Hi, I'm Dave Steer, and I work on the Trust and Safety team at PayPal. My team's responsibility is to raise awareness within the eBay and PayPal Community about the ways you can stay safe when buying and selling online.

Identity theft continues to be a fast growing crime that affects consumers wherever they are. We're committed to helping you protect your privacy and, specifically, to help protect you from spoof (also called phishing) emails and websites.

I'd like to reiterate some basic tips to make sure that you are keeping your accounts and personal information secure:

  • Be suspicious of any email that requests personal information – Be cautious of emails that request you to click a link and submit your financial or personal information.
  • Look for cues to verify the authenticity of emails – Any email that PayPal sends you will include your first and last name in the greeting. For all eBay emails, check My Messages (located in My eBay). Any email eBay sends you about your account or requesting personal information will also be in My Messages. If you receive an email asking for information about your account or requesting personal information and it's not in My Messages, it's a fake email.
  • Report suspicious emails to us – In case you receive a suspicious email and you're not sure if it's really from eBay or PayPal, please forward it to spoof@ebay.com or spoof@paypal.com. We will respond (usually within minutes) to tell you whether or not the email is authentic.
  • Download the eBay Toolbar and the PayPal SafetyBar – The eBay Toolbar includes Account Guard which indicates when you are on a legitimate eBay or PayPal site, and alerts you when you are on a known fraudulent site. PayPal's SafetyBar detects fraudulent emails in your email program and puts them in the spam folder.
  • Monitor your account for suspicious activity – The best way to prevent damage from identity theft is to stay alert and catch any suspicious activity early. I strongly recommend that you log into your eBay and PayPal accounts frequently to ensure that all the transactions listed are legitimate.
  • Pay safely and securely – Only enter your financial information on secure websites. Check that a website is secure by looking for the closed lock symbol () near the bottom of your browser window. And, of course, use a safe payment method such as PayPal, which lets you pay without sharing your financial information with the person receiving your money. PayPal also covers you 100% against unauthorized money sent from your account.
  • Stay informed – You can find out the latest information on safety, security and identity theft protection by visiting the PayPal Identity Protection pages and the eBay Security & Resolution Centre.

***From Chris Tsakalakis -- More Exposure for Store Inventory Listings***

Hi everyone. Many of you will remember Bill Cobb’s letter a few weeks ago, in which he mentioned the upcoming increase in exposure for Store Inventory listings. Starting this week, all matching Store Inventory listings will display at the end of the main eBay search on eBay.com and on eBay Motors. Store sellers will see increased exposure for their Store Inventory items, and buyers will see more qualified listings every time they search. As Bill said, it’s a win/win.

For example, if you search on “bow tie”, you’ll see all the normal auction and Fixed Price listings as you did before. But now you’ll also see all Store Inventory listings matching “bow tie” listed at the end, regardless of how many auction or Fixed Price listings were found. Similar to today, listing upgrades such as Gallery and Bold will not be shown for Store Inventory listings, unless no auction or Fixed Price items are found – then the upgrades will be shown.

This is a large, technologically-complicated launch, and it might take some time for these extra results to appear consistently. Over the next few days, these Store Inventory listings may appear off and on, and we’ll provide updates on this board if needed.

***A Message from Matt Halprin – New Consequences and Other Policy Management Progress***

Hello…This is Matt Halprin, and I manage global policy management at eBay. Good policy management is about making the site a trustworthy and friendlier place to buy and sell, and we know we've had some work to do. Last summer I shared our plans to improve how we communicate and enforce our policies. As we start a new year, I want to give everyone a quick update of what we've achieved so far, as well as share some of our plans for 2006.

Let me jump straight into my team's five focus areas:

Making policies easy to understand
We now have over 150 policies designed to keep the eBay marketplace healthy and to maintain a safe place to buy and sell. We recognized that some of our policies were hard to understand, even for me. So last year, we spent several months rewriting our policy pages in straightforward language to make them easier to understand and follow. Now each page includes: a clear statement of the policy and why we have it; examples that illustrate what is and isn't allowed; and a list of the possible consequences of violating the policy. Educating members about policies
Understanding eBay's policies helps members have a more positive eBay experience. Last year we focused on creating educational materials on the site designed to help members understand and comply with our policies. We now have five online tutorials available for Intellectual Property & VeRO, Shill Bidding, Fee Circumvention, Feedback, and Search & Browse Manipulation.

These new tutorials only take a few minutes to complete. Each one steps members through the policy details they need to know in order to stay in compliance. In 2006, we will also be launching a new comprehensive Marketplace Policy tutorial that covers all our biggest policy areas, including Keyword Spamming, Fee Circumvention, Feedback, VeRO and more.

Enforcing policy violation consequences and mitigation
Last fall we changed our PowerSeller eligibility requirements to include new thresholds on policy compliance. As a result, we've removed some sellers who were repeat violators of eBay's policies from the program. We feel this has enhanced the reputation of the program overall. It's also made the marketplace more safe and fair for the vast majority of good sellers and PowerSellers who play by the rules.

We're also working on more consequences we can apply when sellers violate policies that will help change their problem listing behaviors in a positive way. Until recently, eBay could only warn or suspend accounts, so we've had to build more options that encourage education and rehabilitation. We'll be adding new consequences in 2006, which include:

  • Restricting repeat policy violators' ability to list items for a period of time – Depending on how often a seller has violated our policies in a 90-day period, they may be required to complete a 15-minute tutorial, or they could be restricted from listing new items for up to 3 days. We think of these consequences as "speed bumps" that can slow accounts down just long enough for them to be educated on the policy. Then they can get back on track.
  • Retaining eBay fees when cancelling a repeat violator's listings for List Practices violations – If a seller repeatedly violates policies in a 90-day period despite previously having taken a tutorial on those policies, we're going to keep their listing and feature fees on subsequent listing cancellations that violate policy. We feel it is important to instill a financial penalty to protect the level playing field when our other efforts to educate and change behavior have failed.

