more level playing field for the majority of members who follow the rules, as well as encourage compliance with marketplace policies. Soon, members who violate policy may also be subject to:
- Limits on account privileges – Soon members who violate eBay policies may be limited in their trading activities. For example, the number of listings they can create or bids they may place may be restricted. Or they may be required to take a tutorial before they can continue trading activities.
- Forfeit of eBay fees on cancelled listings – Later this year, sellers who violate policies could lose their listing fees. We believe this will encourage policy compliance and help create a more level playing field for the majority of good sellers who follow policy.
- Loss of PowerSeller status – A very small percentage of PowerSellers violate eBay policies, but the actions of these few reflect negatively on the rest and set a bad example in the Community. In August, meeting a minimum level of eBay policy compliance will be a new requirement for entering the PowerSeller program and maintaining membership. We believe this is the right thing to do for the reputation and credibility of our good PowerSellers.
To learn about all of the progress that we're making in these areas, I encourage you to read an advance copy of my article that will be appearing in the July issue of The Chatter newsletter We will be working on these plans throughout 2005 and into 2006, and I'll update you on our progress periodically.

Hi. I'm Wendy Jones, VP of Customer Support for eBay North America. Earlier this month, you heard from Rob Chesnut about the upcoming expansion of My Messages and its ability to help protect the Community from spoof email. Now, I'd like to highlight one of the other important benefits.
My Messages will now be one of the most convenient and reliable ways to communicate with Customer Support and other eBay members.
Communication with eBay and with other eBay members is an important part of healthy trading activity. However, we know that your email inboxes are crowded, and occasionally you may not notice a response from Customer Support or a question from another member. Furthermore (and unfortunately), there may also be times when an important email might be blocked by your ISP as a security measure.
With the expansion of My Messages in late June, Customer Support responses and member communications will be delivered directly to your My Messages Inbox (in addition to your registered email address), making communication just as easy as checking on your trading activity in My eBay.
Here are some of the benefits you can expect:
New Alerts at Sign In – eBay will tell you when you have new account alerts that require your action as soon as you sign in (such as unpaid item alerts). This will help ensure that you never miss important account-related information from Customer Support or Trust and Safety.
Reliable delivery – We've all had emails simply not show up for some reason from time to time. When you use one of eBay's on-site contact forms (such as Ask Seller a Question), we will deliver copies of your email to both the recipient's My Messages Inbox and to their registered email address. A copy will also be saved to your Sent folder within your My Messages in case you need to reference it later.
Reduce unwanted messages – Now all member-to-member contact forms give you the option to hide your email address from the recipient. This will prevent your email address from being shared with members with whom you are not in a transaction. Hiding your email address requires the recipient to reply to you through the secure My Messages system.
Easy Contact with Customer Support – Quick access to Customer Support will be provided within My Messages, and you'll receive all their responses both in My Messages and at your registered email address.
Finally, we'd like you to remember these two things :
- Only eBay and registered eBay members can send messages to My Messages.
- My Messages is an addition to your email communications, not a replacement. Messages have expiration dates and will be automatically deleted (for example, member-to-member messages will be removed in 30 days). Since all messages are also delivered to your registered email address, you are able keep copies for as long as you'd like.
We hope the My Messages expansion will help make communicating on eBay even safer and more convenient for you. File Exchange lets sellers list in bulk on eBay by submitting a single flat file containing information about their listings. With File Exchange, you can list items, revise your listings, mark items as
paid, leave feedback, and more, using a flat file (CSV or tab-delimited formats).

 Hi… It appears there's been some confusion about an aspect of the improved Item Not Received process that I announced on June 7th. I want to help clear up this point.
Entering your PayPal account on the claim filing form means that, after authorization and processing are complete, you will immediately get the reimbursement amount in your PayPal account. However, it still takes time (anywhere from 14 days to 30 days after the claim is decided) for reimbursement payments to be authorized by eBay and processed.
I hope this clarifies how the process works.

