 To our customers,
Recently we've received some questions from sellers about when and why eBay or PayPal may require sellers to keep money in their accounts-commonly called a "hold." So I wanted to take a minute to explain and hopefully clear up any confusion. You can also get more information about this in a related blog post from my PayPal colleague Ed Eger.
Trust is absolutely critical in a marketplace, and eBay and PayPal strive to provide buyers and sellers a consistent experience they can count on. Programs like eBay Buyer Protection, eBay's Top-Rated Seller program and policies like holds are intended to do just that-ensure a trusted experience that buyers expect, which encourages them to shop more with the sellers who use our services.
We take protection and security very seriously around here, which is why like other companies in our industry we have a standard holds policy in place. PayPal may require that sellers hold money in their accounts temporarily if we believe there is a higher risk that there will be issues with their transactions-things like buyer claims, complaints, chargebacks, or even fraudulent access to the seller's account.
We're very proud of the improvements we've made in delivering more trusted experiences to our customers. Raising standards to increase trust, consistency and reliability are driving strong performance. We'll continue to refine our filters and our approach to supporting good sellers and delivering good buyer experiences.
We've also heard some speculation that eBay and PayPal are requiring sellers to hold money in their accounts so that we can earn interest on the funds. This couldn't be farther from the truth.
PayPal has always stored balances (including held balances) in FDIC-insured bank accounts, which earn a modest interest rate. To eliminate any confusion with our customers over the intent of our policy, we have decided to move the equivalent amount of money of our total "held balances" to a non-interest bearing account. We hope that this clarifies the intent of our policies, which we believe have always been transparent: to ensure a trusted experience that buyers expect and to encourage increased sales for our merchants and sellers.
We want every customer on eBay to have a great experience. For buyers, this means quality merchandise and selection, great customer service, and fast shipping. For sellers, it's increased sales and better buyer experiences. I want you to know that we are working hard to keep pace with consumer expectations and making eBay a more attractive shopping destination-and that benefits all eBay buyers and sellers.

 With the launch of the Apple iPad (3rd Generation) just around the corner, guidelines are now in place to help meet buyer demand while also promoting eBay sellers who deliver excellent customer service. Learn how you can list these highly-anticipated devices:
Apple iPad (3rd Generation) presales
Prior to the launch date of March 16, most sellers will be allowed to list the Apple iPad (3rd Generation) on eBay, as long as they are in full compliance with eBay's Presale policy. Also:
Apple authorized resellers will be allowed to list up to 25 items per week.
Canadian registered sellers with Global or US Top-ratedstatus will be allowed to list up to 4 items per week.
All sellers meeting our minimum performance standards* will be allowed to list 1 item per week.
All sellers must upload tracking information or Delivery Confirmation to My eBay upon shipment.
Only sellers registered in the United States or Canada on eBay.com, eBay Motors or eBay Canada will be able to participate in this event.
Sellers who do not meet our minimum performance standards*, haven't confirmed their personal information, or haven't completed a successful sale on eBay will not be allowed to list the Apple iPad (3rd Generation) during the presale period.
Listing the Apple iPad (3rd Generation) after the product launch
Once the Apple iPad (3rd Generation) is made available to the public, most sellers will be allowed to list the Apple iPad (3rd Generation) with some limitations:
Apple authorized resellers will be allowed to list an unlimited number of items per week.
Canadian registered sellers with Global or US Top-rated status will be allowed to list up to 8 items per week.
All sellers meeting our minimum performance standards* will be allowed to list 4 items per week.
All sellers who've confirmed their personal information will be able to list 1 item per week.
All sellers must upload tracking information or Delivery Confirmation to My eBay upon shipment.
Only sellers in Canada or the United States registered on eBay.ca, eBay Motors or eBay.com will be able to participate in this event.
Sellers who do not meet our minimum performance standards* or haven't confirmed their personal information will not be allowed to list the Apple iPad (3rd Generation) during the post-launch sale period.
Apple iPad (3rd Generation) domain name and email address sales
Sellers offering Apple iPad (3rd Generation) related domain names or email addresses for sale on eBay-both pre- and post-launch-will be allowed up to 4 listings per week. These must be listed in the Businesses & Websites for Sale category.
As always, eBay does not allow replica or counterfeit items. If a seller can't verify the authenticity of an item, it can't be listed on eBay. Any selling activity that appears to mislead buyers may result in limitations to selling activity, including account suspension.
* To sell on eBay.ca, sellers must have low detailed seller rating scores no more than 1.20% of transactions for item as described, and 2.40% of transactions for communication, shipping time, and shipping and handling charges.

 It's that time of year again - time to spring forward with Daylight Savings! We will be setting our clocks forward one hour at 02:00 ET (2 AM) on Sunday, March 11th, 2012. As a reminder, all listings that are running during this change will still receive the full amount of exposure. For example, if you have a 1-day listing that you start at 13:00 ET (1pm) on Saturday, March 10th, it will end at 14:00 ET (2 PM) on Sunday, March 11th, giving it a full 24 hours on the site.
