***Digitally Delivered Goods to be banned on eBay.com.au***

eBay has decided to ban digitally delivered goods listed by members on eBay.com.au due to the high risk they pose in undermining eBay’s Feedback System.

Digitally delivered goods are often reproduced at little to no cost to the seller. On eBay, this creates the potential for feedback manipulation (both real and perceived). To preserve the integrity of the Feedback System, effective 8 April 2008 all goods that can be digitally downloaded or transferred electronically will be banned on eBay.com.au.

A similar change has been made on eBay.com, with the exception that digitally delivered goods can be listed using the Classified Ads format. Due to technical restrictions, the listing of digitally delivered goods using the Classified Ads format on eBay.com.au is not possible at this time. eBay will look into introducing a Classified Ads format for digitally delivered goods on eBay.com.au and regrets any inconvenience that sellers may experience in the interim.

PayPal is pleased to announce that from 27 March 2008 PayPal Seller Protection* will be available for sellers transacting on eBay with an Australian PayPal account.

PayPal Seller Protection provides cover to all eligible eBay sellers for credit card related chargebacks and claims through PayPal Online Dispute Resolution for items not received or due to unauthorised payments (eg stolen credit card or account takeover).

PayPal Seller Protection is offered free as part of PayPal’s usual service and is the first policy of its kind for eBay sellers with Australian PayPal accounts.

What's changed?
Sellers who accept credit cards (both off and online) usually have worn the costs associated with credit card chargebacks. On eBay, they may have also worn costs associated with claims through PayPal Online Dispute Resolution for items not received or unauthorised credit card transactions.

It’s important to understand the difference between a chargeback and a claim. In essence, a chargeback is initiated by a credit or debit card holder directly with their bank or card issuer. A claim is initiated by a buyer through PayPal and begins with the PayPal Online Dispute Resolution Process.

With the introduction of PayPal Seller Protection, sellers may be covered in the unlikely event of a claim or a chargeback associated with the sale of an item on eBay. Of course, eligibility criteria apply and one of the main requirements is that the sellers can provide acceptable proof of shipment which shows that they posted the item to the correct address.

How does it work?
When a buyer initiates a chargeback through their bank or files a claim through PayPal Online Dispute Resolution regarding an unauthorised payment or item not received, then the seller’s funds for that transaction are frozen while the complaint is under review. If PayPal determines that the complaint is valid then those funds will be reversed from the seller’s account.

However, if a seller meets the eligibility criteria (described below) PayPal will not reverse the funds from the seller’s account.

What are the eligibility criteria?
The main eligibility criteria for PayPal Seller Protection are:

  • Hold an Australian PayPal account
  • Receive payment for a tangible eBay item
  • Receive payment for the item into your Australian PayPal account
  • Post the item to the buyer’s correct address using a PayPal approved postage service
  • Retain the proof of shipment
  • Provide PayPal with adequate proof of shipment and any other requested information in a timely manner

Some exclusions apply, for example: claims for significantly not as described (SNAD), intangible items (such as a service or digital content), motor vehicles, or if sellers hand-deliver the item (eg, local pickup.)

***Making it easier to recover removed listings***

eBay is pleased to announce a new feature that will make it easier to correct listings that have been removed by eBay due to policy violations. Most listing violations are unintentional, yet because the listings are completely removed from the site, sellers are unable to make the required corrections and relist. Instead, sellers have to recreate the listing.

From today listings removed for policy violation will be saved in the ‘Unsold’ section of My eBay with a clear indication that the listing was cancelled. Sellers will receive an email in My Messages explaining why the listing was removed and the policy that it violated. Sellers can then edit the listing and relist the item accordingly (or delete it). Of course, the edited listing will need to comply with the law and eBay’s listing policies.

***Now available - Repeat Feedback Credits***

As you are no doubt aware, several changes to the feedback system were announced in January. The first of these changes, Repeat Feedback Credit is now available!

Repeat Feedback Credit provides all members the opportunity to earn up to one feedback point per calendar week (i.e. Monday to Sunday) from the same trading partner. Repeat Feedback Credits have now been calculated and included in seller’s feedback scores for transactions ending on or after February 19th 2008. Credit for ALL repeat transactions that occurred between 1996 and February 2008 will be provided in May.

We've also made some cosmetic changes to the Feedback Profile page to reflect this change.

Now sellers can get the credit they deserve for offering great service that results in repeat customers and buyers can be rewarded with repeat feedback for showing loyalty and shopping time and time again with their favourite sellers.