Hi… I'm Colin Rule, eBay's Director of Online Dispute Resolution.
We launched the Item Not Received or Significantly Not as Described process in January to help buyers and sellers work out their transaction problems and file reimbursement claims more effectively. The process has been working very well to date, but based on feedback we've heard from members and our own experience monitoring cases, we came up with several improvements to make it work even better.
The changes we've made this week include:
- Payment Not Received or Cleared option – After notification from eBay that an Item Not Received dispute has been opened by one of their buyers, sellers can now select a new response that explains that payment has not yet been received or has not yet cleared.
- Faster reimbursement for buyers – Buyers can now provide a PayPal email address (in the U.S.) or bank account information (in the E.U.) directly on the Standard Purchase Protection Program claim form. If the claim is decided in the buyer's favor, eBay will now immediately pay the reimbursement amount through PayPal or a bank transfer. (If you haven't given us your PayPal or bank information, you will still get your check by mail.)
- Better routing for vehicle disputes – Buyers in motor vehicle transactions who file Item Not Received disputes will now be informed that they may be eligible for more comprehensive coverage under the Vehicle Purchase Protection program, along with a link to more detailed information and the claim filing form.
- Dispute console access for suspended users – Suspended users will now have access to their dispute console after their suspension, so that they can continue to communicate with their transaction partners to try to reach agreement. (Note: Suspended users' access to the dispute console will be limited to responding to open disputes only. They will not be able to file new disputes.)
And finally, we've also corrected a bug where some buyers who had paid with certain types of money orders were being blocked from automatically filing their reimbursement claims.

Hi everyone….this is Chris Tsakalakis again, Senior Director of eBay Stores. I'm back to tell you about several new features and improvements we'll be making to eBay Stores in the next week or so:
New eBay Stores Logo
As we announced in early May, we're changing the eBay Stores logo. All Stores-related pages will also get a new look to match the new logo. More information can be found by reading our previous announcement here. We will also host a workshop about the logo change on June 16 from 1-2pm PDT, which you can join by clicking here.
Email Marketing
We're making it easier for Store sellers to promote their email newsletter and increase repeat buying. Sellers can add subscription links through promotion boxes, listing headers and SYI Rich-Text Editor inserts. We've also added new features, including the ability to save emails as a draft and filter buyer lists by number of past purchases or subscription history. To access Email Marketing, go to your Manage My Store page and click on “Email Marketing” from the left-hand side.
Cross-border Exposure for eBay Stores
US Store sellers with items available to buyers in Canada will get added exposure on eBay.ca, including exposure on eBay.ca's search and browse pages and the Stores hub. Canadian Stores will also start appearing on eBay.com's search, browse and Stores hub pages when their items are available to US buyers.
Also, we're putting more links to eBay Stores on eBay.com pages that don't currently have Stores presence.

We'll be making a few changes within My eBay in the next week to make it easier to use. Sections being updated include My eBay Summary, Personal Information and eBay Preferences.
My eBay improvements include:
- My Summary – The Summary view of My eBay will only display sections, reminders, and totals with activity or information. Empty sections will no longer appear.
- Personal Information – Personal Information will be grouped under the following new areas: User ID and Password Information, Email and Contact Information, and Financial Information.
- eBay Preferences – All major sections will be expandable and collapsible. By default, all sections will show as collapsed so they only display the section headings. To expand one, simply click Show next to the desired section, or Show All in the header to expand every section.
- Notification Preferences – The preferences have been re-arranged into more logical groups.
- Confirmation page – After you change your personal information or your Preferences, a confirmation message will display within My eBay.

eBay Live! will kick off here in San Jose in just a couple of weeks. We'll be sharing a lot of exciting news for eBay members; if you can't attend in person, I hope you'll keep an eye on this Announcement Board so you don't miss anything.
One announcement we were planning for eBay Live! will actually be ready next Friday. So we're going to launch it earlier than planned, and I wanted to share the good news as soon as possible. Keeping secrets is hard!
One of my priorities for eBay.com is to make shipping less of a hassle for you. Put simply, we want to do for shipping what we did for online payments when we acquired PayPal and integrated it into the transaction flow on eBay.
Last year, we introduced the ability to save time by printing shipping labels with pre-filled address information, billed directly to your PayPal account. You've told us you love this – in fact, you've printed millions of labels so far.
To cover our processing costs, we've been charging a 20-cent fee for each USPS® First Class®, or Media Mail®, and Parcel Post® label. But starting next Friday, June 17, eBay and PayPal no longer will charge this processing fee. Many sellers on eBay stand to save hundreds – even thousands – of dollars per year with the elimination of this fee.
To learn more about purchasing and printing USPS shipping labels with postage, you can visit the eBay Shipping Center or PayPal Shipping Center.