Making it easy to detect policy violations
One of the most important ways we learn about listings that violate our policies is through reports from other Community members. You've told us that the process for reporting suspicious activity has been too cumbersome. So to make it easier for members to send us these reports, in the spring of 2006, every item page will have a "Report this Item" link at the bottom of the page. This link will bypass the Contact Us flow and take you to a list of possible reasons why a listing needs to be brought to our attention. It will save you valuable time and help us review the listing quickly.

I want to add a note here to thank our members who report suspicious activity on the site to us. With more than 5 million active listings on any given day, we need – and truly appreciate – your help in keeping the marketplace safe.

These five key areas of focus address many of the concerns that we've heard from our Community over the years. Already these changes are having positive results. We've made good progress in the last 6 months, and we'll be taking this momentum with us into this year.

Please note that Blackthorne Basic and Pro are only supported on eBay.com.

As of Friday, May 12, 2006, eBay will no longer support Seller's Assistant products. We will end support for Seller's Assistant products because they are based on eBay's legacy Application Program Interface (API) structure which eBay will no longer support. Blackthorne is based on eBay's new API structure.

On May 12, if you are subscribed to Seller's Assistant, your subscription will automatically roll over to the equivalent Blackthorne subscription. This means that if you are subscribed to Seller's Assistant Basic, you will be switched to a Blackthorne Basic subscription. If you are subscribed to Seller's Assistant Pro, you will be switched to a Blackthorne Pro subscription.

***New Policy: Item Location Misrepresentation***

Hi… This is Sarah Brubacher again, Senior Policy Manager for eBay.

Recently we've seen an increase in reports from the Community about false or inaccurate information included in the item location field of the item page. To address this concern, we're implementing a new Item Location Misrepresentation policy which will be effective as of February 3, 2006.

The item location field on the item page is designed to inform buyers about where the item for sale is located. As eBay's global marketplace continues to grow, it's increasingly important for buyers to know where an item is located, so they can estimate the likely shipping costs and delivery times.

What is not allowed

For example, a problem listing might display something contradictory like "Hong Kong, United Kingdom" or "Worldwide, United States" in the item location field. Another type of listing problem would be an item location field that displays "USA" or "Canada" but the item description text says the item is actually shipping from some other country.

What is allowed

An appropriate use of the item location field would be, "Beijing, China" or "Sydney, Australia." Sellers may also continue to use more creative item locations such as "These United States" or "My mother’s attic."

Inaccurate item location representation can lead to higher shipping costs and longer shipping times than buyers expect. These are negative experiences that can ultimately undermine trust in the marketplace.

Over the past year we've been doing a lot of research into how we can improve Turbo Lister and make it even more effective. We're happy to announce that an early release of this new, improved Turbo Lister is now available. We'd like you to try it out and tell us what you think.

A few highlights of the new Turbo Lister include:
  • Easier listing process – Now you can create listings within a single page. You can also customize the options you want to see on the page, allowing you to look only at the fields that you use.
  • Enhanced editing capabilities – Now you can edit your items directly in the main inventory list. Change the prices, modify the title, and make other quick changes from the list view without having to open another window.
  • Faster performance – We've also made some technical changes to the new Turbo Lister to make it faster and more reliable.

***Changes to Store Inventory Durations***

Hi, I’m Ryan Dieckmann with eBay Stores. I’m here to tell you about a change we’re going to make in the next few weeks to the durations available for Store Inventory listings. Right now you can choose to have your Store Inventory listings run for several different lengths of time (ranging from 30 days to 90 days), or until you choose to cancel them. However, because very few Store sellers decide to have their listings run for 90 days, we’re going to remove this duration.

Any Store Inventory listings that you’re already running with this duration will not be affected. You will just not be able to list new items, or re-list closed items, with the 90 day duration once the change is made. Of course, you will still be able to run your listings for 30 days, or keep them as Good ‘Til Cancelled.

***Now Available – Purchase and Print Canada Post and UPS Shipping Labels Online***

Hi...it's Ira Grossman again, from eBay Canada's Shipping team. A short time ago, I announced that an online shipping solution for Canadian sellers would soon be launching. Well, that day has finally arrived, and this feature is now available - just in time for Valentine's Day!

With eBay's Online Shipping, you can now print Canada Post and UPS domestic and international shipping labels directly through eBay or PayPal. Printing shipping labels is free, you pay only for the cost of shipping, conveniently through your PayPal account.

Essential features are:

  • Valuable Shipping Discounts. Save up to 9% on select Canada Post services.
  • Online Tracking. You and your buyer can track the shipment's status directly in My eBay and PayPal (excluding all of Canada Post's Small Packets services).
  • Printable Customs Forms. Your shipping label and basic Customs form are combined and printed together on an 8.5"x11" sheet of paper.
  • Pre-Filled Label Addresses. Buyer and seller addresses are automatically filled in by eBay.
  • How to print a shipping label:

    After an item has sold, you can print a shipping label by clicking on the "Print Shipping Label" button in My eBay or your Closed Item Page. You will be taken to PayPal and asked to log in. Once logged in, click the "Ship" button in your Account Overview page. You will be taken through the quick and easy steps to print your shipping label.