Hi… I'm Laura Mather, Director, Global Fraud Policy and Prevention. Protecting your online accounts from theft has become a very important part of using the Internet. One of the ways fraudsters try to steal someone's online account information is by guessing their passwords, sometimes by using sophisticated software programs.
If you have a password that can easily be guessed by fraudsters (for example, your password is the word "password") eBay will alert you to change it to a more secure password. Members with potentially weak passwords will soon see a Security Alert message when they sign in to the site, encouraging them to choose a more secure password.
The message will contain a link to a Help page on creating secure passwords, and also a link to let you change your password.
Here are a few tips on creating safe passwords:
- Use a combination of at least six to eight letters, numbers, and special characters
- Use multiple words without spaces
- Avoid using the same password for your eBay account that you use on your email account or other online accounts

Based on Community response to our recent changes in the Music Memorabilia category, We are modifying the category structure to better suit the needs of buyers and sellers. Additional music genres such as “Blues,” Classical,Opera,” and “Rock, Pop,” among others, have been added to make it faster and easier for buyers to find the items they are looking for. Additionally, alphabetical category structure will be maintained under, “Rock, Pop,” and will be organized by the artist’s last name, or by the first initial of the band name.
In order to take advantage of the new category structure and maximize sales, please confirm that you are listing under the correct artist category and/or under the correct letter. Click here for details on how to revise your item.

Currently when we make category updates, your Favorite Searches in a category that has been updated or removed will no longer work. To make sure that all of your Favorite Searches will continue to work even if the category you are searching in has changed, we will now automatically redirect your Favorite Searches to display results from the updated (or the next most appropriate) categories. An “updated” message will appear next to any of your Favorite Searches that have been changed. This will also apply to Favorite Categories, and any of your bookmarked URLs will also be redirected.

She will also provide you with a checklist that you can use to make certain you have covered all the bases.
Feedback and Customer Relations This workshop will be held on Thursday, June 9th, from 14:00 PDT to 15:00 PDT. Please join member and Education Specialist pandora as she reviews the various aspects of the feedback system, including how to use the system properly, dealing with retaliatory feedback and feedback extortion, and more. She will also cover how to maintain excellent customer relations, including tips for dealing with difficult buyers and sellers, how to increase your repeat business using these methods, email "netiquette", and more.

Hi…I'm Rob Chesnut, and I'm the head of eBay's global Trust & Safety organization. By now, I think the entire eBay community is familiar with the problem of spoof/phishing emails, and I'm sure that many of you have gotten one or more of these fraudulent messages in your home or business email account over the last year. Spoof emails have become a serious problem for banks and major ecommerce sites, and they are a significant threat to ecommerce globally. They are crafted by bad guys and appear to come from a trusted source, such as your bank, your ISP, or eBay itself. They often contain all the correct logos and headers that give them the appearance of legitimacy. These emails usually contain some “call to action,” some urgency designed to trick users into clicking a link that takes them to a legitimate-looking website where they enter their personal financial information and passwords.
As the sophistication of these emails has increased, it has become evident that we all need help to weed out these fraudulent emails from our systems. Over the last year, eBay has rolled out one industry-leading product, the eBay Toolbar with Account Guard, that helps protect users from spoof sites by alerting users whenever they are about to go to a spoof eBay or PayPal site. If you don't have the eBay Toolbar, I strongly urge you to go to the eBay Security & Resolution Center and download it today.
But it's clear that we need to do more. That's why I'm particularly happy to announce that eBay will be rolling out one of our most effective measures to combat spoof – the second phase of My Messages (available in My eBay). With the second phase of My Messages, launching in late June, you can trust that important eBay account-related messages you receive in My Messages will be legitimate.
From a safety perspective, the bottom line is this – If the email affects your eBay account, it's in My Messages. If you get an email that looks like it's from eBay about a problem with your account or requests personal information and it's not in My Messages, it's a fake email. Please forward it to spoof@ebay.com.
The initial phase of My Messages, launched earlier this year, has been a read-only Inbox for members to receive information about buying, selling, and other activities and events on eBay. This second phase of My Messages allows for two-way communication with eBay and with other eBay members. Soon you'll start receiving:
- important account-related messages (e.g. billing invoices, password change notices, and other Trust & Safety messages),
- Customer Support responses and
- member-to-member communications
… ALL in your My Messages Inbox. This will ensure you never miss an important message because of spam blockers or a full email box. Additionally, you will continue to get a copy of these communications to your registered email address.
Since upgrading My Messages is a large, global project, you'll start noticing some visual changes to My Messages in a few days – folders/folder management, consolidated views of all unread messages, the ability to forward a message to your address, and other changes. However, the bulk of the new features (and all of the new messages) will not be available until late June. We'll keep you updated on progress on the General Announcements board.
I hope you will take some time to become familiar with the upcoming changes to My Messages by reading our Frequently Asked Questions and taking the My Messages tour. As always, we value and welcome your ongoing feedback and we hope you'll let us know your thoughts on the My eBay discussion board. While we're not able to respond to all comments directly, they will be read and considered for future enhancements. The My Messages team will also be hosting a workshop after the launch to review the new features and answer member questions, so stay tuned for more details.
